MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI November'13,-1984 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on November 13, 1984, at 7:30 p.m. On a roll call, aldermen Karr, Gordy, Best, Peeler, Wedua and Brenner " were present, and Mayor Holmes calling said meeting to order. It was decided to dispense with the reading of the minutes of November 6, 1984, for the present time. 1 Mike Koska, 2421 West Vivion Road, presented Application for building for storage, Application for Special Permit. - These Applications were discussed. It was recommended that Mr. Koska have a parking plan drawn up before the applica- tion is presented to the Engineer and it was also recommended that the north and west sides be bricked and Mr. Koska agreed to drawing plans for parking at this area, to include parking for the buildings already there and also Mr. Koska agreed to brick the two sides of the building - the north and west sides. Karr moved that Mike Koska's Application for Special Use be approved subject to receipt of letter from Mike Koska's Attorney setting out that all ordinances are being adhered to regarding the construction of the building, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye. Best moved that the Building Applicatin be approved subject to the two sides (North and West) be bricked and that a parking plan be furnished the Engineer as well as approval of the City's Engineer, secconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye. ~, Mr. Jerry Ward, 9400 NW Barry Road, Kansas City, Missouri presented Change of Use Permit, and Sign Permit for 2903 N.W. Platte Road, this is for processing vehicles for resale. He said he would not need more than 8 spaces in front of his building for parking of cars and most of the time he would have only one or two cars in front of the building. He does all the cleaning on the inside. He also presented a parking plan for his business. Mr. Ward also presented Business License Application. Karr moved that Mr. Jerry Ward Change of Use Permit be approved this would be to change the use from the previous Carpenter Bros. Carpet Company to Wards Automotive Sales, seconded by Gordy., the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye. Jerry Ward's Business License Application was approved subject to the payment of the fee, and also the Sign Application was approved subject to the payment of the fee. Mr. Jim McDonald of Pride Maker Apparel, 4710 N.W. Gateway, presented applica- tion for temporary sale sign (4'x8') to be mounted below the free standing sign and for a period .of five days only. This application was approved with the under- standing that it would be removed after five days and- subject to the payment of the fee. Mr. Darral Schultze, of Acme Sign, 5959 Darborn, Muncie, KS presented applica- tion for a free standing sign at Ferrell Tire Company at 4301 Tullison Road. e. The sign would be 2' x 6' and advertising Michelin Tires. This was approved subject to the sign being removed within 30 days of Mr. Ferrell's vacating the v premises and also subject to the City's Engineer's approval. A letter to this effect is to be written to Messrs. Ferrell and Hannah. Reg. Meeting of Board of Aldermen November 13, 1984 ~' Pge 2 Mr. John West, 4502 N.W. Pawnee was present along with his tenant at the prior Structo Corp. Building located at Riverside Street to see if something could be worked about the street flooding in front of that building. This matter was discussed and it was decided to have the City Engineer Look at the situation and will report back at the next meeting. It was reported that the Parkville Special Road District allocated $5,597.00 to Riverside for the year 1985, and that we have a balance of $4,277.33 for the year 1984. A letter from the Parkville Special Road District was read, this concerned the drainage along Paradise Sub-division. A letter from MARC, received November 4, 1984 was read, this concerned the Construction Program. Minutes of November 6, 1984, were read and approved. Attorney Don Witt inquired whether or not an investigative fund could be set up for the sum of $1,000. -This matter was discussed. Karr moved that Bill No. 84-37 being bill creating an investigative fund ~ for the City of Riverside in the sum of $1,000, be placed on its first reading, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Wedua moved that Bill No. 84-37 be placed on its second reading, seconded by Brenner, the roll was called and votes :were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Gordy moved that Bill No. 84-37 be placed on its third reading and upon passage of same become Ordinance N0. 84-37, seconded by Karr, the rollw as called and votes were as follows: Karr, Gordy, Peeler, Best, Wedua and Brenner voted aye; said billw as accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance NO. 84-37. Peeler moved that Bill No. 84-38, being bill setting up a retainer in the amount of $100 for the City Attorneys be placed on its first reading, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Gordy moved that Bill No. 84-38 be placed on its second reading, seconded by Karr, the roll was called and votes were as follows: Karr, Glordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Wedua mooed that Bill No. 84-3$ be placed on its third reading and upon passage of same become Ordinance N0. 84-38, seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua.and Brenner voted aye;. said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance NO. 84-38. _ _ y- T-,_ __ ~-T _; _ _ ,- L r Reg. Meeting of Board of Aldermen Pge 3. City Engineer Ken Vaughn is to look at Woodland Road drainage. Wedua said that he recommends that Mattox Road and VanDePopulier Road be graded,. that the holes be patched, that they be ditched as much as possible and that they be rocked and graded twice in the first month and once a month thereafter as he requests. City Clerk Betty Burch inquired whether December 16, 1984, would be in order for the City's Christmas Party, and this appeared to be in order.
