HomeMy WebLinkAbout2015-09-01 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 1, 2015 6:45 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 1, 2015. Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher, and Al Bowman. Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, and Fire Chief Gordon Fowlston. Also attending was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Thatcher. Yes: Homer, Thatcher, Super, Biondo, Bowman, and Pruett. Motion carried 6-0. MOTION TO ADJOURN Alderman Biondo moved at 6:51 p.m. to adjourn closed CLOSED @ 6:51 P.M. session with no action taken, second by Alderman Thatcher. Yes: Biondo, Thatcher, Bowman, Pruett, Super, and Homer. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Chet Pruett, Aaron Thatcher, and Ron Super. Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Finance Director Donna Oliver, City Engineer Travis Hoover, Major Chris Skinrood, and Fire Chief Gordon Fowlston. Also attending was City Attorney Paul Campo. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman AI Bowman asked that Resolution No. R-2015-064 be removed from the Consent Agenda. Alderman Thatcher moved to approve the consent agenda with the bill pay resolution R-2015- 064 removed, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Homer, and Super. Motion carried 6-0. MINUTES OF 08-18-15 Alderman Thatcher moved to approve the minutes of the August 18, 2015 meeting, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Homer, and Super. Motion carried 6-0. MINUTES OF 08-25-15 Alderman Thatcher moved to approve the minutes of the August 25, 2015 meeting, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Homer, and Super. Motion carried 6-0. RESOLUTION 2015-065 Alderman Thatcher moved to approve and adopt Resolution 2015- Hazard Mitigation Plan 065 adopting the MARC Regional Multi-Hazard Mitigation Plan, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Homer, and Super. Motion carried 6-0. RESOLUTION 2015-066 Alderman Thatcher moved to approve an amendment to the Town & Country Disposal agreement with Town and Country Disposal of Western Missouri, Service Extension Resolution 2015-066, for curbside residential refuse collection and disposal services, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Pruett, Homer, and Super. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2015-064 Alderman Thatcher moved to approve Resolution 2015-064 Bill Pay authorizing the expenditure of funds for fiscal year 2015- 2016, for weeks ending August 21sT and August 28TH in the amount of$454,007.22, second by Alderman Biondo. Yes: Thatcher, Biondo, Homer, Pruett, and Super. No: None Abstain: Bowman Motion carried 5-0-1. 2 BILL NO. 2015-059 City Clerk Robin Kincaid gave first reading of Bill No. 2015-059. US Farathane Chapter 100 Community Development Director Mike Duffy gave a brief overview of the US Farathane Project and introduced Gary Anderson with Gilmore & Bell. Mr. Anderson referenced expected investments and abatements regarding the Chapter 100 bonds. Alderman Thatcher moved to accept first reading and place Bill No. 2015-059 on second and final reading, second by Alderman Super. Yes: Thatcher, Super, Pruett, Homer, Bowman, and Biondo. Motion carried 6-0. Alderman Pruett moved to approve Bill 2015-059 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher Super, Bowman, Biondo, and Homer. Motion carried 6-0. BILL NO. 2015-060 City Clerk Robin Kincaid gave first reading of Bill No. 2015-060. Montebella 2nd Plat— Final Plat Community Development Director Mike Duffy reviewed this bill and details needed prior to construction beginning. Alderman Thatcher moved to accept first reading and place Bill No. 2015-060 on second and final reading, second by Alderman Biondo. Yes: Thatcher, Biondo, Homer, Bowman, Super, and Pruett. Motion carried 6-0. Alderman Pruett moved to approve Bill 2015-060 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Pruett, Thatcher, Biondo, Super, Bowman, and Homer. Motion carried 6-0. LIQUOR LICENSE Alderman Thatcher moved to approve temporary picnic liquor Riverside Music Fest 2015 license contingent upon State of Missouri approval for the Riverside Music Fest at the E.H. Young Park on September 19, 2015, second by Alderman Biondo. Yes: Thatcher, Biondo, Homer, Bowman, Pruett, and Super. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Greg Mills reported that the employee election for a representative for the annual LAGERS conference was held and Fire Fighter Scott Stubler was elected to attend for 2015. A motion is needed to send the employer representative, HR Assistant Stacey Rasco. Alderman Thatcher moved to approve HR Assistant Stacey Rasco as the Employer Representative at the 2015 Annual Meeting for LAGERS, second by Alderman Biondo. Yes: Thatcher, Biondo, Super, Bowman, Pruett, and Homer. Motion carried 6-0. 3 COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported on two code violations that will go to court on September 25th Kendallwood Hospice for not mowing the grass and North Crest Apartments in Homestead area for trash issues. We also noted three dangerous buildings a few meetings previously. Investigations have been done and all three qualify for dangerous buildings and letters have been sent to the owners for action to be taken. ENGINEERING City Engineer Travis Hoover stated that the streets in Montebella are being put in place as discussed earlier and the Mattox Road from 415` Street and south is underway for the Riverside Logistics Center. Asphalt will be in this week and we are on site and observing. FINANCE Nothing to report. PUBLIC SAFETY Major Chris Skinrood announced that two weeks ago the Board approved the purchase of a canine for the Police Department. He explained the process of testing and evaluated for selection. Lynck was brought into the meeting by Officer Andrew Marr and shown to the Board. Five weeks of training for Lynck will begin on Sunday, September 6th. The Board was thanked for allowing the purchase of this canine which will be quite an asset to the Police Department. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super stated that the next meeting is a week from tomorrow, Sept. 91h, 2015. MAYOR'S DISCUSSION Mayor Rose mentioned that the food trucks at Horizons is doing very well and that the American Fusion truck will be on site every day next week and possibly even offer breakfast a few mornings. Alderman Thatcher wondered if businesses were commenting on the food trucks, but staff said we should hear more at a round table meeting soon. The ribbon cutting for Martinrea will be on Wednesday, Sept. 9" at 11:00 a.m. BOARD OF ALDERMEN Alderman Biondo— Nothing to report. Alderman Thatcher— Nothing to report.
