REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 21, 2015
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 21, 2015.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher,
and Al Bowman.
Also present were City Administrator Greg Mills, and City Clerk Robin Littrell, City Planner
Jackie Carlson, City Engineer Travis Hoover, Public Works Director Tom Wooddell, Fire Chief
Gordon Fowlston, Assistant Community Development Director Sarah Wagner, and Finance
Director Donna Oliver. Also attending were City Attorney Paul Campo and Special Counsel Joe
Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:33 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, RSMo610.021 (3) Hiring, firing, disciplining or promoting
a particular employee, when personal information about the
employee is discussed, and RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals
are rejected, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Homer, and Pruett.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with no action taken, second by Alderman Super.
Yes: Thatcher, Super, Homer, Pruett, Bowman, and Biondo.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:02
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Chet Pruett, Aaron Thatcher, and Ron Super.
Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Assistant Community
Development Director Sarah Wagner, Public Works Director Tom Wooddell, City Engineer
Travis Hoover, Fire Chief Gordon Fowlston, City Planner Jackie Carlson, Finance Director
Donna Oliver, and Major Chris Skinrood. Also present were City Attorney Paul Campo and
Gary Anderson with Gilmore & Bell.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the Shen Yun Performing Arts
Days May 5-7, 2015 proclamation. Ms. Kuang then showed a
Shen Yun Performing Arts 30 second video. Mayor Rose
presented the proclamation to Linda Kuang, Shen Yun
Representative.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Homer, and Pruett.
Motion carried 6-0.
MINUTES OF 04-07-15 Alderman Thatcher moved to approve the minutes of the April 07,
2015 meeting, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Homer, and Pruett.
Motion carried 6-0.
MINUTES OF 04-14-15 Alderman Thatcher moved to approve the minutes of the April 14,
2015 meeting, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Homer, and Pruett.
Motion carried 6-0.
RESOLUTION 2015-016 Alderman Thatcher moved to approve Resolution 2015-016
Bill Pay authorizing the expenditure of funds for fiscal year 2014-
2015, for weeks ending April 10U' and April 17t in the amount of
$137,955.25, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Homer, and Pruett.
Motion carried 6-0.
RESOLUTION 2015-017 Alderman Thatcher moved to approve Resolution 2015-017
YMCA Summer Day Camp authorizing the city to enter into a summer day camp program
services agreement with the YMCA of Great Kansas City, second
by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Homer, and Pruett.
Motion carried 6-0.
RESOLUTION 2015-018 Alderman Thatcher moved to approve Resolution 2015-018
ASCAP License Agreement approving a license agreement with the American Society of
Composers, Authors, and Publishers, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Homer, and Pruett.
Motion carried 6-0.

REGULAR AGENDA
PUBLIC HEARING Mayor Rose asked to open the public hearing at 7:08 p.m. to
Amend SUP -sign consider a request for an amendment to a Special Use Permit for
a sign located at 2806 NW Vivion Road, in the City of Riverside,
Platte County, Missouri.
City Planner Jackie Carlson explained this request. Johnny Filger
was also present to answer questions. Board would like to see
attempts to closer conformance with current code during the
construction of the sign. The Planning Commission had approved
the SUP as presented. Mayor Rose asked for any further
comments and hearing none, closed the Public Hearing at 7:18
p.m.
BILL NO. 2015-031 City Clerk Robin Littrell gave first reading of Bill No. 2015-031.
SUP @ Filger Sign Alderman Thatcher moved to accept first reading and place
Bill No. 2015-031 on second and final reading, second by
Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Pruett, Homer, and Super.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2015-031 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Super, Bowman, Homer, and Biondo.
Motion carried 6-0.
PUBLIC HEARING Mayor Rose asked to open the public hearing at 7:20 p.m. to
Plan for US Farathane, LLC consider the Plan, if approved consists of purchasing equipping
and installing certain personal property in a leased facility
containing approximately 221,940 square feet of industrial building
located at 4600 NW 415'Street for industrial development
purposes, in the City of Riverside, Platte County, Missouri..
Gary Anderson with Gilmore & Bell explained the Plan presented
for the US Farathane Industrial Development Project and that this
is in accordance with previous Chapter 100's for personal property
that the City has approved. Mayor Rose asked for any further
comments and hearing none, closed the Public Hearing at 7:22
p.M.
BILL NO. 2015-032 City Clerk Robin Littrell gave first reading of Bill No. 2015-032.
Plan for US Farathane, LLC Alderman Thatcher moved to accept first reading and place
Bill No. 2015-032 on second and final reading, second by
Alderman Super.
Yes: Thatcher, Super, Biondo, Homer, Pruett, and Bowman.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2015-032 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Bowman, Biondo, Homer, and Super.
Motion carried 6-0.

