HomeMy WebLinkAbout1985-10-08~._ 1 '' MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN CITY OF RIVERSIDE, MISSOURI OCTOBER 8, 1985 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri, on October 8, 1985, at 7:30 pm. On a roll call, aldermen Karr, Best, Peeler, Wedua and Brenner were,_pres~ent;- Gordy, absent; and Mayor Holmes calling said meeting to order. It was decided to dispense with the reading of the minutes of September 3, September 17, and October 1, 1985 for the present time. Lorene Gramby, 4907 N.W. High Drive, presented application for remodeling and building at said address. This was to build a shed and deck on top of the shed and to remodel the house. Said application was approved subject to the payment of the fee. Jeff Nedblake, 4444 N. Wildwood Drive, Gladstone, presented application for Business License for Package Service Co. at: 200 N.W. Business Park Lane, - this is for printing of labels. ~~ Said application was approved subject to the payment of the fee. ~,r 4415 N.W. Hon, Apt. D.. Robyn Francis /on behalf of K. David Love presented Business License Application for Love Painting Company at 120 NW Business Park Lane. This would be a non retail business, but a warehoulse and some offices for paint and wall paper. Said application was approved. Robyn Francis, 4425 N.W. Hon, Apt. D, on behalf of K. DAvid Love presented an Application for Sign at 120 Business Park Lane. Said Application was approved. Su Ku, 102 N.W. 44th Street, Kansas City, MO 64116 presented business license for Wood Craft Products, at E-Z Wash 2705 N.W. Vivion Street, this would be outside business. This matter was dicsussed and it was brought out that there could be no outside sales at this location. Albert Manning, Route #1, Box 106 Kidder, Missouri 64649 presented Business License Appliation, Special Use Application and Sign Application for 2300 W. Platt Road for retail sale of firewood, seasonal plants and produce perhaps some straw. He said he would fence the area where the Firewood would be stored and also the straw. A discussion was had concerning this business. Mr. Manning said he had intended to clean up the area and improve the looks but had no permanent plans as to what he would do. It was the consensus of the board to not allow the Special Use Permit. With further concern to this business, it was brought ~. -_ -----_ _-T , _.,, ,, T ,. __ Reg. Minutes Page 2, October 8, 1985 out that should Mr. Manning have definite plans to improve the area, this matter would be given further attention. C. B. Lundy, P. 0. Box 9283, Riverside, MO 64168, presented Application for Sign for Package Service Co., at 200 N.W. Business park Lane. Said application was approved subject to the payment of the fee. C. B. Lundy, P. 0. Box 9283, Riverside, MO 64168, presented Application for Sign for Grinnel Fire Protection System Co., Inc. at 122 N.W. Business Park Lane. Said application was approved subject to the payment of the fee. John Dittmer, 9925 N. Charlotte, Kansas City, MO 64155, presented Application for Business License at 4212 N. W. Riverside, MO for Suburban Machine Works, (general machine work, welding, etc.) in the prior Seal-O-Matic building. The application was approved subject to the payment of the fee. Bob Medeer, 922 Walnut, Kansas City, MO 64106, represnting ELKA concerning plans for parking for the building where it is proposed to play Bingo and also the other businesses in the area. This matter was discussed. (Don Peek, John Brown, Dan Czamanske Rodney, Ulmer, Jefferson Sasser and Doris Marina were present ~ concerning the Bingo project). Mr. Madeer said that if necessary he would make arrangements to park at the other building's parking places, this would take several days to accomplish this with formal agreements. After a lengthy discussion concering parking spaces vs. alloted number of people to play Bingo, Best moved that there be allowed 325 people to play Bingo, and that parking spaced for this number of people be provided and that the plan showing the parking spaces allocated be approved by the City Engineer before any occupancy of the Bingo portion of the building is occupied, mat the Agreement ~ with the Mortgagee of the= other building,.. which will=~-provde; additional --parking for' the Bingo be ohtain~d; seconded by Karr, .the roll was called and votes were as follows: Karr, Best, Wedua, and Brenner voted aye; Peeler, nay; and Gordy absent. Karr moved that Bill No. 85-43 (Bingo Regulations) be placed on its third reading and upon passage of same become Ordinance N0. 