REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, October 7, 2014
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
October 7, 2014.
Mayor Rose called the regular meeting to order at 6:32 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Chet Pruett, and Mike Fuller.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Public Works Director Tom Wooddell, and Administration Director Meredith Hauck.
Special Counsel Joe Bednar was also in attendance.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:32 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021(2) Leasing, purchase or sale of real
estate, RSMO 610.021 (3) Hiring, firing, disciplining or promoting
a particular employee when personal information about the
employee is discussed, and RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals
are rejected, second by Alderman Cope.
Yes: Homer, Cope, Fuller, Pruett, and Super.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Super moved at 6:58 p.m. to adjourn closed
CLOSED @ 6:58 P.M. session with action taken, second by Alderman Homer.
Yes: Super, Homer, Cope, Pruett, and Fuller.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Mike Fuller, Brad Cope,
Chet Pruett, and Ron Super.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Public Works Director Tom Wooddell, Community Development Director Mike Duffy,
Community Development Assistant Sarah Wagner, City Engineer Travis Hoover, City Planner
Jackie Carlson, Finance Director Donna Resz, Fire Chief Gordon Fowlston, Administration

Director Meredith Hauck, and Police Captain Mike Costanzo. Also in attendance was Special
Counsel Joe Bednar.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Cope moved to approve the consent agenda as
presented, second by Alderman Homer.
Yes: Cope, Homer, Fuller, Pruett, and Super.
Motion carried 5-0.
MINUTES OF 09-18-14 Alderman Cope moved to approve the minutes of the September
18, 2014 meeting, second by Alderman Homer.
Yes: Cope, Homer, Fuller, Pruett, and Super.
Motion carried 5-0.
RESOLUTION 2014-089 Alderman Cope moved to approve Resolution 2014-089
Bill Pay authorizing the expenditure of funds for fiscal year 2014-
2015, for weeks ending September 19`", September 26'", and
October 3rd in the amount of$239,304.40, second by Alderman
Homer.
Yes: Cope, Homer, Fuller, Pruett, and Super.
Motion carried 5-0.
RESOLUTION 2014-090 Alderman Cope moved to approve Resolution 2014-090
Reappoint Finley to TIF reappointing Leland Finley to the Tax Increment Financing
Commission, second by Alderman Homer.
Yes: Cope, Homer, Fuller, Pruett, and Super.
Motion carried 5-0.
REGULAR AGENDA
PUBLIC HEARING @ Mayor Rose reviewed the opened Public Hearing to consider a
7:02 PM rezoning; preliminary development plan, and preliminary plat for
property legally described as: All that part of Lots 1& 2, Partition
Plat of the Estate of George Roberts, located in the Southeast 1/4,
of Section 6, Township 50, Range 33, in the City of Riverside,
Platte County, Missouri.
Mayor Rose asked that this public hearing be continued until
October 21, 2014.
Alderman Super moved to continue the public hearing until
October 21, 2014, second by Alderman Cope.
Yes: Super, Cope, Pruett, Homer, and Fuller.
Motion carried 5-0.
PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider a proposed
7:03 PM Plan of Industrial Development for BABRA, LLC for an
approximately 245,000 industrial project to be known as the

Riverside Logistics Centre. With no comments offered the public
hearing was closed at 7:03 p.m.
BILL NO. 2014-082 City Clerk Robin Littrell gave first reading of Bill No. 2014-082.
Plan for BABRA, LLC Community Development Director Mike Duffy explained that this is
a Chapter 100 Project being handled by Gilmore & Bell. They
have been working with the developers on the project.
Alderman Cope moved to accept first reading and place
Bill No. 2014-082 on second and final reading, second by
Alderman Homer.
Yes: Cope, Homer, Fuller, Super, and Pruett.
Motion carried 5-0.

BILL NO. 2014-083 City Clerk Robin Littrell gave first reading of Bill No. 2014-083.
Chapter 100 Bonds- BABRA Alderman Cope moved to accept first reading and place
Bill No. 2014-083 on second and final reading, second by
Alderman Homer.

said bill as ordinance, second by Alderman Pruett.

