HomeMy WebLinkAbout2015-05-09 Special Meeting MINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Saturday, May 09, 2015 8:00 A.M. The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Saturday, May 09, 2015. Mayor Kathy Rose called the meeting to order at 8:04 a.m. Those in attendance were Mayor Kathy Rose, Alderman Frank Biondo, Art Homer, Ron Super, Aaron Thatcher, and Al Bowman. Alderman Chet Pruett was absent. Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Major Chris Skinrood, Fire Chief Gordon Fowlston, and Finance Director Donna Oliver. Special Counsel Joe Bednar with SFBB was also present. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 8:05 A.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(2) Leasing, purchase or sale of real estate by a governmental body where public knowledge of the transaction might adversely affect the legal consideration, and RSMo 610.021 (12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Super. Yes: Thatcher, Super, Homer, Bowman, and Biondo. Motion carried 5-0. MOTION TO ADJOURN Alderman Homer moved at 8:45 a.m. to adjourn closed session CLOSED @ 8:45 A.M. with no action taken, second by Alderman Biondo. Yes: Homer, Biondo, Thatcher, Bowman, and Super. Motion carried 5-0. OPEN SESSION Mayor Rose called the open session meeting to order at 8:48 a.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Aaron Thatcher, and Ron Super. Alderman Chet Pruett was absent. 1 Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, Major Chris Skinrood, Finance Director Donna Oliver, and Administrative Assistant Stacey Rasco. Also present was Special Counsel Joe Bednar. LEGISLATIVE SESSION BILL NO. 2015-033 City Clerk Robin Littrell gave first reading of Bill No. 2015-033. Horizons Ind. V— Land Sale Special Counsel Joe Bednar reviewed Bill No. 2015-033 explaining the need to amend said bill by adding "upon certain conditions' and deleting "authorizing sale of such property by the city to Riverside Horizons, LLC". City Clerk then gave first reading of Bill No. 2015-033 as amended. Alderman Biondo moved to accept first reading and place Bill No. 2015-033 as amended on second and final reading, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Homer, and Bowman. Motion carried 5-0. Alderman Thatcher moved to approve Bill 2015-033 as amended and enact said bill as ordinance, second by Alderman Homer. Yes: Thatcher, Homer, Super, Bowman, and Biondo. Motion carried 5-0. WORKSHOP SESSION City Administrator Greg Mills reviewed the three goals set by the Board for 2014 and the goals set for the City Administrator by the Board for 2014-2015. He also explained that the presentation today is a financial planning model that forecasts beyond the TIF. Finance Director Donna Oliver reviewed a PowerPoint along with a spreadsheet that was shared with those present that included revenue assumptions, operating expenditures, areas of maintenance for time frames up to the year 2040, and options for future funding to bridge gaps in revenue were discussed. The Board then considered priorities for 2015-2016. Board of Aldermen priorities for 2015 - 2016 are: 1. Seek funding from the Corps of Engineers for the restoration of Line Creek. 2. Office remains a priority for Horizons. Continue to seek and respond to opportunities add office space. 3. Continue communication plan that keeps public appropriately informed about the business of the city. 4. Remain alert for and seek opportunities to enhance the City's financial position. 2 MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 10:35 a.m., second by Alderman Biondo.
