REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, September 15, 2015
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
September 15, 2015.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, and Al Bowman.
Alderman Aaron Thatcher was absent.
Also present were Acting City Administrator Donna Oliver, and City Clerk Robin Kincaid,
Community Development Director Mike Duffy, and Major Chris Skinrood. Also attending was
City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 5:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Biondo.
Yes: Homer, Biondo, Bowman, Pruett, and Super.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Biondo moved at 7:05 p.m. to adjourn closed
CLOSED @ 7:05 P.M. session with action taken, second by Alderman Homer.
Yes: Biondo, Homer, Bowman, Super, and Pruett.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:08
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Chet Pruett, and Ron Super.
Alderman Aaron Thatcher was absent.
Also present were Acting City Administrator Donna Oliver, and City Clerk Robin Kincaid,
Community Development Director Mike Duffy, Public Works Director Tom Wooddell, City
Engineer Travis Hoover, Major Chris Skinrood, Fire Chief Gordon Fowlston, and Court Clerk
Shayla Jones. Also attending was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the Diaper Need Awareness Week Proclamation
for September 28—October 4, 2015 and it will be mailed to the
organization.
CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as
presented, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
MINUTES OF 09-01-15 Alderman Biondo moved to approve the minutes of the September
1, 2015 meeting, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
MINUTES OF 09-08-15 Alderman Biondo moved to approve the minutes of the September
8, 2015 meeting, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
AUGUST 2015 Alderman Biondo moved to approve the August 2015 Court
Court Report Report, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
RESOLUTION 2015-067 Alderman Biondo moved to approve Resolution 2015-067
Bill Pay authorizing the expenditure of funds for fiscal year 2015-
2016, for weeks ending September 4'" and September 11`h in the
amount of$466,037.41, second by Alderman Bowman.
Yes: Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 5-0.
REGULAR AGENDA
RESOLUTION 2015-068 Alderman Biondo moved to approve Resolution 2015-068
Levee Board Proxy 2015 granting and approving the proxy for the annual meeting of
landowners of Riverside-Quindaro Bend Levee District for 2015,
second by Alderman Pruett.
Yes: Biondo, Pruett, Homer, Super, and Bowman.
Motion carried 5-0.
LIQUOR LICENSE Alderman Biondo moved to approve temporary picnic liquor
Chamber Wine Tasting Event license for a wine tasting event contingent upon State of Missouri
approval for Riverside Food Court located at Horizons Parkway
and 39th Street, Riverside, Missouri, a date to be determined
between October 1 and October 22, second by Alderman
Bowman.
Yes: Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 5-0.

CITY ADMINISTRATOR Acting City Administrator Donna Oliver discussed the Montebella
subdivision and the ambulance district issue. Last week a letter
was received from the Ambulance District explaining that they
would not need a lump sum payment as discussed previously and
that annual payments of actual development over the next five
years would be sufficient.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Oliver introduced Court Clerk Jones to
explain the changes to the court division, due to Senate Bill 5.
Ms. Jones briefly explained the changes that include that there are
no longer failure to appear fees and that there will be payment
plans available.
Oliver also updated the Board regarding the credit card machines
that will need upgraded due to the law requiring machines that will
take the credit cards with chips. It was also discussed that we will
be changing to a new company that will provide a smooth
integration with our software. General consensus of the Board
was for Finance to move forward with the upgrade of the credit
card machines.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super reported that Missouri American Water has all
their approvals together to begin the install of 12"water lines down
Gateway near Hawg Jaw area. The Q1 sliding gate was also
discussed.
MAYOR'S DISCUSSION Mayor Rose mentioned that the Music Fest is this Saturday,
September 19th from 3 p.m. to 10 p.m. The MML Annual
Conference is at the Sheraton Hotel in Kansas CV beginning
Sunday, Sept. 201h through Wednesday, Sept. 23 .
BOARD OF ALDERMEN Alderman Bowman —Nothing to report.
Alderman Pruett — Nothing to report.
Alderman Homer— Nothing to report.
Alderman Super— Had a nice crowd at the truck event on
Saturday and Sunday.
Alderman Biondo — Nothing to report.

second by Alderman Bowman.
