HomeMy WebLinkAbout2015-11-17 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, November 17, 2015 6:45 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, November 17, 2015. Mayor Rose called the regular meeting to order at 6:45p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher, and Al Bowman. Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Major Chris Skinrood, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation and RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Super, Homer, and Pruett. Motion carried 6-0. MOTION TO ADJOURN Alderman Biondo moved at 6:50 p.m. to adjourn closed CLOSED @ 6:50 P.M. session with action taken, second by Alderman Thatcher. Yes: Biondo, Thatcher, Homer, Super, Pruett, and Bowman. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.M. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Chet Pruett, Aaron Thatcher, and Ron Super. Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and Major Chris Skinrood. Also attending was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as presented, second by Alderman Thatcher. Yes: Biondo, Thatcher, Homer, Bowman, Pruett, and Super. Motion carried 6-0. MINUTES OF 11-02-15 Alderman Biondo moved to approve the minutes of the November 2, 2015 meeting, second by Alderman Thatcher. Yes: Biondo, Thatcher, Homer, Bowman, Pruett, and Super. Motion carried 6-0. COURT REPORT Alderman Biondo moved to approve the Court Report for OCTOBER 2015 October, 2015, second by Alderman Thatcher. Yes: Biondo, Thatcher, Homer, Bowman, Pruett, and Super. Motion carried 6-0. RESOLUTION 2015-076 Alderman Biondo moved to approve Resolution 2015-076 Bill Pay authorizing the expenditure of funds for fiscal year 2015- 2016, for weeks ending November 6th and November 13'h in the amount of$194,788.57, second by Alderman Biondo. Yes: Biondo, Thatcher, Homer, Bowman, Pruett, and Super. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2015-077 Alderman Thatcher moved to approve Resolution 2015-077 Montebella Street Lights approving the agreement with Montebella Homes Association Agreement related to street lights, second by Alderman Biondo. Yes: Thatcher, Biondo, Super, Pruett, Homer, and Bowman. Motion carried 6-0. CITY ADMINISTRATOR Acting City Administrator Mike Duffy explained the South Platte Ambulance District memo that was in the packet. There was a meeting with representatives from the ambulance district last week. The representatives did not dispute the amount owed, but offered options on the lump sum payout or over a 5 year period. Following discussion the Board of Aldermen and Mayor gave a general consensus that they will pay the lump sum present value amount of$10,849.16 or$11,135.47 and the Ambulance District elect their preferred option. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Finance Director Donna Oliver commented that the October Financial Report noted that there was a 2.5% increase in gaming revenue over the past year from the previous year. PUBLIC SAFETY Nothing to report. 2 PUBLIC WORKS Public Works Director Tom Wooddell gave a project update that the E.H. Young fence paint project is completed. It looks much better. LEVEE BOARD Alderman Super gave an update that there is no movement on the Q1 fix. The Levee Board checked with Midwest Public Risk for employee insurance and it is not available to employers of less than 10 employees. MAYOR'S DISCUSSION Mayor Rose stated that the liner and the rocks are completed at Horizons and it looks really nice. Seattle Fish Open House was held last week and it is a father and son operation out of Denver. They are very excited to be in Riverside. Kudos was given to James Fuller and Keith Payne for their diligence of field services for our city. They were also complimentary of NorthPoint as well. BOARD OF ALDERMEN Alderman Biondo— Nothing to report. Alderman Thatcher—The entrance at 50th Terrace and Gateway is awesome with the island removed. Several have commented on how much nicer it looks and is much more convenient with a turn lane. Alderman Super—Could the Police Department share information on the situation at YF. Major Skinrood gave an update. It was also discussed that there are concerns when employees are hired by a staffing agency. Alderman Homer— I wanted to share about the National League of Cities mobile workshop we attended where an art environment was developed in an old building and allowed various artists to come in and have spaces to create their own areas of artistic expertise such as; metal works, wood working, skateboarding, etc. It was very interesting. Alderman Pruett— Nothing to report. Alderman Bowman — Nothing to report. MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:28 p.m., second by Alderman Bowman.
