HomeMy WebLinkAbout2015-04-07 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, April 7, 2015 5:45 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, April 7, 2015. Mayor Rose called the regular meeting to order at 5:45 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Chet Pruett, Aaron Thatcher, and Mike Fuller. Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Public Works Director Tom Wooddell, Community Development Director Mike Duffy, City Engineer Travis Hoover, and Fire Chief Gordon Fowlston. Also attending were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(2) Leasing, Purchase or sale of real estate, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Thatcher. Yes: Cope, Thatcher, Pruett, Fuller, Super, and Homer. Motion carried 6-0. MOTION TO ADJOURN Alderman Cope moved at 6:53 p.m. to adjourn closed CLOSED @ 6:53 P.M. session with no action taken, second by Alderman Homer. Yes: Cope, Homer, Thatcher, Super, Pruett, and Fuller. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.M. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Mike Fuller, Brad Cope, Chet Pruett, Aaron Thatcher, and Ron Super. Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and Police Major Chris Skinrood. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT None. PROCLAMATION Mayor Rose read the Proclamation celebrating Pan American Day April 14`h and Pan America Week April 13-18. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6-0. MINUTES OF 03-17-15 Alderman Thatcher moved to approve the minutes of the March 17, 2015 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6-0. MINUTES OF 03-31-15 Alderman Thatcher moved to approve the minutes of the March 31, 2015 special meeting, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6-0. MARCH 2015 Alderman Thatcher moved to approve the March 2015 Court Court Report Report, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6-0. RESOLUTION 2015-013 Alderman Thatcher moved to approve Resolution 2015-013 Bill Pay authorizing the expenditure of funds for fiscal year 2014- 2015, for weeks ending March 20`h, March 27` and April 3rd in the amount of$138,599.62, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6-0. RESOLUTION 2015-014 Alderman Thatcher moved to approve Resolution 2015-014 Reappointment Craig to BZA reappointing Chris Craig to the Board of Zoning Adjustment, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING Mayor Rose asked to open the public hearing at 7:03 p.m. to Vacate Access Easement consider vacating a 10 foot access easement on the west side of Lot 3 Riverside Horizons West First Plat, in the City of Riverside, Platte County, Missouri. Community Development Director Mike Duffy explained the reason for the vacation of the access. He also explained that the next action is the replat of Lot 3 in Horizons West First Plat. Mayor Rose asked for any further comments and hearing none, closed the Public Hearing at 7:05 p.m. 2 BILL NO. 2015-023 City Clerk Robin Littrell gave first reading of Bill No. 2015-023. Vacate Access Easement at Alderman Thatcher moved to accept first reading and place 4110 NW Helena Road Bill No. 2015-023 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Fuller, Super, and Pruett. Motion carried 6-0. Alderman Cope moved to approve Bill 2015-023 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Pruett, Homer, and Fuller. Motion carried 6-0. BILL NO. 2015-024 City Clerk Robin Littrell gave first reading of Bill No. 2015-024. Final Plat of Replat Lot 3 Alderman Thatcher moved to accept first reading and place Riverside Horizons W. 1s' Plat Bill No. 2015-024 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Homer, Pruett, & Super. Motion carried 6-0. Alderman Cope moved to approve Bill 2015-024 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Super, Pruett, and Fuller. Motion carried 6-0. BILL NO. 2015-025 City Clerk Robin Littrell gave first reading of Bill No. 2015-025. Amend Code 2014 Legislative City Attorney Paul Campo stated that this Bill is a housekeeping Changes agenda item that updates legislative actions from 2014 that were not included in the recodification. Alderman Thatcher moved to accept first reading and place Bill No. 2015-025 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Super, Homer, and Pruett. Motion carried 6-0. Alderman Cope moved to approve Bill 2015-025 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Fuller, Pruett, Homer, and Super. Motion carried 6-0. BILL NO. 2015-026 City Clerk Robin Littrell gave first reading of Bill No. 2015-026. Amend Code— Business Lic. City Administrator Greg Mills explained that the City Code had no provision for revoking a business license and staff felt there should be, this Bill represents such direction. Alderman Thatcher moved to accept first reading and place Bill No. 2015-026 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Pruett, and Fuller. Motion carried 6-0. Alderman Cope moved to approve Bill 2015-026 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Homer, Fuller, and Pruett. Motion carried 6-0. 