HomeMy WebLinkAbout2014-11-18 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, November 18, 2014 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, November 4, 2014. Mayor Rose called the regular meeting to order at 6:03 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Chet Pruett, Aaron Thatcher, and Mike Fuller. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, Community Development Director Mike Duffy, Community Development Assistant Sarah Wagner, City Engineer Travis Hoover, City Planner Jackie Carlson, Finance Director Donna Oliver, and Administration Director Meredith Hauck. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:04 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(2) Leasing, purchase or sale of real estate, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Pruett, and Fuller. Motion carried 6-0. MOTION TO ADJOURN Alderman Homer moved at 6:42 p.m. to adjourn closed CLOSED @ 6:42 P.M. session with no action taken, second by Alderman Thatcher. Yes: Homer, Thatcher, Pruett, Cope, Super, and Fuller. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:02 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Mike Fuller, Brad Cope, Chet Pruett, Aaron Thatcher, and Ron Super. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, Public Works Director Tom Wooddell, Community Development Director Mike Duffy, Community Development Assistant Sarah Wagner, City Engineer Travis Hoover, City Planner Jackie Carlson, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, Administration Director Meredith Hauck, and Police Major Chris Skinrood. Special Counsel Joe Bednar was also present. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT Newly elected State Representative Kevin Corlew wished to introduce himself and let the City of Riverside know that he is wanting to have open lines of communication with our city and the communities in our district. CONSENT AGENDA Alderman Cope moved to approve the consent agenda as presented, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Pruett, Fuller, and Super. Motion carried 6-0. MINUTES OF 11-04-14 Alderman Cope moved to approve the minutes of the November 4, 2014 meeting, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Pruett, Fuller, and Super. Motion carried 6-0. MINUTES OF 11-06-14 Alderman Cope moved to approve the minutes of the November 6, 2014 meeting, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Pruett, Fuller, and Super. Motion carried 6-0. OCTOBER 2014 Alderman Cope moved to approve the October 2014 Court Court Report Report, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Pruett, Fuller, and Super. Motion carried 6-0. RESOLUTION 2014-097 Alderman Cope moved to approve Resolution 2014-097 Bill Pay authorizing the expenditure of funds for fiscal year 2014- 2015, for weeks ending November 7T" and November 14T" in the amount of$231,593.17, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Pruett, Fuller, and Super. Motion carried 6-0. RESOLUTION 2014-098 Alderman Cope moved to approve Resolution 2014-098 Investment Policy approving the Investment Policy for the City of Riverside, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Pruett, Fuller, and Super. Motion carried 6-0. RESOLUTION 2014-099 Alderman Cope moved to approve Resolution 2014-099 TriStem Utility Billing Audit approving an agreement with TriStem for utility billing and payment audit, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Pruett, Fuller, and Super. Motion carried 6-0. 2 REGULAR AGENDA PUBLIC HEARING @ Mayor Rose opened the public hearing to consider a request for a 7:04 PM Special Use Permit for outdoor storage at the location of 4600 NW 41ST Street, Riverside, Platte County, Missouri. Mayor Rose asked that this public hearing be continued until December 16, 2014. Alderman Super moved to continue the public hearing until December 16, 2014, second by Alderman Cope. Yes: Super, Cope, Homer, Fuller, Pruett, and Thatcher. Motion carried 6-0. PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider Intention of 7:05 PM Detachment of Certain Property from the Southern Platte County Ambulance district. The property proposed to be detached is described as the Montebella Subdivision in the City of Riverside, Platte County, Missouri. Fire Chief Gordon Fowlston presented the review of the process taken and purpose of this detachment of Montebella from the ambulance district and have a continuation of services as all other Riverside residents. Mayor Rose introduced Marty Zersky, here representing the South Platte Ambulance Board. Marty commented that the SPAD Board has no objection to the detachment of this property from the ambulance district. Having no other comments from the audience or staff, Mayor Rose closed the public hearing at 7:06 p.m. BILL NO.2014-095 City Clerk Robin Littrell gave first reading of Bill No. 2014-095. Detachment of Montebella Alderman Thatcher moved to accept first reading and place From the SPAD Bill No. 2014-095 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Super, Pruett, and Homer. No: Fuller. Motion carried 5-1. Alderman Cope moved to approve Bill 2014-095 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Super, and Pruett. No: Fuller. Motion carried 5-1. Fire Chief Berardi reported that there was concern regarding the costs to add Montebella and he responded that KCMO will look at the costs every year, but does not feel the numbers involved in the annexing is significant enough to make a change in costs. 