REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, October 6, 2015
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
October 6, 2015.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher,
and Al Bowman.
Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Finance Director Donna Oliver, Community Development Assistant Sarah Wagner, and
City Planner Jackie Carlson. Also attending were City Attorney Paul Campo and Special
Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:09 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, RSMo610.021 (3) Hiring, firing, disciplining or promoting
a particular employee, when personal information about the
employee is discussed, and RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals
are rejected, second by Alderman Super.
Yes: Homer, Super, Thatcher, Pruett, Bowman, and Biondo.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with action taken, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Pruett, Super, and Homer.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:05
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Chet Pruett, Aaron Thatcher, and Ron Super.
Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Finance Director
Donna Oliver, City Engineer Travis Hoover, Major Chris Skinrood, Community Development
Assistant Sarah Wagner, and Fire Chief Gordon Fowlston. Also attending was City Attorney
Paul Campo.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as
presented, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Pruett, Homer, and Bowman.
Motion carried 6-0.
MINUTES OF 09-15-15 Alderman Biondo moved to approve the minutes of the September
15, 2015 meeting, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Pruett, Homer, and Bowman.
Motion carried 6-0.
RESOLUTION 2015-069 Alderman Biondo moved to approve Resolution 2015-069
Bill Pay authorizing the expenditure of funds for fiscal year 2015-
2016, for weeks ending September 1 Bt", September 25'" and
October 2"tl in the amount of$321,745.66, second by Alderman
Thatcher.
Yes: Biondo, Thatcher, Super, Pruett, Homer, and Bowman.
Motion carried 6-0.
RESOLUTION 2015-070 Alderman Biondo moved to approve Resolution 2015-070
HVAC Community Center awarding the bid to P-1 Group, Inc for two roof top units at the
Community Center building, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Pruett, Homer, and Bowman.
Motion carried 6-0.
RESOLUTION 2015-071 Alderman Biondo moved to approve Resolution 2015-071 and
River Walk Fence Paint Project award the bid for the EH Young Park river walk fence paint project
to Blue Bear, Inc, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Pruett, Homer, and Bowman.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2015-072 City Engineer Travis Hoover reported that this change order is to
CO 5 to 2013-14 Street replace an area on Hermosa Street.
Maintenance Project Alderman Thatcher moved to approve Resolution 2015-072
approving and ratifying change order 5 to the agreement with
Tenoch Construction for the street maintenance project 2013-14,
second by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Bowman, Pruett, and Super.
Motion carried 6-0.

BILL NO. 2015-062 City Clerk Robin Kincaid gave first reading of Bill No. 2015-062.
New Hire Police-Wilcox Alderman Thatcher moved to accept first reading and place Bill
No. 2015-062 on second and final reading, second by Alderman
Bowman.
Yes: Thatcher, Bowman, Homer, Super, Pruett, and Biondo.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2015-062 and enact said
bill as ordinance, second by Alderman Biondo.
Yes: Pruett, Biondo, Bowman, Thatcher, Super, and Homer.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Greg Mills reported that there is a POST
Commission Meeting in Kansas City tomorrow, October 7, there is
more detailed information available in the packet. He explained
some of the issues that will be discussed at the meeting and
stated that it is an open meeting where everyone is welcome to
attend if interested.
Mills also explained a letter that is included in the packet provided
to the Southern Platte County Ambulance District regarding the
correction to the calculations for the City's base payments to be
made to the Ambulance District. City Attorney Campo explained
the payment statute to the Board.
The first meeting in November is scheduled for Tuesday,
November 3'd and our Mayor and Mayor Pro Tem will be traveling
to the National League of Cities that day. Would there be interest
in moving the meeting to another date? Following discussion, the
Board gave general consensus that the meeting should be held on
Monday, November 2, 2015.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Oliver gave a handout to each board
member and explained that this type of financial report will be
provided monthly for their review.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super stated that the Levee Board refused the Corp of
Engineer's proposal to fix the Q1 rolling gate. There will be
another meeting on October 13, 2015.
MAYOR'S DISCUSSION Mayor Rose announced that it was Fire Prevention Week this
week and there will be an Open House on Thursday, October 8"
from 5:00 p.m. to 8:00 p.m. The FPAL coat and blanket
disbursement will be all day October 8th at the Public Safety
training room. I also wanted to mention the Senior Health Fair

held a few weeks ago, was a huge turnout and very good
information for our seniors.
The MM West Gate Meeting is October 15th in Independence. 1
will be attending the NRCC Auction at the Argosy that evening.
Trunk or Treat will be October 22 in the City Hall parking lot.
BOARD OF ALDERMEN Alderman Pruett— Nothing to report.
Alderman Homer— Nothing to report.
Alderman Super— I had a call regarding a resident starting a
home business and I directed them to Sarah Wagner at city hall.
We also need to begin looking at residential renting of rooms in
homes. Brief discussion was held by the Board, staff, and City
Attorney Campo.
Alderman Thatcher— Nothing to report.
Alderman Biondo— Nothing to report.
Alderman Bowman — Nothing to report.
Mayor Rose mentioned a possible town hall meeting regarding
allowance of chickens in the city limits. Community Development
Director Mike Duffy said that he would gather information.
MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:42 p.m.,
second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, Super, and Thatcher.
Motions carried 6-0.