3 BILL NO. 2015-027 City Clerk Robin Littrell gave first reading of Bill No. 2015-027. Annual Renewal with KCFD Fire Chief Gordon Fowlston reported that this Bill represents the Ambulance Service annual renewal of the ambulance contract with Kansas City and there are no increases from last year. Alderman Thatcher moved to accept first reading and place Bill No. 2015-027 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Super, Pruett, and Homer. Motion carried 6-0. Alderman Cope moved to approve Bill 2015-027 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Homer, Pruett, and Fuller. Motion carried 6-0. BILL NO. 2015-028 City Clerk Robin Littrell gave first reading of Bill No. 2015-028. Fire Dept. New Hire -Seals Fire Chief Fowlston explained that these were the two firefighters presented at the last meeting for approval. Alderman Thatcher moved to accept first reading and place Bill No. 2015-028 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Super, Homer, Pruett, and Fuller. Motion carried 6-0. Alderman Cope moved to approve Bill 2015-028 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Fuller, Pruett, and Super. Motion carried 6-0. BILL NO. 2015-029 City Clerk Robin Littrell gave first reading of Bill No. 2015-029. Fire Dept. New Hire -Johnston Alderman Thatcher moved to accept first reading and place Bill No. 2015-029 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Super, Fuller, Pruett, and Homer. Motion carried 6-0. Alderman Cope moved to approve Bill 2015-029 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Pruett, Fuller, Super, and Homer. Motion carried 6-0. LIQUOR LICENSE City Clerk Robin Littrell stated that this is the new owners Discount Liquor& Smokes application and requesting the same license as the previous New Owner owners of Golden Family Store. Alderman Thatcher moved to approve the City liquor license for Discount Liquor& Smokes, Managing Officer Richard Bryant, contingent upon State of Missouri approval, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Fuller, Pruett, and Super. Motion carried 6-0. 4 RESOLUTION 2015-015 Major Chris Skinrood explained the contract had expired with Agreement Level 3 Commun. AT&T along with their fees were very expensive. We went out to bid and this agreement with Level 3 Communications, LLC was selected. This phone bid will be for local and long distance services for the entire city hall campus. Alderman Thatcher moved to approve Resolution 2015-015 approving the agreement with and quote from Level 3 Communications, LLC, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Fuller, Pruett, and Super. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Greg Mills addressed Alderman Cope and Alderman Fuller on behalf of the staff thanking them for all they have done for the staff and the city in their years of service to the City of Riverside. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy explained that we are at a point of better compliance regarding the trash can issues, but we still have three issues on South Street. A memo was shared with the Board that includes detailed suggestions from Judge Ferguson and City Prosecutor Ashelford on the process to handle such issues. This information will be shared in a newsletter to the residents. ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super shared that there will be a meeting on April 8, 2015. MAYOR'S DISCUSSION Mayor Rose thanked the staff for the Ester Egg Hunt event on Saturday. Thanks to Alderman Cope and Alderman Fuller for all their help as aldermen. BOARD OF ALDERMEN Alderman Fuller— It has been fun and been a wonderful experience to be an alderman for the City of Riverside. Alderman Cope— Being an alderman here has been unbelievable. I appreciate each of you and six years of my life, I sincerely thank you. I have learned a lot and we have accomplished a lot in a short amount of time. Keep the city moving forward. We live in a great city, let's keep it that way. 5 Alderman Pruett—Thanks to both of you for all you have done. Alderman Homer—Wish Mike and Brad the best. Alderman Thatcher— It has been fun and I will miss you both. Alderman Super—Good luck to both of you.
