REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, August 18, 2015
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
August 18, 2015.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, and Al Bowman.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community
Development Director Mike Duffy, City Engineer Travis Hoover, and Finance Director Donna
Oliver. Also attending were City Attorney Paul Campo and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected, second by Alderman Pruett.
Yes: Homer, Pruett, Super, Bowman, and Biondo.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Biondo moved at 6:33 p.m. to adjourn closed
CLOSED @ 6:33 P.M. session with no action taken, second by Alderman Pruett.
Yes: Biondo, Pruett, Super, Homer, and Bowman.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Chet Pruett, and Ron Super.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Finance Director
Donna Oliver, City Engineer Travis Hoover, and Fire Chief Gordon Fowlston. Also attending
was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as
presented, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 5-0.
MINUTES OF 08-04-15 Alderman Biondo moved to approve the minutes of the August 4,
2015 meeting, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 5-0.
JULY 2015 Alderman Biondo moved to approve the July 2015 Court
Court Report Report, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
RESOLUTION 2015-058 Alderman Biondo moved to approve Resolution 2015-058
Two 2015 Ford Sedans authorizing the purchase of two 2015 Ford police interceptor
sedans, not to exceed $50,022.00, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 5-0.
RESOLUTION 2015-059 Alderman Biondo moved to approve Resolution 2015-059
Emergency Equipment for authorizing the purchase of emergency equipment for the
Two 2015 Ford Sedans two 2015 Ford police interceptor sedans being purchased, not to
exceed $6,012.00, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 5-0.
RESOLUTION 2015-060 Alderman Biondo moved to approve Resolution 2015-060
2016 Chevy Tahoe authorizing the purchase of one 2016 Chevy Tahoe police vehicle,
not to exceed $38,133.00, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 5-0.
RESOLUTION 2015-061 Alderman Biondo moved to approve Resolution 2015-061
Emergency Equipment for authorizing the purchase of one 2016 Chevrolet Tahoe police
2016 Chevy Tahoe vehicle emergency equipment, not to exceed $7,900.00, second
by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 5-0.
RESOLUTION 2015-062 Alderman Biondo moved to approve Resolution 2015-062
2015 Ford F-250 Animal authorizing the purchase of one 2015 Ford F-250 animal control
Control Vehicle vehicle, not to exceed $23,703.00, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 5-0.

REGULAR AGENDA
Missouri American Water Community Development Director Mike Duffy explained the memo
in the packet from staff regarding the four projects with Missouri
American Water the City entered into through the master
development agreement with Briarcliff, that is now NorthPoint and
the costs incurred along with the "true up" clause that was
included in the agreement. The final negotiated cost for this true-
up is $283,765.26 that is included on the bill pay R-2015-057.
This has been set aside in our budget for a couple years and is
ready to be dispersed.
Vivion Road East/AA City Engineer Travis Hoover reviewed the memo included in the
packet from staff regarding the Vivion Road and AA Intersection —
MoDot invoices from 2010. Overages were to be paid by the City.
Change orders on the project were negotiated to the $7,916.22
that is included on the bill pay R-2015-057. These funds will be
paid from the infrastructure maintenance fund.
RESOLUTION 2015-057 Alderman Biondo moved to approve Resolution 2015-057
Bill Pay authorizing the expenditure of funds for fiscal year 2015-
2016, for weeks ending August 7'h and August 14th in the amount
of$633,425.82, second by Alderman Homer.
Yes: Biondo, Homer, Super, Bowman, and Pruett.
Motion carried 5-0.
RESOLUTION 2015-063 Major Chris Skinrood explained the process of the canine
Police Canine Purchase selection and training that will be provided for selected dog and
Officer Marr.
Alderman Homer moved to approve Resolution 2015-063
authorizing the purchase of a police canine including training from
Vohne Liche Kennel's in an amount not to exceed $13,875.00,
second by Alderman Biondo.
Yes: Homer, Biondo, Pruett, Bowman, and Super.
Motion carried 5-0.
BILL NO.2015-069 Shaw Change Order was pulled from the agenda and not heard.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported on the
success of the Food Truck event on Friday. We are trying to get
another event for August 28`h, but will try to have at least one each
Friday as well. This is also going to be encouraged and
advertised through the Riverside Chamber of Commerce since it
is a business venture.

ENGINEERING Nothing to report.
FINANCE Finance Director Donna Oliver updated the Board on the
contribution of$800,000 by NorthPoint toward the building pad for
Horizons V, per the agreement on the land sale for Horizons
Industrial V.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Gave update from the Levee Board meeting regarding on the
design for the Q1 concerns and those that will be involved.
MAYOR'S DISCUSSION Mayor Rose discussed information gathered from Parkville
regarding wetlands and the Corp of Engineers and the
degradation project plans. Community Development Director
Mike Duffy responded to Mayor Rose.
Alderman Homer mentioned that commercial traffic may be back
on the Missouri River again within the next year.
Mayor Rose attended the Lewis & Clerk Foundation Proclamation
at their Annual Conference held at the Argosy Casino the first
week in August, there were 150 people from 8 or 9 states, it was
very interesting. The Dust Bowl Jamboree went well, a pretty
good crowd and it was enjoyed by many. Alderman Biondo
reported it was very well organized. Mayor Rose also reported
that the Scottish Highland Games National Champion is from
Lee's Summit. Music Fest is coming up on Sept. 19th. Travis and
Tom will be working on costs for the RV Park near Argosy.
BOARD OF ALDERMEN Alderman Purett— Nothing to report.
Alderman Bowman — Nothing to report.
Alderman Biondo— Nothing to report.
Alderman Super—The Argosy Golf Tournament was yesterday
and I thank the City for allowing me to play on a team for the city.
There was an amazing turnout and it is very nicely done. Argosy
donated $50,000 to Miles of Smiles
Alderman Homer— Reported that he has visited with someone
that might have some pictures of the 1993 flood for a program on
Red X.
MOTION TO ADJOURN - Alderman Bowman moved to adjourn the meeting at 7:30 p.m.,
second by Alderman Biondo.
