REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, October 20, 2015
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
October 20, 2015.
Mayor Rose called the regular meeting to order at 6:45p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher,
and Al Bowman.
Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Finance Director Donna Oliver, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, RSMo610.021 (3) Hiring, firing, disciplining or promoting
a particular employee, when personal information about the
employee is discussed, and RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals
are rejected, second by Alderman Super.
Yes: Homer, Super, Thatcher, Pruett, Bowman, and Biondo.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Homer moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Homer, Thatcher, Super, Pruett, Biondo, and Bowman.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Chet Pruett, Aaron Thatcher, and Ron Super.
Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Captain Gary McMullin,
Finance Director Donna Oliver, and City Engineer Travis Hoover. Also attending was City
Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT `` ` ,Representative N 00f1e60 - was welcomed by Mayor
Rose and he took a few minutes to talk with the Board.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
MINUTES OF 10-06-15 Alderman Thatcher moved to approve the minutes of the October
6, 2015 meeting, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
COURT REPORT Alderman Thatcher moved to approve the Court Report for
SEPTEMBER 2015 September, 2015, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
RESOLUTION 2015-073 Alderman Thatcher moved to approve Resolution 2015-073
Bill Pay authorizing the expenditure of funds for fiscal year 2015-
2016, for weeks ending October 9th and October 16th in the
amount of$330,498.54, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
RESOLUTION 2015-074 Alderman Thatcher moved to approve Resolution 2015-074
Rejecting Pool Paint Bids rejecting all bids related to the swimming pool painting project,
second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2015-063 City Clerk Robin Kincaid gave first reading of Bill No. 2015-063.
Final Plat Indian Hills Community Development Director Mike Duffy explained that this
ordinance is moving a lot line to give more room on the lot where
there is currently a home and leaving the other lot large enough
be a buildable lot. Planning Commission did unanimously
recommend approval.
Alderman Thatcher moved to accept first reading and place Bill
No. 2015-062 on second and final reading, second by Alderman
Super.
Yes: Thatcher, Super, Biondo, Bowman, Pruett, and Homer.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2015-063 and enact said
bill as ordinance, second by Alderman Biondo.
Yes: Pruett, Biondo, Thatcher, Super, Homer, and Bowman.
Motion carried 6-0.

CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reminded the Board
that his department had notified three properties that were going
to be declared dangerous buildings. We will have two hearings on
November 18, since we got no response back from them. We did
hear from one property owner and he is working on his property.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Oliver reported that investment income is
up by over $32,000 from a year ago and that Columbia Capital's
advice is proving very beneficial.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Public Works Director Tom Wooddell explained that Town &
Country Trash Contractor has been acquired by Waste
Corporation of America, out of Springfield, Missouri. This is
supposed to be a seamless transition while using the same trucks
and same service.
LEVEE BOARD Alderman Super gave an update on the Q1 fix and added that
Richey Benninghoven was elected for five more years to the
Levee Board.
MAYOR'S DISCUSSION Mayor Rose reminded everyone that Trunk or Treat is Thursday
evening in the City Hall parking lot from 7 p.m. to 8 p.m.
BOARD OF ALDERMEN Alderman Bowman — Nothing to report.
Alderman Pruett — Nothing to report.
Alderman Homer— Nothing to report.
Alderman Super—The MML West Gate Dinner had a very good
speaker and the speech was based on Harry S. Truman.
Alderman Thatcher— In the last few weeks there has been 5 or 6
younger couples looking for homes in Riverside. The work that
Jackie Carlson is doing is helping.
Alderman Biondo— Reported that the Food Truck Frenzie was
very well done and had a very good turnout.
MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:15 p.m.,
second by Alderman Bowman.
