MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN
CITY OF RTVERSIDE, MTSSOURT
SEPTEMBER 4, 1984
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri, was held in the City Hall in Riverside, on
September 4, 1984, at 7:30 p.m. On a roll call Alderman Karr,
Gordy, Peeler, Wedua and Brenner were present, Best absent; and
Mayor Holmes calling said meeting to order.
It was decided to dispense with the reading of the minutes
at the present time.
Mr. Jim Ahlquist presented business license application for
UTM, Tnc., 210 N, W. Business Park Lane. Said license would be to
sell dry cell batteries, flashlights, etc., and would strictly
be a wholesale distributor. Said application was approved subject
to the payment of the fee.
Ms:. Mike Azzarello presented business license application for
The New World Marketing Corp., 230 N.W. Business Park Lane. paid
application would be for warehousing of cook books and dictionaries
to be sold to businesses in the greater Kansas City area. Said
`.- application was approved subject to the payment of the fee.
Mr. Larry Adams presented business license application for
Unique Supermarkets, Inc., d/b/a Wholesale Floral LTD, 309 N.W.
Business Park Lane. Said license would be for a wholesale floral
operation. Said application was approved subject to the payment
of the fee.
Dr. Swaran K. Jain, presented application for a portable sign
permit for EZ Wash., 2705 N.W. Vivion Road. The Mayor and Board
explained to Dr. ,lain that the City's present sign ordinance does
not allow for portable signs. Said application was denied.
John Brown, 4252 N.W. Riverside Street, was present to inquire
about the zoning for the property known as the North. Twin Drive Tn,
5012 N.W. Gateway. Mr. Brown and his associates would like to pur-
chase said property and develop a mobile home park. The Mayor and
Board explained to Mr. Brown that the first 300' feet of said property
is zoned Non-Retail Commercial, but all the rest of said property
was zoned single family residence only and that he would have to
have the single family part rezoned. Mr. Brown thanked the Mayor
and Board and said that they would take all of this under advisement.

Mr. J.W. Miller representing Empire Gas.
Mr. J.W. Hannah, 5112 N.W. Merrimac representing his property
located at 4301 N.W. Tullison.
The Mayor began by explaining to the group that the Board had
worked on the new maps for many months. The zoning .hearing was held
by the Planning Commission on July 26, 1984. The meeting had been
properly advertized in the legal section of the Platte County Gazette
on July 5th, 12th and 19th. The ordinance to adopt the new maps and
legals had been put on two readings; i.e., August 7th and August 21st.
Mr. Jim Mueller, attorney representing Hydro Conduit stated that
Hydro Conduit had been at it's present location since 1965 and their
zoning had always been industrial. He indicated it would present a
hardship on his company if the zoning was changed. Mr. Mueller also
stated that the compamy had future plans to grow and they needed to
be able to changed with the times,
Mr. Harry McCray, owner of A.O. Thompson Lumber Co., stated he
had reviewed the light industrial ordinance and felt that it would
be hard for him to meet the requirements for outdoor storage.

Mr. Ray Ferrero of Suther~Lumber Co., stated he would also like to
see the zoning remain the same and that their lumber company has future
plans to expand their sales lot,
Mr. J.W. Hannah representing his property at 4301 N.W. Tullison
Road and leases out space to individual businesses that .repair heavy
construction equipment thereon stated that he purchased this property
in 1967 specifically for this type of business. He strongly objects
to having his property rezoned.
Mr. Jim Trimble, attorney, said that he had studied the light
industrial ordinance. and was having difficulty locating the outside
storage area.