85-43, seconded by Best, the roll was called and votes were as follows: Karr, Best, Peeler, Wedua and Brenner voted aye; Gordy absent; said Bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance No. 85-43. Since the playing of Bingo at 124 N.W. Business Park ~. Lane is by Special Use only, it would be necessary for Mrl Sasser to obtain a Special Use Permit, and this would have to go before the Planning Commission. Reg. Minutes Page 3, Oct. 8, 1985. Rodney Ulmer, 5133 Lakewood Drive, Kanssas City, Kansas d/b/a B & B Leasing, presented Application to lease and sell Bingo equipment. Said application was approved subject to the payment of the fee. Doris Marina 5749 Woodland, Kansas City, MO 64110 presented Business License Application for the Concessions at 120 Business Park Lane (For Bingo participants). Said application was approved subject to the payment of the_-fee. Carl and Ruth Gustafson, 505 N.W. Cherokee Dr., inquired concerning their allowing certain work to be done on the storm drain at their property. This was discussed and everything appeared to be in order. ., 411 W. 59th Terrace, Kansas City, MO 64113 thought that a Mr. Pruitt of North Light Supply Company was interest- ed in moving his business to Riverside and would like to build on the lot near the entrance to Riverside Business Park. Concerning Don Peek's application for the 65,280 building, it was brought out that the Engineer had not approved the plans since there was some question about the drainage. Also the Engineer had some question concerning the fireproofing of th,<:e_ .~2~;000. foot building for which Mr. Peek obtained application for building. °`- Karr moved that Bill No. 85-46 being bill prohibiting the hunting of wild game within the City of Riverside, Missouri and providing criminal penalties for the violation thereof be placed on its first reading, seconded by Best, the roll was called and votes were as follows: Karr, Best, Peeler and Brenner voted aye; Wedua Nay and Gordy absent; said bill was accordingly read. Karr moved that Bill No. 85-46 be placed on its second reading, seconded by Best, the roll was caleld and votes were as follows: Karr, Best, Peeler and Brenner voted aye; Wedua nay and Gordy absent, said bill was accordingly read. Karr moved that Bill No. 85-46 be placed on its third reading and upon passage of same become Ordinance N0. 85-46, seconded by Peeler, the roll was called and votes were as follows: Karr, Best, Peeler, Brenner voted aye; Wedua nay; and Gordy absent; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance N0. 85- 46. It was brought out that the City was short one employee for dispatching. A letter from Major Richard Fletcher, Acting Direction of Public Safety was read, this concerned Mary Glaszezak saving the life of a person be presented a plaque from the Mayor and Aldermen at their next council meeting for the heroic act. ' Karr moved that bill No. 85-47 be placed on its second reading, seconded by Best, the roll was called and votes were as follows: Karr, Best, Peeler, Wedua and Brenner voted aye; Gordy absent; said bill was accordingly read. Brenner moved that Bill No. 85-47 be placed on its third reading and upon passage of same become Ordinance No. 85- 47, seconded by Wedua, the roll was called and votes were as follows: Karr, Best, Peeler, Wedua and Brenner voted aye; Gordy absent; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance N0. 85-47. One bid on the rebuilding of the sidewalk entrance ~ to the City Hall for handicapped peoples' use was received. Richard Euwer bid $865.00. It was agreed to have Richard Euwer to install the sidewalk for the sum of $865.00. Karr brought up the matter that he has received requests for lights to be installed - one at Pawnee and one on Hillside. It was decided to check to see if there were other locations for lights to be installed and in the meantime, the price of the installation of the lights would be obtained from KCP&L Co. Brenner suggested that an inquiry be made concerning the repairing of the Tractor. It was brought out that Ed Noll would like to have a job description of his work. Best suggested that bids be obtained for the sealing of the street where he lives. It was suggested that all the streets should be checked to see what work would need to be done. There being no further business to come before the Board, upon motion duly made, seconded and passed, meeting adjourned at 11:57 p.m. -~ `. i
