Minutes of Special Meeting of
Boazd of Aldermen of City of Riverside, Missouri
February 14, 2005
A special meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on February 14, 2005 at 7:00 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Darata, Super and Beard.
Alderman Legaazd, Absent.
Also present were, David Blackburn, City Administrator, John McClelland and Ben Prell, City
Attorney's office.
Mike Pursell, Damon Mike Pursell, Damon Pursell Construction Company, David Barth
Pursell Construction Developer and Fred Sanchez, 5346 NW Platte Road spoke about the
proposed development (homes) on Northwood Road. These would not be
starter homes, they would be of high quality. Out of the one hundred thirty
(130) acres. A few of the lots could cost over $150,000 and the homes could
cost $400,000-$1,000,000 plus. It was mentioned that trash pickup, police, fire
and snow removal costs would be expensive for the city. It was stated their
Home Owner's Association would chazge the residents a monthly fee for. the
service and reimburse the city. Mike Purcell said he would meet with the city
and discuss the Northwood Road project.
Alderman Looker asked who would donate the property and who would do the
infrastructure inside the annexed area. Mike said they would develop the
infrastructure inside the property development.
Alderman Dazata asked how many homes would be built the fast year. David
said it would done in phases, the first phase could be forty lots and ten homes,
but there is no way of really knowing at this time. David said they would have a
club house that would show a view of the Horizon's area.
Alderman Beazd asked about the twenty-three (23) acres in the city limits and
Mike said this possibly could be patio homes in the azea. Alderman Beard
said this is a rough piece of property and would be hazd to develop.
Fred Sanchez, 5346 NW Platte Road said his property backs up to the Purcell
property and encourages the development to move forward. Mr. Sanchez also
said the taxes this area would generate would help Park Hill School District.
Bill Bright, 4411 NW Pawnee said he wasn't against the developer, he just
doesn't want the project in Riverside.
Motion for Closed Alderman Super moved that the meeting go into closed session,
Session at 7:20 p.m. pursuant to RSMo 610.021(3) Personnel Issues, seconded by Alderman Dazata,
and the vote was:
Aye: Alderman Beard, Dazata, Bums, Super and Looker.
Absent: Alderman Legaard.
Motion Carnes.
Motion for Open Alderman Looker moved that the meeting go into open session at
Session at 8:20 p.m. seconded by Alderman Darata, and the vote was:

Aye: Alderman Burris, Looker, Darata, . _., Beazd and Flaws.
Alderman Legaard, absent.
Motion Carries.
Adjournment By unanimous decision, the board adjourned at 8:40 p.m
