HomeMy WebLinkAbout2015-04-14 Special Meeting MINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, April 14, 2015 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, April 14, 2015. Mayor Rose called the special meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Chet Pruett, Aaron Thatcher, Brad Cope, and Ron Super. AI Bowman and Frank Biondo were also present. Alderman Mike Fuller was absent. Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Recreation Supervisor Lori Boji, Fire Chief Gordon Fowlston, Police Major Chris Skinrood, City Engineer Travis Hoover, Finance Director Donna Oliver, and Recreation Assistant Nancy Harper. LEGISLATIVE SESSION Mayor Rose called the Legislative Session to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. BILL NO.2015-030 City Clerk Robin Littrell gave first reading of Bill No. 2015-030. 2015 Election Certification Alderman Thatcher moved to accept first reading and place Bill No. 2015-030 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Pruett, and Super. Motion carried 5-0. Alderman Cope moved to approve Bill 2015-030 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Pruett, and Homer. Motion carried 5-0. Mayor Rose gave comments regarding thanks to Alderman Cope and Alderman Fuller. City Clerk Littrell administered the oath to Alderman Al Bowman, Alderman Aaron D. Thatcher, and Alderman Frank Biondo. ARTWORK DISPLAYED Community Development Director explained the partnership between the City and the Kansas City Art Institute where Clay and Platte County students, being from the Northland would be paid for by Tourism funding. There were approximately 9 1 students and Robert Buck, one of those students, is here this evening displaying his artwork. MOTION FOR RECESS Alderman Super moved for a short recess at 6:07 p.m., second At 6:07 P.M. by Alderman Cope. Yes: Super, Cope, Homer, Pruett, and Thatcher. Motion carried 5-0. Mayor Rose called for roll at 6:26 p.m. with the newly elected board members. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Chet Pruett, Aaron Thatcher, Al Bowman, Frank Biondo, and Ron Super. PRESIDENT PRO TEM Alderman Super moved that Alderman Art Homer be President Pro Tem for a one year term, second by Alderman Biondo. Yes: Super, Biondo, Bowman, Pruett, and Thatcher. No: None. Abstain: Homer. Motion carried 5-0-1. BOND REFINANCING Discussion by Kelsi Spurgeon with Columbia Capital and gave clarity regarding the refunding of bonds, explaining the handout that was provided to the Board. Dennis Lloyd of Columbia Capital and Chuck Gleason of Stern Brothers & Company also gave further explanation of the refunding process for our bonds. YMCA PROGRAMMING City Administrator Greg Mills addressed the Board and explained the agreement negotiated with the YMCA, where they would control the programming for the Riverside Community Center. This consists of a Healthy Living Director Jennifer Ness being hired and the programming for a fee of$3500 a month and as the YMCA memberships increased our subsidized fees would decrease. Classes are increasing in numbers, but they are free and most of the participants do not live in Riverside, so they are enjoying the free classes with no increase in memberships to the YMCA. We would like to present a change that we continue to offer the classes with the same instructors, but the participants must have a YMCA membership. Garry Linn for the YMCA spoke to the Board in support of this change and is excited about this opportunity and the partnership that Riverside and the YMCA has built over the last seven years. The general consensus of the Board was to direct staff to begin the process of all participants in community center classes must have a YMCA membership. CITY ADMINISTRATOR Information was received today regarding the DC Fly-In with the NRCC. Please let staff know if anyone is interested in attending, it will be held June 23-25. Mayor Rose also announced that the National League of Cities is in Nashville this year and would like for some of the Board to consider attending. 2 Major Chris Skinrood discussed the hours for park usage in the city, specifically the Renner Brenner Park. Curfew has been posted for dawn to dusk, but with lighting residents may use the park past the dusk time frame, which is causing concern for some residents. Staff would like to suggest that there be an exact time posted of 5:00 a.m. to 10:00 p.m. Following discussion of Board members and staff, general consensus of the Board was given for the exact times of 5 a.m. to 10 p.m. be listed on the Renner Brenner park signs. BRIEF RECESS Mayor Rose called for a 5 minute recess before going into closed, at 7:25 p.m.. MOTION TO ENTER INTO Alderman Super moved that the meeting go into closed CLOSED @ 7:33 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation and RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed , second by Alderman Bowman. Yes: Super, Bowman, Biondo, Homer, Pruett, and Thatcher. Motion carried 6-0. MOTION TO ADJOURN Alderman Super moved at 7:55 p.m. to adjourn closed CLOSED @ 7:55 P.M. session with no action taken, second by Alderman Thatcher. Yes: Super, Thatcher, Homer, Biondo, Pruett, and Bowman. Motion carried 6-0. MOTION TO ADJOURN Alderman Homer moved to adjourn the meeting at 7:55 p.m., second by Alderman Super.
