REGULAR MEETING OF BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
MAY 1, 1984
~^'1 A regular meeting of the Board of Aldermen of the City of
'~ Riverside, Missouri was held in the City Hall in Riverside, on May
1, 1984 at 7:30 p.m. On a roll call, Aldermen Karr, Gordy, Best,
Peeler and Brenner were present. In the absence of Mayor Holmes,
Mayor Pro Tem Peeler called said meeting to order.
It was decided dispense with the reading of the minutes at
the present time.
Larry Mowery, 5016 N.W. High Drive, representing K. T. Whit-
tlesey, presented an application for building a garage at the 5016
N.W. High Drive location. He said it was for storage purposes only.
It was suggested that since the Chief of Public Safety was doing
some investigation, that this matter be continued until the investi-
gation will be completed and Mr. Mowery is to return to the meeting
on May 15, 1984.
Rozette Frazier, 4225 Monett Road, Kansas City, MO 64116 pre-
sented Business License Application for "The Chicken Coop" at 4701
N.W. Gateway. This was approved subject to Chief Wingo approval
on the Fire Code, and the payment of the fee.
C. B. Lunday, 6715 N. Chestnut, Gladstone, MO 64119, presented
application for sign permit for American Sign Specialist at 2703
N.W. Platte Road (next door to Eli's). This application was approv-
ed subject to the payment of the fee.
U Wilbur Martin, 11710 East 40th Street, Independence, MO pre-
sented applicatin for selling of Fireworks at 1920 N.W. Platte Road.
This was approved subject to paying the fee and supplying a parking
plan.
Mike Feekin, 400 E . 7th Street] oK~a~nh~~. ~rle~,~ted applica-
tion to build a house on Florence Roa is was ~pro'ved subject
to the payment of the fee.
Richard O'Dell, 421 Lighburne, Liberty, Missouri 64068 and
Tom Hawkins, 8115 Whalen, K.C., MO 64152 presented Special Use ap-
pliction, Business License and Sign Application for KCI Motors at
2506 W. Platte Road for retail of used vehicles; with a maximum
of 20 vehicles. 1. The Special Use Permit was approved; 2. The
Business License was approved and 3. The Sign was approved, all
subject to: Sale of Used Cars, Pick-up Trucks, Vans and Motorcycles
- no vehcile to exceed 1-ton and limited to 20 vehicles, and the
payment of the fees.
It was reported that the drainage at the end of Vivion Street
needed to be corrected.
It was reported that the drainage problems on Merrimac w~s~
corrected.
`--- Chief Wingo requested permission to purchse a Cellar Nozzle
for ceilings; a Piercing Nozzle for walls, Butterfly valves and
Foam Inductor for a total of $1324.00. Said money had been allocat-

ed in the budget, for Fire Department Equipment.
~ Gordy moved that Chief Wingo be authorized to purchase the
~''~ Celler Nozzle, Piercing Nozzle, Butterfly Valves and Foam Inductor
for a total of $1324.00, seconded by Karr, the roll was called and
votes were as follows: Karr, Gordy, Best, Wedua and Brenner voted,
Peeler being Mayor Pro Tem.
The matter of too many used car lots on the main streets
in the City was discussed and an inquiry of City Attorney Don Witt
.will be made to see if-something,.can bc;done to control the quantity.
Wedua reported on the dirt slide on Northwood Road and inquire
as to what to do. It was decided that he have the dirt removed
and Northwood Road graded for a sum not to exceed $1,000. It was
decided to put about four loads of rock on Mattox Road and have
it graded, the grading not to exceed four hours.
To patch the holes on Mattox Road, south of Sutherland's Lumber
would cost $1,040.00 for 24 tons of patch. The cost of 3" overlay
would be $39,872.40.
It was decided to overlay Strathburry Road.
A recess was called. Meeting reconvened, the roll was called
and Karr, Gordy, Best, Wedua and Brenner were present; Mayor Pro
Tem Peeler presiding over remainder of meeting.
~ Mr. Vasser, President of Commerce Bank in Clay County spoke
to the Board and Mayor Pro Tem concerning retirment plans for the
employees of the City. He passed out certain data on these retire-
ment plans. After his explaining the different types of retirements
his bank could handle, the Board said they would study this matter
further.
City Attorney Don Witt is to check with Bank of Riverside
and the First National Bank concerning the types of retirements
they would handle.
City Attorney Don Witt is to study the matter of restricting
the Used Car Lots in Riverside.
Steve and Holly Payne and Jean Grogan were present in the
audience to show their concern with the building application of
K. T. Whittlesey for a garage at 5016 High Drive. They felt that
this garage would be used for other than for storage purposes.
City Attorney Don Witt was asked whether something could be
done about the Garage being used for other than what the builder
said it would be used for, and he is to check into this.
Karr moved that City Clerk Betty Burch write a letter to C
.and C Market concerning a notice received from the Director of Reveue
regarding;Cherr business. license ,y-seconded by Gordyy the roll was ca11-

City Clerk Betty Burch inquired with regard to purchasing
a sign for the Park, setting out the rules, i.e. 1) No alcoholic
beverages or beer; 2) (set out hours); 3) No parking of 18 wheelers;
4) No truck parking. - The Board agreed to this sign.
Minutes of April 10, 1984, were read and approved as corrected.
Minutes of April 17, 1984, were read and approved as corrected.
There being no further business, upon motion made, seconded
and passed, meeting adjourned at 11:00 p.m.