BILL NO. 2015-033 Mayor Rose removed Bill 2015-033 from the agenda at this time
and it will be heard at another meeting.
BILL NO.2015-034 City Clerk Robin Littrell gave first reading of Bill No. 2015-034.
Contract Foth Infrastructure City Engineer Travis Hoover stated that this bill shows true-ups
for the landscaping project at Horizons and is actually the final
change order for Gunter and is showing a $3,000 deduct from the
original price.
Alderman Thatcher moved to accept first reading and place
Bill No. 2015-034 on second and final reading, second by
Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Super, Bowman, and Pruett.
Motion carried 6-0.
Alderman Biondo moved to approve Bill 2015-034 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Homer, Bowman, Super, and Pruett.
Motion carried 6-0.
BILL NO. 2015-035 Mayor Rose removed Bill 2015-035 from the agenda at this time
and it will be heard at another meeting.
CITY ADMINISTRATOR City Administrator Greg Mills informed the Board and Mayor that
MoPerm forwarded the City a refund check in the amount of
$4,544.86 for 2014 contributions.
The next topic addressed is the Midwest Public Risk (MPR) that
provides health insurance for Riverside employees. The
premiums for the next year will reflect a 2% increase from the
2014-2015 fiscal year. We need approval prior to budget approval
to have the enrollment period available to all employees in May.
Alderman Thatcher approve the MPR health insurance rates as
presented for the 2015-2016 fiscal year for the City of Riverside
employees, second by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Pruett, Bowman, and Super.
Motion carried 6-0.
City Administrator Greg Mills addressed the purchasing policy in
the city code that limits the expense costs that Mills can approve
without Board approval. He is asking for the Board's prior
approval to spend up to $20,000 for the irrigation construction and
repairs along Horizons Parkway, when they begin working to get
the systems up and running.
Alderman Thatcher moved to approve authority to City
Administrator Greg Mills by way of the purchasing policy to do
onsite authorizations for expenses on the irrigation project, up to
$20,000 and all verifications will be processed by the City
Engineer, second by Alderman Homer.
Yes: Thatcher, Homer, Bowman, Pruett, Biondo, and Super.
Motion carried 6-0.
COMMUNITY DEVELOPMENT Nothing to report.

ENGINEERING City Engineer Travis Hoover showed a PowerPoint map of the
Horizons Office Trail and the possibility of connections and
options. Following discussion of Mayor and Board, the Board
gave general consensus to wait for further consideration on this
trail.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose reported that Governor Nixon will be in Riverside next
Tuesday for the announcement in Horizons.
BOARD OF ALDERMEN Alderman Thatcher— Nothing to report.
Alderman Super— Nothing to report.
Alderman Homer— I have received one call on the sewer rate
increase.
Alderman Pruett— Nothing to report.
Alderman Bowman — Nothing to report.
Alderman Biondo— I would like to thank the staff for taking time
out of their schedules to meet with Al and me. The information we
received will prove invaluable and thank you very much.
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:36 p.m.,
second by Alderman Biondo.