3 BILL NO. 2014-096 City Clerk Robin Littrell gave first reading of Bill No. 2014-096. Final Plat Horizons Ind. V East City Planner Jackie Carlson stated that this ordinance is asking that two lots be combined and a spec building will be put on this new lot. Planning and Zoning Commission did unanimously approve both the Plat and the Final Development Plan. Alderman Thatcher moved to accept first reading and place Bill No. 2014-096 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Pruett, Super, Homer, and Fuller. Motion carried 6-0. Alderman Cope moved to approve Bill 2014-096 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Fuller, Super, Homer, and Pruett. Motion carried 6-0. BILL NO. 2014-097 City Clerk Robin Littrell gave first reading of Bill No. 2014-097. Final Dev. Plan 4400 NW 41 s` Alderman Thatcher moved to accept first reading and place Bill No. 2014-097 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Pruett, and Fuller. Motion carried 6-0. Alderman Cope moved to approve Bill 2014-097 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Homer, Fuller, and Pruett. Motion carried 6-0. BILL NO. 2014-098 City Clerk Robin Littrell gave first reading of Bill No. 2014-098. Release from Chapter 100 Community Development Director Mike Duffy explained that this Lot 4 ordinance and the next three all reflect the conclusion of the Chapter 100 process for Spec Building II, Spec Building IV, Spec Building III, and Office I. These ordinances release the city's interest from these four buildings. Alderman Thatcher moved to accept first reading and place Bill No. 2014-098 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Pruett, Fuller, and Super. Release from Chapter 100 Alderman Thatcher moved to accept first reading and place Lot 5 Bill No. 2014-100 on second and final reading, second by Alderman Cope. Release from Chapter 100 Alderman Thatcher moved to accept first reading and place Office One Bill No. 2014-101 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Pruett, and Fuller. Motion carried 6-0. Alderman Cope moved to approve Bill 2014-101 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Fuller, Pruett, and Super. Motion carried 6-0. BILL NO. 2014-102 City Clerk Robin Littrell gave first reading of Bill No. 2014-102. Amend Code Drinking Water Community Development Director Mike Duffy explained the purpose for this amendment to our city code. Alderman Thatcher moved to accept first reading and place Bill No. 2014-102 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Fuller, Super, and Pruett. Motion carried 6-0. Alderman Cope moved to approve Bill 2014-102 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Pruett, Super, Homer, and Fuller. Motion carried 6-0. BILL NO. 2014-103 City Clerk Robin Littrell gave first reading of Bill No. 2014-103. Amend Code Feeding of Deer City Administrator Greg Mills reminded the Board of the discussion regarding the two ordinances that are in effect in Lee's Summit and Parkville that have been put in place to help control the deer population. This ordinance represents prohibiting the feeding of deer that you as the board recommended. Alderman Thatcher moved to accept first reading and place Bill No. 2014-102 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Pruett, Super, and Homer. Motion carried 6-0. 5 Alderman Cope moved to approve Bill 2014-103 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Fuller, Homer, and Pruett. Motion carried 6-0. RESOLUTION 2014-100 City Clerk Robin Littrell read Resolution 2014-100. Public Safety Carpet Bid Award Public Works Director Tom Wooddell stated that this is the carpet replacement project that was budgeted in this fiscal year. He explained the funding for the project and that the carpet to be installed will be the same as city hall. Alderman Thatcher moved to approve Resolution 2014-100 awarding the bid for the public safety carpet replacement to Carpet Corner, Inc., second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Greg Mills reported that we received a letter and a refund check from Cowell Insurance reflecting a refund in the amount of$4,269 based on our ISO rating dropping from a six to a three. This is a substantial drop in the annual premium. Mills also announced that this would be Administration Director Meredith Hauck's last meeting with the City of Riverside. ADMINISTRATION Nothing to report. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy announced that he and City Planner Jackie Carlson will be attending the National League of Cities in Texas with the Mayor on Nov. 19—22. City Planner Jackie Carlson reported that K.C. CREW— Kansas City Commercial Real Estate Women's organization monitored a board today that was an opportunity to discuss Riverside and everything that is going on in our city. It was an awesome experience. ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD American Bridge was at the Levee Board meeting and reported that they will be demolishing the bridge to the west, the old Fairfax Bridge, in December. The completion of the design will be done around the first part of February 2015. City Administrator Greg Mills added that the city is looking at an opportunity to make a special event of the bridge demo. 6 MAYOR'S DISCUSSION Nothing to report. BOARD OF ALDERMEN Alderman Super—The town hall meeting held on Nov. 6'h had great participation and Board and staff answered questions well. Mayor ProTem Thatcher did a good job leading the meeting. Alderman Thatcher—The town hall meeting went well and the residents seemed to display gratification being listened to. It was not as well attended but I do want to thank staff for being there as well. Alderman Homer—The town hall meeting was a good exchange of information. Public Works received a lot of kudos for keeping the roads clean. Alderman Pruett— Nothing to report. Alderman Cope—We want to recognize Meredith for her service to the City and wish her the best. Alderman Fuller— Nothing to report. Mayor Kathy Rose—We do want to wish you well and I think this will be a wonderful experience for you.
