REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 3, 2015
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
February 3, 2015.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Chet Pruett, Aaron Thatcher, and
Mike Fuller.
Also present were City Administrator Greg Mills, City Engineer Travis Hoover, Community
Development Director Mike Duffy, Finance Director Donna Oliver, Major Chris Skinrood, and
Deputy City Clerk Sarah Wagner. Also attending was City Attorney Paul Campo and Special
Council Joe Bednar.
MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMc, 610.021(2) Leasing, purchase or sale of real
estate, RSMO 610.021 (3) Hiring, firing, disciplining or promoting
a particular employee when personal information about the
employee is discussed, and RSMo 610.021(14) Records which
are protected from disclosure by law, second by Alderman
Thatcher.
Yes: Cope, Thatcher, Homer, Super, Pruett, and Fuller.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:04 p.m. to adjourn closed
CLOSED @ 7:04 P.M. session with action taken, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, Fuller, Pruett, and Super.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:08
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Mike Fuller, Brad Cope,
Chet Pruett, Aaron Thatcher, and Ron Super.
Also present were City Administrator Greg Mills, Deputy City Clerk Sarah Wagner, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and Police Major Chris
Skinrood. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

PROCLAMATION Mayor Rose read the Proclamation celebrating 2-1-1 Day in
Riverside— February 11, 2015 and presented it to Carlos Salazar
with the United Way.
CONSENT AGENDA Alderman Cope moved to approve the consent agenda as
presented, second by Alderman Thatcher.
Yes: Cope, Thatcher, Fuller, Pruett, Super, and Homer.
Motion carried 6-0.
MINUTES OF 01-20-15 Alderman Cope moved to approve the minutes of the January 20,
2015 meeting, second by Alderman Thatcher.
Yes: Cope, Thatcher, Fuller, Pruett, Super, and Homer.
Motion carried 6-0.
RESOLUTION 2015-003 Alderman Cope moved to approve Resolution 2015-003
Bill Pay authorizing the expenditure of funds for fiscal year 2014-
2015, for weeks ending January 23rd and January 30th in the
amount of$224,541.16, second by Alderman Thatcher.
Yes: Cope, Thatcher, Fuller, Pruett, Super, and Homer.
Motion carried 6-0.
RESOLUTION 2015-004 Alderman Cope moved to approve Resolution 2015-004
Aquatic Service-YMCA authorizing the renewal of the aquatic management service
agreement with the YMCA for 2015, second by Alderman
Thatcher.
Yes: Cope, Thatcher, Fuller, Pruett, Super, and Homer.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider a rezoning
7:15 PM of property located at 4300 NW Mattox Road. Community
Development Director Mike Duffy gave an overview of this request
as well as the request for approval of the Final Development Plan.
With no comments offered the public hearing was closed at 7:21
p.m.
BILL NO. 2015-004 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
Rezoning-4300 NW Mattox 2015-004. Alderman Thatcher moved to accept first reading and
place Bill No. 2015-004 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Homer, Fuller, Super, and Pruett.
Motion carried 5-0.
Alderman Cope moved to approve Bill 2015-004 and enact
said bill as ordinance, second by Alderman Homer.
Yes: Cope, Homer, Pruett, Super, Fuller, and Thatcher.
Motion carried 6-0.

BILL NO. 2015-005 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
FDP-4300 NW Mattox 2015-005. Alderman Thatcher moved to accept first reading and
place Bill No. 2015-005 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Super, Fuller, Homer, and Pruett.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2015-005 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Pruett, Fuller, Super, and Homer.
Motion carried 6-0.
BILL NO. 2015-006 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
FDP-4301 NW Mattox 2015-006 Community Development Director Mike Duffy gave an
overview of the Final Development Plan and planned expansion
for Premium Waters. Alderman Thatcher moved to accept first
reading and place Bill No. 2015-006 on second and final reading,
second by
Alderman Cope.
Yes: Thatcher, Cope, Homer, Pruett, Fuller, and Super.
Motion carried 6-0.

BILL NO. 2016-007 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
KCATA Service Agreement 2015-007 City Administrator Greg Mills gave an overview of the
renewal for bus service. Alderman Thatcher moved to accept first
reading and place Bill No. 2015-007 on second and final reading,
second by
Alderman Cope.
Yes: Thatcher, Cope, Homer, Pruett, Fuller, and Super.
Motion carried 6-0.

BILL NO.2016-008 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
Ch.100 Seattle Fish 2015-008 Community Development Director Mike Duffy explained
that this is the Chapter 100 request for the Seattle Fish project.
Alderman Thatcher moved to accept first reading and place Bill
No. 2015-008 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Homer, Pruett, Fuller, and Super.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2015-008 and enact
said bill as ordinance, second by Alderman Thatcher.

CITY ADMINISTRATOR City Administrator Greg Mills discussed the upcoming meeting
dates to work on the budget. It was decided that the Board and
staff will meet on February 21st at 9:00 a.m. and have a town hall
presentation on May 21$'. This year's progress report was also
discussed. In the past we have always ordered 1,000 copies.
Reducing that number and having electronic copies was
discussed, but it was decided to stick with the 1,000 copies to mail
to residents.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Kelsey Spurgeon, with Columbia Capital discussed opportunities
to refinance some of the City's bonds and the benefits of doing so
Alderman Cope moved to authorize staff to work with Columbia
Capital to put out an RFP for underwriting services to proceed with
refinancing bonds, second by Alderman Thatcher.
Yes: Cope, Thatcher, Fuller, Homer, Pruett, and Super.
Motion carried 6-0.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose told about the Northland Chamber Legislative event
and that next week is MML. She also attended the dementia class
that was offered at the Community Center. The next class is
March 2nd
BOARD OF ALDERMEN Alderman Homer— Nothing to report.
Alderman Thatcher—This was my 3rd legislative trip and this time
the representative seemed more open and interested.
Alderman Super— Nothing to report.
Alderman Fuller— Nothing to report.
Alderman Cope— Nothing to report.
Alderman Pruett— Nothing to report.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 8:04 p.m.,
