It was decided to dispense with the reading of the minutes of September 3, 17, 24, October 1, 8 and 15, 1985 for the present time. Mayor Holmes announced that the firsC order of business would be the presentation of a plaque to Mary Glaszenzak for the saving the life of a child who was drowning in the pool at Chateau De'Mons. Mayor Holmes then presented the plaque to Mary Glaszenzak. Otto W. Fleck, 1102 Essex, Liberty, MO 64068 presented an application for Change of Use for Dry Basement of K. C., Inc., 1900 Erie, North Kansas City, M0. This is for the location at 5604 River Park Drive. He also presented a Special Use Application, Business License Application and Sign Application. ,~ Mr. Fleck said that there would be about 10 vehicles on the premises ~ and there would be 4 parked in the garage along with the two compressors; that the other vehicles would park outside. He was advised that the area where the vehicles are to be parked will have to be on hard surface. The Business license was approved subject to the payment of the fee. The Sign Application was approved subject to the payment of the fee. Bud Griffith, Jr., Manager Real Estate, Kansas City Power & Light and Mr. Lynn Freeman of Kansas City Power & Light Company presented an application for a building and also plot plans were presented. The building would be to house the necessary controlls for an Electric Sub Station. The building would be 24 x 24. A Special Use Application for authority to build hat the Flood Hazard Area was also presented. Karr moved we approve the Special Use Application and the Building Application, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; these were approved subject to the payment of the fee. Bill Pruett, 1515 N.E. 49th Street, Kansas City, MO 64118 inquired concerning ordinance No. Banned pto t build ono NWulPlat~e in the Light Industry. Meeting Page 2, Oct. 29, 1985 Nick Maylor, 9400 Manchester, Kansas City, MO 64138 presented application for House at 4425 N.W. Pawnee. He had been to the Board of Zoning Adjustment for less than Ordinance Clearance on one side and same was approved by the Board. The application was approved subject to the payment of the fee. Rick Turner, 6520 Melody lane, presented Special Use and Building Application. The Building Application was for the Antennae and the Special Use was for the Trailer. After a discus- sion of the matter, Mr. Turner decided that he did not wanC the antennae and concerning the Trailer, the Board was in agreement that he could have until March 1986 to remove the trailer from the premises. Dan Czamansky, 4804 N.W. Hillside, was present to see how the Bingo matter was coming along. He said that he understood that a Parking plan had been presented and that Easement for parking of the Bingo people at one of the other buildings was presented to City Attorney Don Witt. City Attorney Don Witt explained that the easement is not as he would recommend for approval. A discussion was had concerning the parking and it was decided that Mr. Modeer would confer with City Attorney Don Witt concerning the Easement Document. John McCall, 2006 Condolea, Leawood, KS said he was advised that his using the flag banners to block off traffic from h is station during closed hours was in violation of the City Ordinance, and he said his reason for using this was not attract attention but that he needed something which could be easily seen to keep cars from driving in at closed hours. He was advised to go before the Board of Zoning Adjustment. Mr. Uan t'eak', 411 W. 59th Terrace, Kansas City, MO 64113 inquired concerning the Building Applications he had previously brought before the Board. It was understood that the City Engineers approved the building for 12,160 square feet. It also appeared the plans for the other building were approved. Karr moved that-the Mayor and Board go into Executive session to discuss litigation and personnel matters, seconded by Best, the roll was called and votes were as follows:- Karr, Best, Peeler, Wedua and Brenner voted aye; Gordy nay. Meeting reconvened. The roll was called and Karr, Gordy, Best, Peeler, Wedua and Brenner were present, Mayor Holmes presiding over remainder of meeting. Mayor Holmes announced that we would have a meeting each Tuesday for the next three weeks. The Mayor and Board agreed to have Major Fletcher to have a committee composed of Clarence Hoffman, Jim Graham and he to review all applicants for the Chief of the Public Safety s ~. Reg. Meeting Page 3, Oct. 29, 1985 department. The minutes of September 3, 17 and24 were read and approved. The minutes of October 8, and 15, 1985 were read and approved as corrected. Major Fletcher recommended that Michael Moats be employed to fill the vacancy of dispatcher. He said that Moats was very well qualified for the position of dispatcher. Karr moved that we accept the recommendation of Major Fletcher to employ Michael Moats as Dispatcher and that same be B.a'T1 Nb: 8350, seconded by Gordy, the roll was„ balled and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye;. said tiilil was accordingly read: Karr moved that Bill No. 85-50 be placed on its second reading, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Karr moved that Bill No. 85-50 be placed on its third reading and upon passage of same become Ordinance N0. 85-50, ~~ seconded by Wedua the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read, attached hereto and became a part hereof, approved by Mayor Holmes and became Ordinance No. 85- 50. Major Fletcher recommended we have a Mutual Aid Agreement with Kansas City, Missouri. This is to be.ehecked into with. City At- Gorney Don Witt. City Clerk Betty Burch said that Bill Palmer is going to a seminar for two days and inquired with regard to amount allowed for meals. The Mayor and Board were in agreement to allow $25.00 per day. It was decided to put some crusher run rock on VanDePopulier Road. Peeler said that the State Highway Department would like to grade the back part of the lot where they are on N.W. Gateway and at the present time gravel it. It was recommended that they have it black topped by April, 1986.
