HomeMy WebLinkAbout2015-07-21 Special Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, July 21, 2015 6:45 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, July 21, 2015. Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher, and AI Bowman. Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, and Major Chris Skinrood. City Attorney Paul Campo and Special Counsel Joe Bednar were also present. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation and RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Bowman. Yes: Homer, Bowman, Biondo, Pruett, Super, and Thatcher. Motion carried 6-0. MOTION TO ADJOURN Alderman Thatcher moved at 6:58 p.m. to adjourn closed CLOSED @ 6:58 P.M. session with action taken, second by Alderman Homer. Yes: Thatcher, Homer, Biondo, Super, Pruett, and Bowman. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.M. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Chet Pruett, Ron Super, and Aaron Thatcher. Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, City Engineer Travis Hoover, Major Chris Skinrood, Public Works Director Tom Wooddell, and Fire Chief Gordon Fowlston. Also attending was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT No comments. Mayor Rose welcomed Logan George with Troop 1395 and his mother to the meeting. Logan is working on a citizenship badge. 1 PROCLAMATION Mayor Rose read the Lewis & Clark Trail Heritage Foundation Day Proclamation for August 3, 2015. CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as presented, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Homer, Bowman, and Pruett. Motion carried 6-0. MINUTES OF 07-07-15 Alderman Biondo moved to approve the minutes of the July 7, 2015 meeting, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Homer, Bowman, and Pruett. Motion carried 6-0. JUNE 2015 Alderman Biondo moved to approve the June 2015 Court Court Report Report, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Homer, Bowman, and Pruett. Motion carried 6-0. RESOLUTION 2015-053 Alderman Biondo moved to approve Resolution 2015-053 Bill Pay authorizing the expenditure of funds for fiscal year 2015- 2016, for weeks ending July 10`h and June 17`h in the amount of $265,443.76, second by Alderman Biondo. Yes: Biondo, Thatcher, Super, Homer, Bowman, and Pruett. Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING Mayor Rose explained that the public hearing has remained open SUP-2709 NW Platte Road to consider a request for a Special Use Permit for outdoor storage located at 2709 NW Platte Road, in the City of Riverside, Platte County, Missouri. Mayor Rose asked for a motion to continue the Public Hearing to the next meeting. Alderman Thatcher moved to continue the Public Hearing for the SUP located at 2790 NW Platte Road, Riverside, Missouri to the next regular meeting, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Homer, and Super. Motion carried 6-0. BILL NO. 2015-053 City Clerk Robin Kincaid gave first reading of Bill No. 2015-053. Houston Excavating Fill Dirt City Engineer Travis Hoover explained the purpose of the bill Contract for$120,000 for fill dirt. Alderman Thatcher moved to accept first reading and place Bill No. 2015-053 on second and final reading, second by Alderman Pruett. Yes: Thatcher, Pruett, Bowman, Super, Homer, and Biondo. Motion carried 6-0. Alderman Pruett moved to approve Bill 2015-053 and enact said bill as ordinance, second by Alderman Homer. Yes: Pruett, Homer, Thatcher, Super, Biondo, and Bowman. Motion carried 6-0. 2 BILL NO. 2015-064 City Clerk Robin Kincaid gave first reading of Bill No. 2015-054. Conflicts of Interest It was explained that this ordinance must be updated every other year in compliance with state statute for elected officials filing of personal financial disclosure statements. Alderman Thatcher moved to accept first reading and place Bill No. 2015-054 on second and final reading, second by Alderman Biondo. Yes: Thatcher, Biondo, Homer, Bowman, Pruett, and Super. Motion carried 6-0. Alderman Pruett moved to approve Bill 2015-054 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, Super, Biondo, Bowman, and Homer. Motion carried 6-0. BILL NO. 2015-055 City Clerk Robin Kincaid gave first reading of Bill No. 2015-055. Police New Hire Gibler Alderman Thatcher moved to accept first reading and place Bill No. 2015-055 on second and final reading, second by Alderman Homer. Yes: Thatcher, Homer, Biondo, Super, Pruett, and Bowman. Motion carried 6-0. Alderman Pruett moved to approve Bill 2015-055 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, Biondo, Super, Bowman, and Homer. Motion carried 6-0. BILL NO. 2015-056 City Clerk Robin Kincaid gave first reading of Bill No. 2015-056. Police New Hire Strong Alderman Thatcher moved to accept first reading and place Bill No. 2015-056 on second and final reading, second by Alderman Biondo. Yes: Thatcher, Biondo, Super, Bowman, Homer, and Pruett. Motion carried 6-0. Alderman Pruett moved to approve Bill 2015-056 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, Super, Biondo, Bowman, and Homer. Motion carried 6-0. LIQUOR LICENSE Alderman Biondo moved to approve the temporary picnic liquor Temporary Picnic License license for the American Legion Post 318 for the Dust Bowl Jamboree on August 8, 2015, contingent upon State of Missouri approval, second by Alderman Thatcher. Yes: Biondo, Thatcher, Bowman, Pruett, Homer, and Super. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Greg Mills the hiring for the Police Department this evening should have filled the police division positions, but with the resignation discussed earlier, we are down one budgeted position and we will also be starting the sergeants promotion process as well. COMMUNITY DEVELOPMENT Nothing to report. 3 ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Public Works Director Tom Wooddell reported that Board approved the purchase of three John Deere mowers in the 2015- 2016 Budget for$24,000. Also approved was the trading in of surplus mowing equipment, which offset the purchase by $16,000, making the three new mowers purchase price $7,700. LEVEE BOARD Alderman Super gave an update on funding issues and changes that are occurring. Next meeting is Aug. 11, 2015. MAYOR'S DISCUSSION Mayor Rose explained that she would like to have the City Administrator's evaluation closed session next week, possibly on Monday if necessary. BOARD OF ALDERMEN Alderman Homer— Nothing to report. Alderman Pruett— Nothing to report. Alderman Bowman —Nothing to report. Alderman Biondo— Nothing to report. Alderman Thatcher—Gave an update on the Gatewoods HOA. Alderman Super— Nothing to report. Mayor Kathy Rose commented that the MML West Gate Meeting honoring Greg Personelli and Captain Mike Costanzo, was very nice. MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:19 p.m., second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Super, and Homer. Motions carried 6-0.
