REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, December 2, 2014
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
December 2, 2014.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Chet Pruett, Aaron Thatcher, and
Mike Fuller.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Community Development Director Mike Duffy, City Engineer Travis Hoover, Finance
Director Donna Oliver, and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021(2) Leasing, purchase or sale of real
estate, and RSMo 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are rejected
second by Alderman Thatcher.
Yes: Homer, Thatcher, Cope, Fuller, Pruett, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Super moved at 6:53 p.m. to adjourn closed
CLOSED @ 6:53 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Super, Thatcher, Homer, Pruett, Cope, and Fuller.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Mike Fuller, Brad Cope,
Chet Pruett, Aaron Thatcher, and Ron Super.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell,
City Engineer Travis Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and
Police Major Chris Skinrood.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT Bill Bright — 4411 NW Pawnee Drive — Stated his concerns about
the deer population and his disapproval of the no feeding
ordinance that was recently passed by the Board.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Super.
Yes: Thatcher, Super, Homer, Cope, Fuller, and Pruett.
Motion carried 6-0.
MINUTES OF 11-18-14 Alderman Thatcher moved to approve the minutes of the
November 18, 2014 meeting, second by Alderman Super.
Yes: Thatcher, Super, Homer, Cope, Fuller, and Pruett.
Motion carried 6-0.
RESOLUTION 2014-101 Alderman Thatcher moved to approve Resolution 2014-101
Bill Pay authorizing the expenditure of funds for fiscal year 2014-
2015, for weeks ending November 21't and November 28`" in the
amount of $134,214.19, second by Alderman Super.
Yes: Thatcher, Super, Homer, Cope, Fuller, and Pruett.
Motion carried 6-0.
RESOLUTION 2014-102 Alderman Thatcher moved to approve Resolution 2014-102
Lynchpin Ideas, LLC authorizing and approving an agreement with Lynchpin Ideas, LLC
for newsletter production services, second by Alderman Super.
Yes: Thatcher, Super, Homer, Cope, Fuller, and Pruett.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2014-104 City Clerk Robin Littrell gave first reading of Bill No. 2014-104.
Agreement MU Curators Fire Chief Fowlston explained that with the passage of this
ordinance, UMKC emergency medical students will have the
opportunity to ride along with the Fire Department to see real life
situations and there is no funding necessary in relation to this
ordinance.
Alderman Thatcher moved to accept first reading and place
Bill No. 2014-104 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Pruett, Homer, Fuller, and Super.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2014-104 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Fuller, Super, Pruett, and Homer.
Motion carried 6-0.
BILL NO.2014-105 City Clerk Robin Littrell gave first reading of Bill No. 2014-105.
Code Update Adoption Alderman Thatcher moved to accept first reading and place
Bill No. 2014-105 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Fuller, Pruett, Super, and Homer.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2014-104 and enact
said bill as ordinance, second by Alderman Homer.
Yes: Cope, Homer, Super, Fuller, Pruett, and Thatcher.
Motion carried 6-0.
RESOLUTION 2014-103 City Clerk Robin Littrell read Resolution R-2014-103.
CO 3 Tenoch Construction City Engineer Travis Hoover reviewed the details of this change
order to the 2013-2014 street maintenance project.
Alderman Thatcher moved to approve Resolution 2014-103
authorizing change order 3 to the 2013-2014 Street Maintenance
Project (313-013) with the revised contract of $448,219.01,
second by Alderman Fuller.
Yes: Thatcher, Fuller, Pruett, Cope, Homer, and Super.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Greg Mills announced that the candidate filin
for the April 7, 2015 Municipal Election begins on December 16
and closes on January 20, 2015. The aldermen with terms
expiring are Alderman Fuller, Alderman Thatcher, and Alderman
Cope.
Mills and Finance Director Donna Oliver informed the Board that
the agreement with Yanfeng for the escrow account is ready for
closeout and thru the agreement we will be wiring the closeout
refund amount of $112,508.28.
ADMINISTRATION Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy stated that staff has
been sending courtesy notices to residents regarding their trash
cans in improper areas and beginning next week we will begin
sending violation notices.
Duffy also explained that revised flood plain maps were received
recently and we will be bringing this to the board with a revised
flood plain ordinance in the near future.
City Engineer Travis Hoover announced that the new
development, the second phase of Montebella is underway and
Hoover will be present for inspections and oversight of the project.
FINANCE Finance Director Donna Oliver shared an update on gaming
revenue distribution and there will be another update in two
weeks.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose announced that the Riverside tree lighting ceremony
will be Thursday, Dec. 4 at the Corner Caf6 business office
parking lot. Sunday evening, Dec. 7 is the employee Christmas
party at the community center and the Senior Dinner is Tuesday,
Dec. 9. All the city decorations look good.
I want to the Board for allowing me to attend the National League
of Cities conference in Austin, Tx. Information of workshops
attended were shared.
BOARD OF ALDERMEN Alderman Fuller — Inquired if City Engineer Hoover is making any
progress on the easements for the Jumping Branch Trail.
Alderman Cope — Nothing to report.
Alderman Pruett — Nothing to report.
Alderman Homer — Nothing to report.
Alderman Thatcher — Nothing to report.
Alderman Super — Nothing to report.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:36 p.m.,
second by Alderman Super.
