A RESOLUTION APPROVING AND ADOPTING THE REGIONAL MULTI-HAZARD
MITIGATION PLAN
WHEREAS, the City of Riverside, with the assistance from the Mid-America Regional
Council, has gathered information and participated with 40 other local governments and school
districts within the Kansas City region from the State of Missouri in the preparation of a Regional
Multi-Hazard Mitigation Plan (hereinafter the "Plan"); and
WHEREAS, the purpose of such plan is to provide a framework for hazard mitigation
planning, both regionally and locally, to reduce the loss of life and property by lessening the
impact of natural, man-made and technological disasters; and
WHEREAS, the Plan has been prepared in accordance with FEMA requirements at 44
C.F.R. 201.6; and
WHEREAS, the City of Riverside is a local unit of government that has afforded the
citizens an opportunity to comment and provide input in the Plan and the actions in the Plan;
and
WHEREAS, the Board of Aldermen has reviewed the Plan and affirms that the Plan will
be updated no less than every five years; and
WHEREAS, the Board of Aldermen believe the Plan will contribute to the welfare of the
City as well as its residents, that such a Plan is important to the welfare of the City, and that the
adopting and support of such Plan is in the best interest of the citizens of the City of Riverside;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
THAT the Regional Multi-Hazard Mitigation Plan attached hereto as Exhibit "A", and
incorporated herein by reference, is hereby authorized, approved and adopted as the City of
Riverside Multi-Hazard Mitigation Plan; and
FURTHER THAT the City Administrator and/or Mayor are hereby authorized to
implement and execute the actions in the Plan as well as execute any and all documents
necessary to carry out the terms and conditions of such Plan and the City Clerk is authorized to
attest thereto.
PASSED AND ADOPTED by the Board of Aldermen and APPROVED by the Mayor of
the City of Riverside, Missouri, the day of September 1, 2015.

RE: Regional Hazardous Mitigation Plan
BACKGROUND:
In 2010 the Board of Aldermen adopted the Regional Multi-Hazard Mitigation Plan. The goal of the plan is to
reduce loss of life, property, human suffering, economic disruption and disaster assistance costs from natural
and man-made disasters. All other local governments in the Missouri portion of the MARC Region were
required to have an approved hazard mitigation plan in order to be eligible to apply for and receive certain
funds from FEMA. This FEMA program provides funds to communities to mitigate the impact of natural
disasters, such as floods and tornadoes. MARC, at the request of SEMA and in partnership with the Missouri
Association of Councils of Government (MACOG), has developed this Regional Multi-Hazard Mitigation Plan to
assist the local governments, school districts, and fire/ambulance districts of the 5 county Kansas City Region
with hazard mitigation planning, implementation and evaluation.
The plan is required to be updated every 5 years. This spring the update process began which addresses both
the natural and technological hazards that may affect the Kansas City region, including tornadoes, floods,
severe winter weather, drought, heat waves, earthquakes, dam failures, wildland fires, hazardous materials
incidents, emerging infectious disease, civil discord and mass transportation accidents. The Regional Multi-
Hazard Mitigation Plan complies with all FEMA requirements and has been approved by FEMA, pending local
jurisdiction adoption.
The complete plan is several hundred pages in length and has not been included in the Board of Aldermen

RECOMMENDATION:
Approve the Resolution adopting the Plan.
BUDGETARY IMPACT:
Failure to adopt the Plan would risk availability of FEMA funding in the event of a natural disaster.
