REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 17, 2015
5:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
February 17, 2015.
Mayor Rose called the regular meeting to order at 5:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Chet Pruett, Aaron Thatcher, and
Mike Fuller.
Also present were City Administrator Greg Mills, and City Clerk Robin Littrell, Community
Development Director Mike Duffy, Finance Director Donna Oliver, City Engineer Travis Hoover,
and Fire Chief Gordon Fowlston. Also attending were City Attorney Paul Campo and Special
Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed
CLOSED @ 5:45 P.M. session pursuant to session pursuant to RSMo 610.021 (1)
Legal Action and litigation, RSMo 610.021 (2) Leasing,
Purchase or sale of real estate, RSMo610.021 (3) Hiring, firing,
disciplining or promoting a particular employee, when personal
information about the employee is discussed, RSMo
610.021(12) Sealed bids and related documents, until the bids
are opened; and sealed proposals and related documents or any
documents related to a negotiated contract until a contract is
executed, or all proposals are rejected, and RSMo. 610.021(13)
Individually identifiable personnel records, performance ratings
or records pertaining to employees, second by Alderman
Thatcher.
Yes: Cope, Thatcher, Super, Fuller, Homer, and Pruett.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:02 p.m. to adjourn closed
CLOSED @ 7:02 P.M. session with action taken, second by Alderman Super.
Yes: Thatcher, Super, Homer, Cope, Pruett, and Fuller.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:07
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Mike Fuller, Brad Cope,
Chet Pruett, Aaron Thatcher, and Ron Super.
Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and Police Captain Mike
Costanzo. Also present was City Attorney Paul Campo.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Homer, Pruett, and Fuller.
Motion carried 6-0.
MINUTES OF 02-03-15 Alderman Thatcher moved to approve the minutes of the February
03, 2015 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Homer, Pruett, and Fuller.
Motion carried 6-0.
JANUARY 2015 Alderman Thatcher moved to approve the January 2015 Court
Court Report Report, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Homer, Pruett, and Fuller.
Motion carried 6-0.
RESOLUTION 2015-005 Alderman Thatcher moved to approve Resolution 2015-005
Bill Pay authorizing the expenditure of funds for fiscal year 2014-
2015, for weeks ending February 6'h and February 13`h in the
amount of$193,295.93, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Homer, Pruett, and Fuller.
Motion carried 6-0.
RESOLUTION 2015-006 Alderman Thatcher moved to approve Resolution 2015-006
Ammunition Purchase for PS authorizing and approving the purchase of ammunition from Gulf
States Distributors in an amount not to exceed $16,895.00,
second by Alderman Cope.
Yes: Thatcher, Cope, Super, Homer, Pruett, and Fuller.
Motion carried 6-0.
RESOLUTION 2015-007 Alderman Thatcher moved to approve Resolution 2015-007
Mobile Command Vehicle approving invoices from Masters Transportation for work on the
Repair mobile command vehicle, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Homer, Pruett, and Fuller.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2015-009 City Clerk Robin Littrell gave first reading of Bill No. 2015-009.
Police New Hire- Zufelt Alderman Thatcher moved to accept first reading and place
Bill No. 2015-009 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Fuller, Pruett, Super, and Homer.
Motion carried 6-0.

Alderman Cope moved to approve Bill 2015-009 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Pruett, Fuller, Homer, and Super.
Motion carried 6-0.
BILL NO.2015-010 City Clerk Robin Littrell gave first reading of Bill No. 2015-010.
Gilmore& Bell Special Counsel Finance Director Donna Oliver stated that this Bill is to approve
Gilmore and Bell for managing our refunding bonds.
Alderman Thatcher moved to accept first reading and place
Bill No. 2015-010 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Homer, Fuller, Super, and Pruett.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2015-010 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Super, Pruett, Homer, and Fuller.
Motion carried 6-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Oliver stated results of the auditing
request for proposals. Following the evaluation of the four
proposals received, we interviewed McGladrey and Rueben &
Brown. Alderman Pruett, City Administrator Mills, and I conducted
the interviews. We felt both firms were reputable, but we felt
McGladrey would be the first choice. The price is actually lower
than their fees last year, so it was helpful to go out for bid.
The refunding bond update will be brought to you at the next
meeting.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super shared that the meeting is tomorrow and there
will be a report for the next meeting.
MAYOR'S DISCUSSION Mayor Rose explained that the MML legislative trip was last week.
It was a good conference. The Home Docks committee met and
we had a very nice meal with our legislators. Wednesday
Governor Nixon spoke and Riverside was at the top of his talking
points.
BOARD OF ALDERMEN Alderman Fuller— Nothing to report.
Alderman Cope— Nothing to report.

Alderman Pruett— Nothing to report.
Alderman Homer— Nothing to report.
Alderman Thatcher— I attended the Northland Chamber luncheon
today and everyone there was very complementary in regards to
everything the City of Riverside has going on. The Kindergarten
Roundup is going on right now in our schools.
Alderman Super—Staff was asked if residents are responsible for
repair of sidewalks in front of their property. Staff and Board held
discussion.
MOTION TO ADJOURN Alderman Homer moved to adjourn the meeting at 7:20 p.m.,
second by Alderman Thatcher.
Yes: Homer, Thatcher, Super, Cope, Fuller, and Pruett.