' Mr. J.W. Miller, manager of Empire Gas stated that all of this
was new to him and that he had just heard about the area being rezoned.
~ At this time he would like to study the light industrial ordinance
and would like to be notified before the Board made their final
decision.
Mr. Jim Mueller at this time presented a "Petition of Protest
of Zoning Change" to the Board for their review and consideration.
The Mayor. and Board decidied to defer the last reading on
Ordinance 84-26 to the October 2nd, 1984, meeting, All interested
individuals will be notified of their decision.
The minutes of August 21st, 1984, were approved as read.
Mr. Don Witt, City attorney, said that the pension plan for the
City employee's had not been completed.
Alderman Jimmy Karr stated he would like alternative~.regulations for
used car lots proposed.
A discussion was held on adopting a new animal control ordinance.
Mr. Gary Brenner presented a remodeling residential building
application for Mr. Delmar Ohrenberg, 5000 N.W. Strathbury. Said
application was approved subject to the payment of the fee.
Alderman Karr moved that Bill 84-28, providing for the increase
in longevity pay for Cleveland Woods, #$ of base monthly pay; seconded
by Gordy. The roll was called and votes were as follows: Karr,
Gordy, Peeler, Wedua and Brenner voted aye, Best absent. Said bill
was accordingly read.
Alderman Wedua moved that Bill 84-28 be placed on its second
reading, seconded by Karr. The roll was called and votes were as
follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best
absent. Said bill was accordingly read.
Alderman Karr moved that Bill 84-28, be placed on its third
reading and upon passage of same become Ordinance No. 8428;
seconded~;by Gordy. The roll was called and votes were as follows:u

Said bill was accordingly read, attached hereto and made a part
hereof approved by Mayor Holmes and became Ordinance No. 84-28.
Alderman Karr moved that Bill 84-29 being bill providing for
the Mayor and. City Clerk to authorize payment to Colonial Life
and Accident Insurance Co.; check to be issued on a monthly basis;
be placed on its first reading; seconded by Wedua. The roll was
~ called and votes were as follows: Karr, Gordy, Peeler, Wedua
and Brenner voted aye, Best Absent. Said bill was accordingly read.

. Alderman Gordy moved that Bill 84-2y be placed on ii~s second
reading; seconded by Karr. The roll was called and votes were as
follows: Karr, Gordy, Peeler, Wedua and Brenner voted ayea;
Best Absent. Said Bill was accordingly read.
Alderman Brenner moved .that Bill 84-29 be placed on its
third reading and upon passage of same become Ordinance No. 84-29;
seconded by Wedua. The roll was called and votes were as follows:
Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent.
Said Bill was accordingly read, attached hereto and made a part
hereof approved by Mayor Holmes and became Ordinance No. 84-29.
Alderman Karr moved that Bill No. 84-30 authorizing execution
of a pledge agreement with Boatmen's Bank and Trust be placed
on its first reading; seconded by Gordy. The roll was called and
votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner
voted aye; Best absent. Said bill was accordingly read.
Alderman Brenner moved that Bill No. 84-30 be placed on its
second reading; seconded by Wedua. The roll was called and votes
were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye;
Best absent. Said bill was accordingly read.
Alderman Karr moved that Bill No. 84-30 be placed on its
`,,, third reading and upon passage of same become Ordinance No. 84-30;
seconded by Peeler. The roll was called and votes were as follows:
Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent.
Said bill was accordingly read, attached hereto and made a part
hereof approved by Mayor Holmes and became Ordinance No. 84-30.
Alderman Gordy moved that Bi13 No. 84-31 requiring the municipal
court to enter judgment of $26 again a defendant who is convicted
of an alcohol related traf~id offense; seconded by Karr. The roll was
called and votes were as follows: Karr, Gordy, Peeler, Wedua and
Brenner voted aye; Best absent. Said bill was accordingly read.
Alderman Karr moved that Bill No. 84-31 be placed on its second
reading; seconded by Gordy. The roll was called and votes were
as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye;
Best absent. Said bill was accordingly read.
Alderman Wedua moved that Bill No. 84-31 be placed on its
third reading and upon passage of same become Ordinance No. 84-31;
seconded by Brenner. The roll was called and votes were as follows:
Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent. Said
bill was accordingly read, attached hereto and made a part hereof;
approved by Mayor Holmes and became Ordinance No. 84-31.

The undersigned hereby invoke the provisions of
Section 89.060 R.S.Mo. and any similar provisions of the
ordinances of the City of Riverside, Missouri, and do hereby
lodge a protest against the proposed zoning change from
Industrial classification to Light Industrial classification
of that property described on Exhibit A which is made a part
hereof.
The undersigned do hereby certify that they are the
owners or the duly authorized representative of the owners
of property included within such proposed change, and that to
the best knowledge and belief of the undersigned, the figures
listed opposite the signatures properly reflect the approximate
number of acres owned and the parcel numbers assigned to such
property by the proposed zoning maps prepared for the City of
Riverside, Missouri, in connection with said proposed change
in zoning.
