-- A regular meeting of the Board of Aldermen of the City
of Riverside, Missouri was held in the City Hall on May 15,
1984, at 7:30 p.m. On a roll call Aldermen Karr, Gordy, Best,
Peeler, Wedua and Brenner were present, Mayor Holmes calling
said meeting to order.
The Minutes of May 1, 1984, were read and approved as
corrected.
Tom Hawkins, 8115 Whalen, Kansas City, MO 64152 and Richard
O'Dell, 421 Lightburn, Liberty, MO 64068 presented application
for two signs to be placed on the buildiing at 2506 W. Platte
Road for KCI Motors. These were approved subject to the payment
of the fee.
Roy McClellan, 5007 High Drive, presented application
for business license at 4400 N.W. Gateway for machine shop,
sale of parts and service work at same location; also presented
was a Special Use Application.
Karr moved that .the special use permit be approved, seconded
by Gordy, the roll was called and Karr, Gordy, Best, Peeler,
Wedua and Brenner voted aye. The Business License application
was approved. Both approved subject to the payment of the fees.
Gary Legaard, 5011 N. Merrimac, presented application
to build a deck on his house at same location. The building
"~ had been approved by the Planning Commission, however subject
~/ to the construction being less than 10 feet from the side property
line, the Planning Commission could not approve the plans.
The Mayor and Board suggested that Mr. Legaard go before the
Board of Zoning Adjustment, for its approval or rejection.
The maps of the City were reviewed and the price of same
are as follows:
30" x 42" $1.08 per sheet
15" x 21" .38 per sheet
8'-y" x 11" .10 per sheet
Bids on the overlay of Strathburry Street were as follows:
Booth Paving - make preparation for the overlay and overlaying
640' x 18' at $6.91 per sq. yard equals $8,832.00 and he will
measure the amount of overlay after completion and then bill
at $6.91 per square yard.
Asphalt Paving and Maintenance Co., 8020 South Benton,
- will prepare the street for overlay 3" x 14' x 630' would
be $7,944.68 or $8.10 per sq. yd. was the first proposal; the
second proposal was with 2" overlay for $6,004.76; the third
proposal was to take out entrance and replace with 4" hot mix
for $625.94 and fourth proposal was to patch the surface of
Strathburry for $911.13/
~`'-' Seal-O-Matic's proposal was to use 1167 sq. yds at 7.37
sq. yd. overlaying with 3" x 15' x 700' for a total of $8,601.00.

Best moved that Wedua measure Strathburry Street and present
the measurements to Booth because is bid was the lowest per
square yard and let Booth proceed to overlay the street, seconded
by Karr, the roll was called and votes were as follows: Karr,
Gordy, Best, Peeler, Wedua and Brenner voted aye.
The Revenue Sharing Proposed Use Hearing was held. The
Proposed Use Hearing was read and attached hereto and made a
part hereof. There was no opposition and the Board made no
decision as to the manner in which the Revenue Sharing would
be spent.
Karr moved that Bill No. 84-16 being bill providing for
the appropriation of money out of the General Fund of the City
of Riverside, Missouri for the payment of certain indebtedness
as listed therein be placed on its first reading, seconded by
Gordy, the roll was called and votes were as follows: Karr,
Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill
was accordingly read.
Gordy moved that Bill No. 84-16 be placed on its second

as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted
aye; said bill was accordingly read.
Karr moved that bill No. 84-16 be placed on its third
reading and upon passage of same become Ordinance No. 84-16,
seconded by Gordy, the rollw as called and votes were as follows:
Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said
bill was accordingly read, attached hereto and made a part hereof,
approved by Mayor Holmes and became Ordinance No. 84-16.
A letter from Mr. and Mrs. Rex Webster, 1800 N.W. 45th
Ct., K.C., MO. was read, this concerned the controll of dogs
in the City. This matter was discussed and further search of
the matter will be made.
A letter from Marjorie Beenders, Director of Tourism was
read, this concerned proclaiming the week of May 27 thru June
2 as Tourism Week. The Mayor and Board agreed to Proclaim the
week of May 27 thru June 2 as Tourism Week.
The sewer problem at 4625 N.W. Cerrito and 46152 Gower
was brought up and this will be looked into.
It was suggested to contact the County Health Department
to see if they will spray for mosquitoes every week.
~ Mayor Holmes reported on the Mayors Council Meeting.
He said he had taken City Attorney Don Witt with him and to

sum it up, Mayor Holmes felt that a survey of the all lines
and assets the Water Company has in Riverside should be made
- showing the size of the lines and the location of same. After
this is made then further decisions could be made.
Karr brought up the matter that some of the lots and areas
need mowing as the grass and weeds are getting tall.
Peeler said he and Wedua need to know how the City wishes
to proceed to repair the curbs and Woodland Street.
it was brought out that someone is hauling huge slabs
of concrete in Indian Hills and Chief Wingo is to investigate
this. Also some filling is being done on Trimble's property.
Gary Brenner said that it appeared someone was parking trucks
on the old Dog-N-Suds log. This will be checked into.
Chief Wingo said he had three bids on the drainage on High
Drive and 50th Street; End of Vivion Street and at the City
Park. The Bids are as follows:
~ Booth Asphalt - High Drive - $468.00; City Park - $359.10; Vivion
Road $1672.00 for a total sum of $2499.10
Schneider Excavating - for all three jobs a sum of $2382.00.
Hevalo Construction - all three jobs for a sum of $1775.00.

The Missouri Highway Department was asked when they were
going to fill the cracks on their outer road, and they checked
into this as it was to be on their agenda for work to be done;
later the City was advised that this was not the State's street,
and they were not going to repair it. This will be checked
into further. (This is in the area of Cerrito Lane).

It was reported that the City will look into purchasing
~ a tent for the Fall Festival.
It was reported that City Attorney Don Witt is checking
into the retirement fund and will report to us.,

City Clerk Betty Burch said that a letter was written to C
& C Market concerning the cancellation of its Business License or
to come to the Board Meeting to show reason why it should not be
cancelled - No response was received and they were not present at
his m etin~. (the letter was written pursuant to the letter received
rom tie Mi souri Director of Revenue.
It was decided to have a preliminary hearing on the budget
at Jun~1Q, 1984.
Wedua inquired whether or not they should try to get the REMAX
baloon, and it was suggested that this be done prodiving it is not
too expensive.
There being no further business, upon motion made, seconded
and passed, meeting adjourned at 10:38 p.m.