RESOLUTION 2014-091 Public Works Director Tom Wooddell stated the need for this
Community Center HVAC emergency purchase and the process used to get the bids for
repairs expeditiously.
Alderman Cope moved to approve Resolution 2014-091
for the emergency purchase and timely repair of the roof top units
at the Community Center, second by Alderman Homer.
Yes: Cope, Homer, Fuller, Pruett, and Super.
Motion carried 5-0.
BILL NO.2014-084 City Clerk Robin Littrell gave first reading of Bill No. 2014-084.
Consents for Loan Documents Alderman Cope moved to accept first reading and place Bill
Argo Lot 6 No. 2014-084 on second and final reading, second by Alderman
Homer.
Yes: Cope, Homer, Super, Pruett, and Fuller.
Motion carried 5-0.

BILL NO. 2014-085 City Clerk Robin Littrell gave first reading of Bill No. 2014-085.
IDA Grant Easement to MAW Alderman Cope moved to accept first reading and place Bill
No. 2014-085 on second and final reading, second by Alderman
Homer.
Yes: Cope, Homer, Fuller, Super, and Pruett.

BILL NO.2014-086 City Clerk Robin Littrell gave first reading of Bill No. 2014-086.
Detach Property from SPCAD City Administrator Greg Mills reported to the Board that this is the
first step of detaching property from the Ambulance District. He
further explained the payments or a lump sum payment that will
be necessary with this process.
Alderman Cope moved to accept first reading and place Bill
No. 2014-086 on second and final reading, second by Alderman
Homer.
Yes: Cope, Homer, Pruett, and Super.
No: Fuller
Motion carried 4-1.

No. 2014-087 on second and final reading, second by Alderman

BILL NO. 2014-088 City Clerk Robin Littrell gave first reading of Bill No. 2014-088.
Annual MARC HHW Program Alderman Cope moved to accept first reading and place Bill
No. 2014-088 on second and final reading, second by Alderman
Homer.

CITY ADMINISTRATOR City Administrator Greg Mills reported to the Board that the
employee election for a representative for the annual LAGERS
conference was held and it is Paul Campbell. A motion is needed
to send the employer representative, Finance Director Donna
Oliver. Alderman Cope moved to approve Finance Director
Donna Oliver as the Employer Representative at the 2014 Annual
Meeting for LAGERS, second by Alderman Pruett.
Yes: Cope, Pruett, Fuller, Super, and Homer.
Motion carried 5-0.
City Administrator queried the Board regarding the November 4
meeting on an election day, if there were any desire to move the
meeting. Consensus of the Board was to leave the meeting as
scheduled. We have provided a copy of the ETC Survey for each
of you to review and staff will make a presentation at the next
regular meeting. We also wanted to inform you, that a portion of
the Linear Trail is closed because there is a section along the bluff
that has increasingly worsened. Discussion was held with the
Board and staff. This will be a budgetary item in the next fiscal
year and we will need to determine a point in time repairs may be
made and how they will be made.
ADMINISTRATION Administration Director Meredith Hauck reminded the Board that
we will have a town hall meeting on Nov. 6t"from 6 p.m. to 8 p.m.
and will be publicizing this information through our newsletter,
mailings, and our social media sites. We also want to remind you
of our Trunk or Treat on Oct. 23 from 7-8 p.m. in the parking lot.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy shared a copy of a
request for waiver of permit fees for Yanfeng. They are working
on an expansion to their facility. There will be 140 jobs added.
The Board reviewed the information and Duffy shared that this
waiver was recommended by the economic development team.
Following discussion, Alderman Cope moved to approve the
waiver of permit fees for Yanfeng, second by Alderman Fuller.

Motion carried 5-0.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Public Works Director Tom Wooddell reported that the clean-up
week for bulky waste is in its second week and the Public Works
Department will be open on Saturday until 4:00 p.m. for bulky
items.
LEVEE BOARD Alderman Ron Super stated that the annual meeting is next week.

MAYOR'S DISCUSSION Mayor Rose met last week with Missouri Mayors and 12 Kansas
Mayors. They discussed topics on how to move forward as a
region. Transportation will be discussed as the main focus to
legislators for federal funding aid.
National Night Out was in the parking lot this evening. It was very
nicely done and the Public Safety Department deserves kudos for
this event.
The YMCA started the classes at the Community Center today.
