REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Monday, November 2, 2015
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Monday,
November 2, 2015.
Mayor Rose called the regular meeting to order at 6:45p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, and All
Bowman.
Alderman Chet Pruett was absent.
Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Finance Director Donna Oliver, and City Attorney Paul
Campo.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation and RSMo610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Bowman.
Yes: Homer, Bowman, Biondo, Super, and Thatcher.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Biondo moved at 6:55 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with action taken, second by Alderman Homer.
Yes: Biondo, Homer, Bowman, Thatcher, and Super.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Aaron Thatcher, and Ron Super.
Alderman Chet Pruett was absent.
Also present were City Administrator Greg Mills, and City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Major Chris Skinrood,
Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and City Engineer Travis Hoover.
Also attending was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
CONSENT AGENDA Alderman Al Bowman asked that Resolution No. R-2015-075 be
pulled from Consent and voted on separately.
Alderman Thatcher moved to approve the consent agenda without
Resolution No. R-2015-075 being considered, second by
Alderman Bowman.
Yes: Thatcher, Bowman, Biondo, Homer, and Super.
Motion carried 5-0.
MINUTES OF 10-20-15 Alderman Thatcher moved to approve the minutes of the October
20, 2015 meeting, second by Alderman Bowman.
Yes: Thatcher, Bowman, Biondo, Homer, and Super.
Motion carried 5-0.
REGULAR AGENDA
RESOLUTION 2015-075 Alderman Thatcher moved to approve Resolution 2015-075
Bill Pay authorizing the expenditure of funds for fiscal year 2015-
2016, for weeks ending October 23rd and October 30'" in the
amount of$210,558.91, second by Alderman Biondo.
Yes: Thatcher, Biondo, Super, and Homer.
No: None.
Abstain: Bowman
Motion carried 4-0-1.
BILL NO. 2015-064 City Clerk Robin Kincaid gave first reading of Bill No. 2015-064.
CO 1 Gunter Construction City Engineer Travis Hoover explained that this is the closeout on
the Mattox Road Project.
Alderman Thatcher moved to accept first reading and place Bill
No. 2015-064 on second and final reading, second by Alderman
Bowman.
Yes: Thatcher, Bowman, Super, Homer, and Biondo.
Motion carried 5-0.
Alderman Homer moved to approve Bill 2015-064 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Homer, Thatcher, Super, Biondo, and Bowman.
Motion carried 5-0.
BILL NO. 2015-065 City Clerk Robin Kincaid gave first reading of Bill No. 2015-065.
MARC HHW 2016 Alderman Thatcher moved to accept first reading and place Bill
No. 2015-065 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, and Super.
Motion carried 5-0.
Alderman Homer moved to approve Bill 2015-065 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Homer, Thatcher, Biondo, Super, and Bowman.
Motion carried 5-0.

CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy explained the memo
that was included in the packet regarding Montebella street lights.
There should be a resolution before the Board at the next
meeting.
ENGINEERING City Engineer Travis Hoover explained the memo included in the
packet directed to the city, memorializing the city taking over
maintenance of Argosy Casino Parkway, Argosy Parkway and NW
Tremont Trafficway (East) as of October 20, 2015.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose reminded everyone that the group leaves tomorrow
for the National League of Cities Annual Conference in
Tennessee. Missouri Councilwoman from Joplin will be the
President Elect for the coming year.
BOARD OF ALDERMEN Alderman Super—Thanked the Police Department for their
presence in the neighborhoods during Halloween.
Alderman Thatcher—Trunk or Treat was really nice.
Alderman Biondo— Nothing to report.
Alderman Bowman — Reported that the lady that lives at the end
of St. Joseph Blvd. has a great concern of drug related issues on
the trail. Major Skinrood said that there have been reports of
activities in that and they are looking into it.
Alderman Homer—Thank you to Gordy and the Fire Department
for assistance given to the KCMO Fire Department during the
funerals for the two fire fighters that lost their lives. I have also
received calls of appreciation for the help our police officers have
given to residents.
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:16 p.m.,
second by Alderman Biondo.
Yes: Bowman, Biondo, Homer, Thatcher, and Super.
Motions carried 5-0.
