MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN
OF CITY OF RIVERSIDE, MISSOURI
OCTOBER 16, 1984
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, MO on
October 16, 1984, .at 7:30 p.m. On a roll call, Aldermen Karr, Gordy,
Best, Wedua and Brenner were present, Peeler absent this portion
of meeting and said meeting was called to order by Mayor Holmes.
It was decided, for the time being, to dispense with the
reading of the Mpi~nut~es of October 9, 1984.
Mr. Peek, representing Elka Enterprises was present to
inquire if the City would approve a colored concrete for the newest
building which plans have been presented for would be approved by
the City. The Mayor and Board had no objections.
Mr. Tom Holmes, 11830 N. College, Kansas City, M0 64156
said he was here about two weeks ago and talked about purchasing
property in the airea of MO 9 and I-635 Highways to develop into
a Soft-Ball Complex. The Mayor and Board advised Mr. Holmes that
we had prepared a list of subjects which would have to be incorporat -
with the building of the ball park and that these would be submitted
to him in approximately two weeks for his review. Mayor Holmes said
some guide lines had been worked up for the Sport Complexes to'go by
.and same will be furnished to Mr. Holmes.. Mr. Tom Holmes said he plan-
ned on five diamonds at first and then maybe six at a latter date.
He also was told there were no alcoholic beverage license available
and he said that made no difference to him, he did not need a liquor
license. This matter would be tabled until everyone would have a
chance to look over the guide line.
• A building Application for a house was presented for George-
R. and Kathleen L. Rose, 5104, N.W. Linder, Parkville, M0, at 4905
N.W. Hillside Road, the County Health Department's approval on the
septic-tank was attached. This was approved subject to 'the pgyment ~~
of the fee . ~ "
~1r. Bryan Coonrod of Deacy and Deacy', represnting Burlington
Northern RR., presented petition; opposing the rezoning of, certain
property as setout in the~_petition.

Other people present opposing the rezoning of the property
as set out in'-the ;proposed ordinance were:'Jim Trimble, representing
his own prop~rty;',J. W. Hannah, representing his own property; Amelia
J. McIntyre, representing Sutherland Lumber Company and -the A.' 0.
Thompson Lumbe"r ~Cognpany people,. represnting•thefr own property.
A long discussion was had concerning the different ways
the City would be willing to do rezoning of these area s. ,..However ,
'~~nce no definite conclusion .was drawn ,concerning the rezoning; the .
Mayor, announced,•.•there would be a meeting on October. 30th, and this
matter would be discussed further.
Mr. Coonrod said he would contact his people and explain "
what the. City's intention is concerning the rezoning to see if they
would oppose to it. He explained the reason he filed the petition

in opposition was that he had no knowledge of this matter and he now
has knowledge. of what the city is doing. He will attempt to get back
with the City before the meeting on October 30.
Mr. Gene Wheeler presented a resolution pertaining Revenue
Bonds on the most recent Elca Enterprise building in Riverside Bus-
iness Park.
Karr moved that the City accept the Resolution pertaining
to Revenue Bonds on the Elca Enterprise Building, seconded by Gordy,
the roll was called and votes were as follows: Karr, Gordy, Best,
Peeler, Wedua and Brenner voted aye.
Karr moved that Bill No. 84-34 being bill providing for
the appropriation of money out of the general fund of the City of
Riverside, Missouri for the payment of certain indebtedness as listed
therein be placed on its first reading, seconded by Gordy, the roll
was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua,
and Brenner voted aye; said bill was accordingly read.
Gordy moved- that Bill No. 84-34 be placed on its second

Peeler moved that Bill No. 84-34 be placed on its third

Minutes of October 9, 1984 were read and approved as cor-
rected.
city Clerk Betty Burch announced that the Revenue Sharing
Handicapped Committee met on October 8, 1984, and City Attorney Don
Witt was also present. City Attorney Don Witt had drawn up an ordin-
ance to develop a plan to prevent handicap discrimination.. Also there
are certain areas which changes-have to be made to provide for handi-
capped people. The corrections or .change do not have to be completed
within the year, approximately 50% should be corrected within the
first year and the remainder can be made in therovidewanr amprtoSthe

Karr moved that Ordinance No. 84-35 being ordinance provid-
ing for the handicapped be placed on its first reading, seconded. by
Best Peeler~l Wedua andlBrenner voted ayee saidf b 11 was accordingly

Karr moved that Bill No. 84-35 be placed on its second read-
ing, seconded by Gordy, the roll was called and votes were as follows:
Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill
was accordingly read.

Gordy moved that bill N0. 84-35 be placed on its third read-
ing and upon passage of same become Ordinance NO. 84-35, seconded
by Karr, the roll was called and votes were as follows: Karr, Gordy,
Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly
read, attached hereto and made a part hereof, approved by Mayor Holmes
and became Ordinance N0. 84-35.
Mayor Holmes brought the Board up to date on the Missouri
Cities Water .Company's matter.
Best brought up Mr. Besette car lot and wanted to know if
something could be done.
Chief Jerry Wingo brought up the bid received on a' police
car and said the best he could get was a bid from Capitol City Crysler,
Jefferson City, Missouri and the amount is .$9,840.00.
Best moved that the City purchase a 1985 Crysler from Capi-
tol City Crysler for the sum of $9,840.00 as described by Chief Wingo,
seconded by Karr, the roll was called and votes were as follows:
Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye.
City Attorney Don Witt is to prepare an ordinance on~Dogs.
There being no further business, upon motion made, seconded
and passed, meeting adjourned at 11:30 p.m.
