REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, December 1, 2015
6:15 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
December 1, 2015.
Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, Chet Pruett,
and Al Bowman.
Also present were City Administrator Greg Mills, Acting City Administrator and Community Dev.
Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and City Attorney Paul
Campo. Special Counsel Joe Bednar was also present at 6:20 p.m.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, RSMo610.021 (3) Hiring, firing, disciplining or promoting
a particular employee, when personal information about the
employee is discussed, and RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals
are rejected, second by Alderman Thatcher.
Yes: Homer, Thatcher, Pruett, Super, Bowman, and Biondo.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Biondo moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with action taken, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Thatcher, Super, and Pruett.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Aaron Thatcher, Chet Pruett, and Ron Super.
Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, Major Chris Skinrood, Fire Marshal Keith Payne, Fire Chief Gordon
Fowlston, City Engineer Travis Hoover, and Finance Director Donna Oliver. Fire Fighters Scott
Stubler, Mike Reilly, Dave Johnson, Jeff Hendrix, Clayton Seals, and Jeremy O'Brien. Also
attending was City Attorney Paul Campo.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PRESENTATION The Paul Harris Fellow Award was presented to Fire Marshal
Keith Payne and Fire Chief Gordon Fowlston for their exceptional
work with the Rotary Club and to promote fire safety in the
Northland. The award was presented by the Gladstone Rotary
Club and representatives in attendance were: Don Gregory, Bob
Grant, Gary Smedily, and Tom Barton.
PRESENTATION Connie Wuebben with the Park Hill South High School handed out
a copy of the application for the Platte County Parks Grant they
will be applying. She presented the needs of the PHS for a
shelter at the tennis courts and is requesting support for this grant
in 2016 as the Board did in 2015 with support of$2,500
sponsorship. She stated that tennis team students at Park Hill
South would like to partner with the City FPAL organization and
introduce and teach those children that participate in FPAL about
the game of tennis.
Alderman Biondo moved to authorize City Attorney Paul Campo to
to draft an agreement supporting the 2016 grant that will be
effective upon award, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Bowman, Pruett, and Homer.
Motion carried 6-0.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda
as presented, second by Alderman Biondo.
Yes: Thatcher, Biondo, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
MINUTES OF 11-17-15 Alderman Thatcher moved to approve the minutes of the
November 17, 2015 meeting, second by Alderman Biondo.
Yes: Thatcher, Biondo, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
RESOLUTION 2015-078 Alderman Thatcher moved to approve Resolution 2015-078
Bill Pay authorizing the expenditure of funds for fiscal year 2015-
2016, for weeks ending November 20th and November 27'" in the
amount of$298,732.93, second by Alderman Biondo.
Yes: Thatcher, Biondo, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
RESOLUTION 2015-079 Alderman Thatcher moved to approve Resolution 2015-079
Police Purchase Ammunition authorizing and approving the purchase of ammunition from Gulf
States distributors in an amount not to exceed $14,999.00, second
by Alderman Biondo.
Yes: Thatcher, Biondo, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.

REGULAR AGENDA
BILL NO. 2015-066 City Clerk Robin Kincaid gave first reading of Bill No. 2015-066.
CO 2 HB Construction Community Development Director Mike Duffy explained that this is
a reduction to the YF- CDBG agreement for the 41St and Helena
project.
Alderman Thatcher moved to accept first reading and place Bill
No. 2015-066 on second and final reading, second by Alderman
Bowman.
Yes: Thatcher, Bowman, Biondo, Super, Homer, and Pruett.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2015-066 and enact said
bill as ordinance, second by Alderman Biondo.
Yes: Pruett, Biondo, Bowman, Homer, Super, and Thatcher.
Motion carried 6-0.
CITY ADMINISTRATOR Acting City Administrator Mike Duffy announced that the 2016
Municipal Election filing will open on Dec. 15, 2015 at 8:00 a.m.
He also reported that he had another meeting with the South
Platte Ambulance District and told them the options from the
Board. They have selected the option for the lump sum payment.
City Attorney Campo will create an agreement that will be brought
to you for approval at the next meeting or on Jan. 5'.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report. Alderman Super inquired on the YF security
issues and Major Skinrood briefed the Board on the situation.
Acting City Administrator Duffy also explained that options are
being reviewed and will be brought back to the Board.
PUBLIC WORKS Public Works Director Tom Wooddell stated that his crews were
out three times treating roads last weekend, in response to the
inquiry from Mayor Rose. Acting City Administrator Duffy noted
that the Public Works department reported some private owned
irrigation systems that have not been winterized and shut off,
causing issues on the streets. We are contacting the owners to
resolve the situations.
LEVEE BOARD Alderman Super commented that the Levee District has put the
Corp of Engineers on notice that they are not going to participate
on any correction to the Q 1 issue.

MAYOR'S DISCUSSION Mayor Rose reminded everyone of all the Christmas festivities
ahead: Tree Lighting -Thursday evening, City Christmas Dinner—
Sunday evening and the Senior Lunch—Tuesday.
BOARD OF ALDERMEN Alderman Homer— Nothing to report.
Alderman Pruett— Nothing to report.
Alderman Bowman — I attended the promotion ceremony last night
and the schooling they must do, is quite impressive, they go
through a lot of work for those achievements.
Alderman Biondo— Echo Alderman Bowman's comments.
Alderman Thatcher— I hear a lot of awesome remarks from many
areas, not just our residents, about the City of Riverside.
Alderman Super— Nothing to report.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:28 p.m.,
second by Alderman Biondo.
Yes: Thatcher, Biondo, Super, Homer, Pruett, and Bowman.
