Boazd of Aldermen of City of Riverside, Missouri
January 25, 2005
A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on January 25, 2005 at 7:00 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Darata, Super and Beazd.
Absent, Alderman Legaard.
Also present were, David Blackburn, City Administrator, Ben Prell, City Attorney's office and
Frank Weatherford, TranSystems.
City Administrator David said he had gone to the MoDot meeting on Friday, January 21~` to fmd
Comments out projects that would be discussed and to report to the board an outline of
these projects. The plan presented to MoDot was acceptable with one exception
to the plan: Additional lanes needed on 69 Highway as MoDot said the
additional lanes would relieve some of the congestion in the azea.
The additional amount to proceed with this would be $1.5 million and MoDot
felt this should be a shared cost with the city. MoDot agreed to perform some of
engineering services.
Frank Weatherford, Frank Weatherford, TranSystems said to perform the additional engineering in
TranSystems, comments this area; it would be 7-8% or approximately $105,000. Also needed, is some
clarification for the right-of--way. MoDot will acquire the right-of--way, but it
would be the city's responsibility to pay for the right-of--way. Frank said the $5
million of federal funds taken out of MoDot's allocation needs to be spent by the
city before October 31, 2005 (MoDot's fiscal year). Frank said six boxes of
preliminary plans were delivered for MoDot's review.
A discussion was held regarding the mitigation planning in the wetlands area.
The board decided the city would hire Steve Parker with Adaptive Ecosystems,
Inc. to meet with the owner of the Mann property and the Corps of Engineer's to
define the project limits, (projected boundaries) and provide draft mitigation
covenants and restrictions to the city. Kaw Valley Engineering will be hired to
perform the meets and bound survey, topographic survey with the legal
description. The fee proposal for both of these services is $13,500.
Adaptive Ecosystems Alderman Dazata moved to approve entering into an agreement with Adaptive
Inc. to enter into Ecosystems Inc. for professional services for the provision of wetlands
an agreement with mitigation planning services in the amount not to exceed $13,500, seconded by
the city, Approved Alderman Super, the vote was:
Aye: Aldermen Burris, Looker, Darata, Beard and Super.
Absent: Alderman Legaazd.
Motion carries.
Mayor's comment Mayor Burch said interviews for Director of Public Safety will be conducted
on Thwsday, January 27`s from 1-4 p.m here at City Hall.
Mayor Burch distributed a copy of Larry Tsevis's letter to all of the Boazd
members.

Motion for Closed Alderman Looker moved that the meeting go into closed session, pursuant to
Session at 8:15 p.m RSMo 610.021 (1) Legal Issues and RSMo (2) Real estate issues, with the City
Attorney, seconded by Alderman Super, and the vote was:
Aldermen Beard, Darata, Bums, Super, and Looker.
Absent: Alderman Legaazd.
Motion carries.
Motion for Open Alderman Bums moved that the meeting go into open session, seconded by
Session at 8:27 p.m. Alderman Dazata, and the vote was:
Aye: Alderman Bums, Beazd, Super, Darata and Looker.
Absent: Alderman Legaard.
Motion carries.
Recess A brief recess was called at 8:30 p.m
Reconvened The Mayor and board answered to roll.
Frank's comments Frank said there is an application that can be obtained (404) on design,
constmction and maintenance in lieu of creating wetlands and to obtain this
permit through the Heritage Foundation.
Letter to be sent by Alderman Super moved to approve Frank sending a letter to the Heritage
Frank Weatherford Foundation to obtain the permit so mitigation can be obtained, seconded
to Heritage Fdn. by Alderman Beard, the vote was:
Approved
Aye: Aldermen Beazd, Super, Darata, Looker and Bums.
Absent: Alderman Legaazd.
Motion carries.
It was mentioned the Corps of Engineers has approved the city to buy this
permit.
Adjournment By unanimous decision, the meeting adjourned at 9:30 .m.
