HomeMy WebLinkAbout1363 Final Plat Horizons Industiral V East, Second Plat; Replat of Lots 6 and 7 Riverside Horizons Industrial V East BILL NO. 2014-096 ORDINANCE NO. �J AN ORDINANCE APPROVING THE FINAL PLAT OF RIVERSIDE HORIZONS INDUSTRIAL V EAST, SECOND PLAT, A REPLAT OF LOTS 6 AND 7, RIVERSIDE HORIZONS INDUSTRIAL V EAST, A SUBDIVISION IN THE CITY OF RIVERSIDE, PLATTE COUNTY, MISSOURI WHEREAS, Application No. PC14-18 was submitted to the City by Northpoint Development, LLC, requesting approval of the Final Plat of RIVERSIDE HORIZONS INDUSTRIAL V EAST, SECOND PLAT, a Replat of Lots 6 and 7, RIVERSIDE HORIZONS INDUSTRIAL V EAST, a subdivision in the City of Riverside, Platte County, Missouri (the `Plat'); WHEREAS, the Planning Commission considered the application on November 13, 2014 and recommended that the Plat be approved; and WHEREAS, the Board of Aldermen find it to be in the best interests of the City in order to further the objectives of industrial and economic development of the City, as well as in furtherance of the objective to protect the health, safety, and welfare of the businesses and citizens of the City, to approve the Plat as set forth herein. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1 — BEST INTEREST OF THE CITY TO APPROVE THE PLAT. It is in the best interests of the City in order to further the objectives of industrial and economic development of the City, as well as in furtherance of the objective to protect the health, safety, and welfare of the businesses and citizens of the City, to approve the Plat attached hereto as Exhibit A and incorporated herein and such Plat is hereby approved. SECTION 2 — ACCEPTANCE OF DEDICATIONS. That the City of Riverside hereby further accepts the dedication of all streets, municipal uses, easement, access, and utilities shown on the Plat, not heretofore dedicated to the public for the purpose(s) as therein set out. SECTION 3 — AUTHORITY GRANTED. The City hereby authorizes the Mayor of the City and other appropriate City officials to execute and deliver the Plat, consistent with the terms of this Ordinance and Missouri law, and hereby authorizes the Mayor, the City Administrator, the City Clerk, Special Counsel to the City and other appropriate City officials to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Ordinance and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. SECTION 4 — EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after its passage and approval. Chair Al Bowman called the meeting to order at 6:44 p.m. Answering roll call were Al Bowman, Ray Uhl, Harold Snoderley, Steven Kaspar and Mayor Kathy Rose. Also present: Jackie Carlson City Planner, Keith Payne,Fire Marshall,and Community Development Assistant Sarah Wagner. Members absent were Jim Frakes, Mike Lombardo, Stephen King, Mike Soler and Alderman Art Homer. Approval of Minutes of Commissioner Kaspar moved to approve the minutes of October October 9 , 2014 9, 2014, seconded by Commissioner Snoderley. Motion passed 5-0. Final Plat-Horizons V Jackie Carlson gave the staff report and explained that the , Lots 6&7 applicant,North Point Development is requesting a final plat for the replat of lots 6 & 7 of Riverside Horizons Industrial V East, First Plat. They would like to combine these two smaller lots into one larger lot to accommodate a larger building. Brent Miles with North Point Development gave a power point presentation over all of the development that has occurred in Horizons and plans for future development. Commissioner Snoderley moved to recommend approval of the final plat for Riverside Horizons Industrial V, Second Plat to the Board of Alderman, seconded by Commissioner Uhl. Motion passed 5-0. Final Development Plat- Carlson gave the staff report explaining that North Point Horizons Spec V Development is requesting approval of a final development plan for a building that will be located on the previously discussed replat. This will be the biggest building in Horizons so far atjust over 491,000 sq.ft. The building will have bump-out at all four corners to help with screening of the truck courts. The building will have a similar look to others in the development. Commissioner Kaspar moved to recommend approval of the final development plan for Horizons Industrial Spec V to the Board of 1 Aldermen, seconded by Commissioner Ray Snoderley. Motion Carried 5-0. Adjourn Commissioner Uhl moved to adjourn at 7:17 p.m. Commissioner Snoderley seconded and the meeting was adjourn 5-0. Sarah Wagner Community Development 2 CITY OF City of Riverside ��RIVERS;�F� Staff Analysis Report � MISSOURI Case # PC 14-18 Riverside Horizons Industrial V East, A Replat of Lots 6, and 7 of Riverside Horizons East First Plat General Information Applicant:NorthPoint Development Location: East of Horizons Parkway, south of NW 43`d Street, and north of NW 41 s' Street Application: Replat of Lots 6 & 7, Riverside Horizons East First Plat Current Zoning: PD Planned Development Existing Land Use: Industrial and Undeveloped Proposed Land Use: Industrial Site Area: Approximately 22.468 acres(979,509 sq.ft.)combined into one lot. Procedure: The plat will be reviewed by the Commission and the Board of Aldermen. Analysis Overview: North Point Development is currently working on the development of a mixed use business park on the east side of Horizons Parkway containing both light industrial and office uses. The development consist of approximately 253 acres with 1,100,000 square feet of office space on the south half of the site and 1,800,000 square feet of industrial space on the north half of the site. The site will also consist of approximately 40 acres of water surface that consists of two lakes and several canals that connect and surround the site. Modifications: Because the overall site is so large, it has been anticipated that replats would be required as development needs are identified. Lot 6(14.3 acres)and Lot 7(8.2 acres)are being replatted to combine the two lots into one which will accommodate a single larger building. The larger building is in response to market demands. Site Layout: The land included in the plat is undeveloped and does not require any new right-of-way or public utility easements as they were dedicated with the original plat. Both 43rd Street and 4151 Street and other public infrastructure are already installed around the site, providing the lot direct access to the transportation network and public services. Conformance to Comprehensive Master Plan: The modified plat and proposed use are in conformance with the Comprehensive Master Plan as the plan identifies the area as industrial. Recommendation Staff finds the application in conformance with the Comprehensive Master Plan,UDO and previously approved final plats, and therefore, recommends approval of the replat.
