REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 6, 2015
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 6, 2015.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Chet Pruett, Aaron Thatcher, and
Mike Fuller.
Also present were Acting City Administrator Mike Duffy, City Clerk Robin Littrell, Public Works
Director Tom Wooddell, and City Engineer Travis Hoover. Also attending was City Attorney
Paul Campo.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Thatcher.
Yes: Homer, Thatcher, Super, Cope, Fuller, and Pruett.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:50 p.m. to adjourn closed
CLOSED @ 6:50 P.M. session with action taken, second by Alderman Homer.
Yes: Thatcher, Homer, Cope, Fuller, Pruett, and Super.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Mike Fuller, Brad Cope,
Chet Pruett, Aaron Thatcher, and Ron Super.
Also present were Community Development Director and Acting City Administrator Mike
Duffy, City Clerk Robin Littrell, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, and Police Captain Mike Costanzo. Also present was City Attorney Paul Camp.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Cope.
Yes: Thatcher, Cope, Pruett, Fuller, Super, and Homer.
Motion carried 6-0.

MINUTES OF 12-16-14 Alderman Thatcher moved to approve the minutes of the
December 16, 2014 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Pruett, Fuller, Super, and Homer.
Motion carried 6-0.
MINUTES OF 12-23-14 Alderman Thatcher moved to approve the minutes of the
December 23, 2014 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Pruett, Fuller, Super, and Homer.
Motion carried 6-0.
MINUTES OF 12-31-14 Alderman Thatcher moved to approve the minutes of the
December 31, 2014 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Pruett, Fuller, Super, and Homer.
Motion carried 6-0.
RESOLUTION 2015-001 Alderman Thatcher moved to approve Resolution 2015-001
Bill Pay authorizing the expenditure of funds for fiscal year 2014-
2015, for weeks ending December 19th, December 26"', and
January 2"d in the amount of$1,525,913.07, second by Alderman
Cope.
Yes: Thatcher, Cope, Pruett, Fuller, Super, and Homer.
Motion carried 6-0.
REGULAR AGENDA
Liquor License City Clerk Robin Littrell reviewed what the applicants was now
Silvio—Hawg Jaw New Owner requesting 5% beer only and Sunday sales. Alderman Thatcher
moved to approve the City liquor license for Hawg Jaw Fritz BBQ,
Managing Agent Gina Silvio, contingent upon State of Missouri
approval, second by Alderman Cope.
Yes: Thatcher, Cope, Fuller, Super, Homer, and Pruett.
Motion carried 6-0.
Liquor License City Clerk Robin Littrell explained that licenses are non-
QuikTrip-New Location transferable and this will be effective when the new building
opens. Alderman Fuller moved to approve the City liquor
license for QuikTrip#170R, Managing Agent Mark Branham,
contingent upon State of Missouri approval, second by Alderman
Cope.
Yes: Fuller, Cope, Homer, Pruett, Thatcher, and Super.
Motion carried 6-0.
BILL NO. 2015-001 City Clerk Robin Littrell gave first reading of Bill No. 2015-001.
De-Annexation Parcel to Community Development Director Mike Duffy explained that this
Northmoor bill is regarding the parcel of land that was discussed several
weeks ago by Charlie Broomfield along with the details of
payment and recordings.
Alderman Thatcher moved to accept first reading and place
Bill No. 2015-001 on second and final reading, second by
Alderman Cope.

Yes: Thatcher, Cope, Super, Homer, Fuller, and Pruett.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2015-001 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Fuller, Super, Pruett, and Homer.
Motion carried 6-0.
Mayor Rose gave an update of City Administrator Greg Mills and
that he will start back to work on Monday, January 12`h.
CITY ADMINISTRATOR Nothing to report.
ADMINISTRATION Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy stated that there are
Tourism Reports in the packet as requested by the Board at the
previous meeting along with a memo from City Attorney Campo.
ENGINEERING City Engineer Travis Hoover passed a handout of a map to the
Board as a visual when he reported on the Horizon fill dirt and the
Horizon Lift Station update as requested the Board at the previous
meeting.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report and the FPAL update will be at the next regular
meeting.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose read a letter of appreciation from the City of Orrick for
our donation of a patrol car. Be sure to check on elderly
neighbors with the cold spell arriving.
BOARD OF ALDERMEN Alderman Super— Nothing to report.
Alderman Thatcher— Happy New Year
Alderman Homer— Nothing to report.
Alderman Pruett — Nothing to report.
Alderman Cope— Nothing to report.
Alderman Fuller—The article in the newsletter about the man
using the trails for weight loss was very good.

MOTION TO ADJOURN Alderman Homer moved to adjourn the meeting at 7:18 p.m.,
second by Alderman Thatcher.
