MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI

A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, M0.
on March 6, 1984, at 7:30 p.m. On a roll mall, Aldermen Karr,
daiedua and Brenner were ~t~esent, Peeler snd Gordy absent; and Mayor
Holmes calling said meeting to order.
It was decided to dispense with the reading of the minutes
at the present time.

lication for sign at Quality Truck Co., 2003 West. Platt Road, -
said application was approved, subject to the payment of the fee.
Donald Deister, 6803 N.W. Overland Drive, Kansas City, MO.
64151, presented building application on behalf of Hydro Conduit
Corp. to build a silo at 4255 N.W. VanDepopulier Road. Every
thing appeared to be in order and the City approved the applica-
tion subject to the payment of the fee and review and approval
by the City Engineer.
Jim Turner, Route 3, Box 7-I, Odessa, Missouri 64076,
presented a sign application on behalf of Gateway Enterprise,
d/b/a Annex Auto Sales located at 4400 NW Gateway (Jim Fra klin's
place). Said application was approved subject to the ~ayment
of the fee.
Michael Colley, 507 N.W. Cherokee, Riverside, MO ~,~RaB
present to discuss the possibility of correcting the water drain-
age at his residence. Also present with regard to the same
matter w:as C~erl Gustafson, 505. N.W. Cherokee, Riverside, MO.
Mr. Colley ''said if the City would furnish the material and rent
the machinery necessry to put in the drainage pipe, he could
furnish the labor. Everyone wanted to resolve the matter ate

the most economical way. The City said it would study the situa-
tion further to see what could be worked out.
Rick Clark, running for Alderman of the second ward
was present.
The minutes of February 21, 1984 were read and ap proved
as corrected.
The minutes of February 28, 1984, were read and approved
as corrected.
Bill Hall, Chairman of the Planning Commission, spoke
to the Mayor and Board relating his thoughts on revising the
zoning ordinance.
Mayor Holmes said he had been contacted by Parkville
and said that it was planned to have a county-wide clean-up
week to begin on March 24, and would like the City of Riverside
to co-ordinate with this County-Wide Clean-Up. The Board was
in agreement on this and would possibly contact both Boy Scout
Troops to aid in this clean up; also it would be in order to
take the boys to lunch on that day.
James L. Webb, 3003 N.W. Oakcrest Drive, Kansas City,
MO 64151 said that they would like to turn the "Red House" into
~-- an annex of Windemere and also that they would like to enlarge
Windemere and showed plans for such extension. He said these
facilities would be for people over 50 years of age; none would
be drug or alchohlic rehab people. He said that he was misled
by the people who were previously in the Red House and they
also caused trouble for the people in Windemere. The plans
presented appeared to be in order, however, he would have to
go to the Planning Commission with them. It was also brought
out that there should be a written document setting out the
exact plans for the Red House and the extension of Windemere.
This document would be drawn up by City Attorney Don Witt,
with Mr. Webb assisting whereever needed.
Donald Meyers, 5039 N. Spruce, K. C., MO. and his attorney
C. David Whipple, 1111 Grand Avenue, Kansas City, MO. were present
to discuss. Mr. Meyers having a used car sales without occupation
license. This matter was discussed at length. Mr. Meyers is
to come to the Planning Commission with application for Special
Use and also also application for Used Car Sales.
Peeler is present this portion of meeting.
City Attorney Don Witt said he would do some more research
on the Windemere project and also the "Red House".
~- City Attorney Don Witt also expressed his desire to hire
1,., someone who is specialized in retirement plans in order for the
people to get the maximum out of the dollar invested.

"' Mr. Witt was asked how to go about forming a special benefit dis-
'~~ trict. He said this would have to be collected by way of tax
bills and would be quite expensive.
It was brought up that the drainageon Merrimac .Street
was broken and it appeared to be broken under a drive-way. This
would be checked out further.
Gary Brenner presented an application on behalf of Winston
Klamm for an addition to his house at 4615 N.W. Klamm Road, River-
side, Missouri. This would be to close in the porch which is
9' x 18'. Said application was approved subject to the payment
of the fee.
The City of Camdenton sent a written inquiry to borrow
the City of Riverside's floor plan for the Police and Fire Depart-
ment, which it was agreed upon to send them.
It was reported that Van DePopulier Road needs gravel.
It was reported that Clif Manor, Inc., by letter of February
28, 1984, would be willing to help on the Revenue Sharing
Handicap Committee.
There being no further business, upon motion made, seconded
and passed, meeting adjourned at 11:52 p.m.
