HomeMy WebLinkAbout1984-02-07''~ " .s REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI February 7, 1984 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, ~ was held in the City Hall in Riverside, Missouri on February 7, 1984, at 7:30 p.m. On a roll call, Aldermen Karr, Gordy, Medua and Brenner were present, Mayor Holmes calling said meeting to order. Peeler absent. The minutes of January 3, 1984, were read and approved as read. Alders an Peeler preseent this portion of meeting. The minutes of January 16, 1984, were read and approved as corrected. Phil Minters, 4833 NW Homstead Road, presented business license application for Flanagan's Delivery Service in Pic Plaza East (Denter Building. This would be a delilvery service dispatch office only, at the most there would be only one or two boxes inside. This was approved subject to the payment of the fee. Thomas L. Simms, 1904 NE 76th Street, Gladstone, MO., presented an application for change of GLS Investments to Duality Trucks, the Quality Trucks. This change of names was approved. Mark A. Bateman, 7413 N. Wyandotte, Gladstone, MO 64118 presented business license application for Lumberjack at 4212 W. Riverside Drive, for a woodwork shop, for wholesale merchandise only. Paul and Robert Collins, 2027 Buchannan Street, N.K.C., NO 64116, presented business license change of address from 4712 NW Gateway to 3400 W. Vivion Road for Brown Limousine Service - this is just a transfer of license.and was approved. ''v... A letter dated January 19, 1984, with attachments fro^ Union Hall Local #710 to Chief Mingo was read, this concerned the parking on other peoples' properties. Cliff Manner, Inc. asked the City to proclaim February 29, 1984, as Rock and Roll day and the contributions would go to the Heart Assocition, this was agreed to by the City. The JC Women of Platte County requested that Riverside Proclaim the week of February 12 - 18 as J C Women's Week, and the City of Riverside agreed to this proclamation. A letter dated January 20, 1984, fro^ Lucy L. Webb, Win-di-mere Boarding Home ws read and she requested permission to open the home adjacent to the Win-di-mere building to use as an extension of Win-di-mere to house twelve people - this matter would be would be looked into and discussed at a future date. City Attorney Don Witt is to handle. Karr moved that Bill No. 84-5 being bill appointing Kathy Roads as Assistant City Clerk, beginning February 7, 1984, through June 30, 1984, be placed on its first reading, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Gordy moved that Bill N0. 84-5 be placed on its second reading, seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Wedua moved that Bill No. 84-5 be placed on its third reading and upon passage ~- of same become Ordinance N0. 64-5, seconded by Gordy, the roll was called and votes were ~,~~ as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance No. 84-5. ~- ~ Minutes of Reg. Meeting February 7, 1984, Page 2 The matter of people parking in the snow route was discussed and it was decided to amend Section 19.1201 of the Code of the City of Riverside, Missouri. Karr moved that Bill No."84-8 being bill amending Section 19.1201(1) of the Code of the City of Riverside, Missouri and providing criminal penalties for the violation thereof be placed on its first reading, seconded by Medua, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Gordy moved that Bill No. 84-6 be placed on its second reading. seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Brenner moved that Bill No.84-6 be placed on its third reading and upon passage of same become ordinance N0. 84-6, seconded by Medua, the roll was called and votes were as follows: Karr, Gordy, Peeler, Medua and Brenner voted aye; said bill was accordingly read, attached hereto and made a part hereof, Approved by Mayor Holmes and became Ordinance No. 84-G. The natter of Beverly Lunber Company deciding not to build the extension on the present building, and in lieu thereof they wanted to know if they could get a refund on their building permit. This natter will be looked into to see what expenditures Riverside had relating to this matter and would then proceed. It was brought out that there were some holes in High Orive which needed patching. A discussion was had regarding Northland Mobile Homes having a used car sales lot. Since we are in the Revenue Sharing Program, it appears that certain publications and person to be designated authorized to make the publications would have to be done, all pertaining tfi the fact that we do not disciminate against hiring handicapped people. Karr noved that City Clerk Betty Burch be designated to be the person authorized to make any publications or complete forms pertaining to the fact that Riverside does not discriminate against hiring of handicapped people , seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Peeler, Medua and Brenner voted aye. A committee will be appointed to do the reviewing of the forms completed concerning hiring of handicapped people. Wedua inquired of City Attorney Oon Witt whether or not easements would have to be secured on the drainage at the Calley property in Indian Hills since other peoples' properties will be involved, such as the Buchanans, also the maintenance of the drainage will have to be agreed to. A recess was called. Meeting reconvened. The roll was called and Karr, Gordy, Peeler, Wedua and Brenner were present, Mayor Holmes preciding over remainder of meeting. The maps and zones were looked over and corrections to be made wherever needed. Chief Mingo said that he was invoted to a 1-1/2 day seminar by the Sheriff of P ~ Platte County on the 8th and 9th of February and wanted to know if it would be in order '~, for him to attend. The Mayor and Board agreed to this. Medua inquired whether it would be in order to authorize the Special Road District to remove the dirt which is sliding on Northwood Road and the City authorized an aaount 1 Minutes of Reg. Meeting.
