AN ORDINANCE APPROVING THE CITY OF RIVERSIDE'S DETACHMENT OF
CERTAIN DESCRIBED PROPERTY FROM THE SOUTHERN PLATTE COUNTY
AMBULANCE DISTRICT, AND AUTHORIZING AND DIRECTING THE CITY
ADMINISTRATOR TO FILE THIS ORDINANCE WITH CERTAIN OFFICIALS
WHEREAS, in 2014, Senate Bill 672 was enacted (relevant provisions codified at
Section 190.088, RSMo), which authorizes the City to file with Southern Platte County
Ambulance District's ("District") board of directors a notice of intention of detachment stating
that an area located in both the city and the ambulance district is to be taken from the district, and
that after filing the notice, the city must conduct a public hearing upon notice, and finally that
after the hearing, the city may approve the detachment by enacting an ordinance with the
approval of two-thirds of the board of aldermen; and
WHEREAS, on October 7, 2014, the City's Board of Aldermen adopted Ordinance No.
1353, which approved and stated the City's intent to detach certain described property from the
District, and a copy of Ordinance No. 1353 was filed with the District; and
WHEREAS, after proper notice, the City's Board of Aldermen conducted a public
hearing on November 18, 2014, regarding the City's intent to detach certain described property
from the District, and the City presented its reasons why it desires to detach the subject area from
the District and its plan to cause to be provided ambulance service to the subject area.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
SECTION 1 — APPROVAL OF DETACHMENT. The City hereby approves the
detachment of the area legally described in attached Exhibit A, and depicted graphically in the
map attached in Exhibit B, which is located in both the City and the Southern Platte County
Ambulance District, which the Board of Aldermen determines to be in the best interests of the
City, and the City further states that the area described in Exhibit A and depicted graphically in
Exhibit B is to be excluded and taken from the District.
SECTION 2 — AUTHORIZATION AND DIRECTION TO FILE THIS
ORDINANCE. In accordance with Section 190.088.4, RSMo, the Board of Aldermen hereby
authorizes and directs the City Administrator to cause three certified copies of this Ordinance to
be filed with the Platte County Assessor and the Platte County Clerk, and one certified copy to
be filed with the Platte County Board of Elections. Additionally, the Board of Aldermen hereby
authorizes and directs the City Administrator to file a copy of this Ordinance with the Board of
Directors of the District.
SECTION 3 — FURTHER AUTHORIZATION GRANTED. The City hereby
authorizes the Mayor, the City Administrator, City Clerk and other appropriate City officials to
take any and all actions as may be deemed necessary or convenient to carry out and comply with
the intent of this Ordinance, and to execute and deliver for and on behalf of the City all
certificates, instruments, agreements and other documents, as may be necessary or convenient to
perform all matters herein authorized.
SECTION 4 - EFFECTIVE DATE. This Ordinance shall be in full force and effect
from and after December 31, 2014.

Notice is hereby given that a public hearing will be held at 7:00 p.m. on Tuesday,November 18, 2014,
before the Board of Aldermen of the City of Riverside, Missouri, 2950 N.W. Vivion Road, Riverside,
Missouri 64150 on the City of Riverside, Missouri's Notice of Intention of Detachment of Certain
Property from the Southern Platte County Ambulance District.
The property proposed to be detached is described as follows (generally referred to as Montebella
subdivision):

TITLE: Southplatte Ambulance District Ordinance approving detachment
BACKGROUND:
We were successful in getting legislation passed and signed by the Governor that allows
Riverside to detach a specific area that is within the city limits yet also a part of the
South Platte Ambulance District. The Montebella subdivision, off of Northwood Road
and across the street from Parkhill High School, has about 25 homes in it now.
Those homeowners were subject to a tax that the rest of Riverside's residents did not
have to pay, which is the inequity we wanted to correct.
Tonight we are preceding with steps 3 &4;
3. At the public hearing, City presents its reasons why it wants to detach area, and
its plan for providing ambulance service.
4. City considers ordinance detaching area.
We have consulted with KCFD Fire Chief Paul Berardi who is aware of the process and
assured us they will provide service under the present contract. (Chief Berardi or a
representative will be present tonight).
Our last step if approved;
5. City files ordinance with County Clerk and County Assessor and Election Board.
The process should be completed NLT than 12-31-2014.
