REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 16, 2015
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 16, 2015.
Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher,
and Al Bowman.
Also present were City Administrator Greg Mills, and City Clerk Robin Littrell, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Fire Chief Gordon Fowlston, Police Captain Gary McMullin, and Finance Director
Donna Oliver.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT No comments.
CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as
presented, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Bowman, and Super.
Motion carried 6-0.
MINUTES OF 06-02-15 Alderman Biondo moved to approve the minutes of the June 2,
2015 meeting, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Bowman, and Super.
Motion carried 6-0.
MAY 2015 Alderman Biondo moved to approve the May 2015 Court
Court Report Report, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Bowman, and Super.
Motion carried 6-0.
RESOLUTION 2015-029 Alderman Biondo moved to approve Resolution 2015-029
Bill Pay authorizing the expenditure of funds for fiscal year 2014-
2015, for weeks ending June 5`" and June 12'" in the amount of
$297,492.36, second by Alderman Biondo.
Yes: Biondo, Thatcher, Pruett, Homer, Bowman, and Super.
Motion carried 6-0.

RESOLUTION 2015-030 Alderman Biondo moved to approve Resolution 2015-030
Appoint Cretsinger to P&Z appointing Cretsinger to the Planning & Zoning Commission,
second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Bowman, and Super.
Motion carried 6-0.
RESOLUTION 2015-031 Alderman Biondo moved to approve Resolution 2015-031
Work Comp Annual Premium authorizing the purchase of workers compensation insurance from
Midwest Public Risk annual premium renewal at $159,054.00,
second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Homer, Bowman, and Super.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose asked to open the public hearing at 7:02 p.m. to
SUP-2709 NW Platte Road consider a request for a Special Use Permit for outdoor storage
located at 2709 NW Platte Road, in the City of Riverside, Platte
County, Missouri.
Mayor Rose asked for a motion to continue the Public Hearing to
the next meeting.
Alderman Thatcher moved to continue the Public Hearing for the
SUP located at 2790 NW Platte Road, Riverside, Missouri to the
next regular meeting, second by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Bowman, Super, and Pruett.
Motion carried 6-0.
BILL NO. 2016-050 City Clerk Robin Littrell gave first reading of Bill No. 2015-050.
Hire Enna Full Time City Administrator Greg Mills explained that this position is
combining of two part-time positions into one full-time.
Alderman Thatcher moved to accept first reading and place
Bill No. 2015-050 on second and final reading, second by
Alderman Biondo.
Yes: Thatcher, Biondo, Super, Homer, Pruett, and Bowman.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2015-050 and enact
said bill as ordinance, second by Alderman Pruett.
Yes: Thatcher, Pruett, Super, Biondo, Bowman, and Homer.
Motion carried 6-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.

PUBLIC WORKS Nothing to report.
LEVEE BOARD There was a meeting today with the Corp of Engineers and BNSF
about Q1. The Levee budget was passed today.
MAYOR'S DISCUSSION Mayor Rose explained that she and Alderman Super will be
attending the DC Trip with staff next week. Fireworks season is
arriving. A vacation will be June 27—July 5. FPal Golf
Tournament is July 6`h. The next BOA meeting will be July 7`h
Everyone have a safe 41h of July.
BOARD OF ALDERMEN Alderman Super—City Engineer Travis Hoover was asked about
a repair on Woodland. He explained the emergency gas repair
situation and will be meeting with MGE tomorrow.
Alderman Homer—Asked Public Works Director Tom Wooddell if
they have started spraying for mosquitoes? Wooddell reported
that they fog when it is not raining and begin early in the morning
about once a week toward the end of the week.
Alderman Pruett— Nothing to report.
Alderman Bowman— I spent two days at Elected Official's training
last week and training was good. It was nice to meet aldermen
from other cities.
Alderman Biondo — Like to echo what Al said about the Elected
Official's training. It was time well spent and was very informative.
Alderman Thatcher— Nothing to report.
Mayor Kathy Rose recommends that the city leave the trees alone
on Northwood Road, remove dead trees, but otherwise leave
them alone. General consensus from the Board was agreeing
with the Mayor's statement.
MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:07 p.m.,
second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Bowman, Super, and Homer.
