Board of Aldermen of City of Riverside, Missouri
November 18, 2008
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall of
Riverside, Missouri, on November 18, 2008 at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Darata, Hurt, Salyer, Bmns and Super.
Also present were David Blackburn, City Administrator, Mike Duffy, Director of Community Development,
Louise Rusick, City Clerk, Chief Greg Mills, Public Safety, Meredith Hauck, Coordinator of Communications and
External Affairs, Donna Resz, Finance Duector, Jefl'Rupp, Director of Public Works, and John McClelland, City
Attorney.
Pledge of Allegiance Mayor Rose started the recital of the Pledge of Allegiance with the audience
joining in.
Mayor Rose announced the fnst order of business for a motion to be made.
Motion to Amend the Alderman Hurt moved to amend the agenda for this evening's meeting to add
Agenda, Approved Ordinance No. 2008-113 that was tabled at the October 21, 2008 meeting, seconded
by Alderman Darata, the vote was:
Aye: Aldermen Salyer, Darata, Fuller, Bmns, Hurt and Super.
Motion carries.
Mayor Rose asked for any comments from the public and there were none.
City Administrator David summarized the report as follows:
Report Gary McMullin spoke to the board regarding the Citizen Police Academy (CPA). This is
in the preliminary stages of putting it together. January 12a' is the start date. Volunteers
~yill participate, citizens part-time to provide services to the City. There has been no
interest as yet. There will be criminal and history investigations done before volunteers
are accepted. High School students that are 18 and above will be invited to come into
Public Safety and take a look at what they do.
Donna Resz and Luther Solomon attended the Missouri Local Government Employees
Retirement (LAGERS) meeting held its 41" annual meeting October 23`d and October
24th. Officer Solomon submitted a report after the meeting stating that LAGERS is in
"good shape" stating the fund has a good cash flow.
Public Safety will be evaluating a Dodge Charger police demo vehicle. During this time,
each officer that drives the car will complete a one page evaluation that will be given
back to Dodge when the car is returned.
Public Works has completed the Snow and Ice Control Plan. Additimrally, the Public
Work Operations Manual is being worked on.
Three Thousand Tlnee Hundred Thirty individuals attended 80 programs at the
Community Center during October. This is a 54% increase in attendance and 27%
increase in programming from October 2007.

For the Healthy Citizens Initiative attendance there were 197 units, 676 total people and
950 accesses for October.
The Ciry calendar for November/December is November 17's is the Tourism
Commission, November 18'x, Board of Aldermen meeting, November 27, 28
City Offices are closes, December 4, Holiday Lighting Ceremony and December
7, Employee Holiday Party.
For Code Enforcement there was from the previous total 655 violations, 621
resolved, 29 pending and no summons issued. There was 1 abandoned vehicle,
18 property maintenance and 3 tall grasshveeds violations,
There were 3 miscellaneous permits issued and 24 inspections completed.
There were 2 change of use permits issued.
Cook, Flatt and Strobel representatives are working on the punch list items for the
2008 Sheet Program. The 9 Highway ramp is on hold awaiting approval from MoDot to
close the ramp. Another bid is being put together from Fahey to do the outer road of
US 69 to compare the price quoted to us by McAnany.
Currently, the contractor is fmishing storm sewer work along W, Platte Road for the
Line Creek Bridges project. Paving of the base course at each end of the bridge is
beginning and will continue as weather permits.
Installation of the Argosy crosswalk serving employees is nearing completion. The
contractor is finishing the installation of the LED lights in the pavement.
Final completion for the Welcome Plaza will be moving into the New Year.
Rock base has been laid for southbound lanes of 9 Highway. Fill Work is completed
for the 9 Highway and Vandepopnlier intersection. Girders are set for the Horizon
Bridge and decking will begin. Temporary signal is in place at 9 Highway and
Northwood Road, construction of permanent signals is proceeding.
Notice to proceed was issued August 28's for the lift station. The time flame for
completion is late summer 2009.
Staff has held its first meeting with the contractor for the Kansas Ciry Art Institute,
which is taking approximately 5,000 s.f. in Building A.
Work continues in Montabella on the amenities package at the entrance. Landscaping
for the water feature and entry monument at 9 Hwy and Northwood has been
completed.
Alderman Hurt asked about the water feature and David said landscaping and power
underneath the road has taken place.
Alderman Super asked how many Riverside residents attended the Community Center
programs. Meredith said she didn't know, but would find out.
Court Report Alderman Darata moved to approve the Court Report for October 2008, seconded by
Approved Alderman Fuller, the vote was:

Mike Duffy's report Mike said the contractor is ready to start laying asphalt at the HorizonsBte 9 project and
for the City Engineer it is there goal to get the work done by December ls`. The base course will be laid and
there, but will still need to lay a 2" surface course in the spring.
Horizons north will not be able to be opened temporarily because they are still
doing bridge work. Grading has been completed at the new Vandepopulier ramp right in-
right-out.
Shafer, Kline & Warren Matt said the SOa' Sheet/Gateway bio-retention project is for the most part done.

Parks Report Meredith provided the board with a memo on the new rates for the parks.
The current rates for the shelters on an average are 64% higher for residents and 500%
higher for non-resident/commercial. A list of the fees were dishibuted to the board that
were established in 2003. There is no deposit charged at Renner Brenner and an
unspecified commercial fee. There is 2 small shelters shown at the E.H. Young Park, but
they are open for public use with no reservations.
Meredith said there was a long discussion with the Park Board about keeping the park
clean with people renting, time frame for renting as now the renter can have the shelter
all day and how to keep people from using the facilities. Tlus can't be enforced on the
weekends as there isn't enough staff to enforce this. The discussion was how to
coordinate all of this with the Tourism Board.
Comparisons were done with other cities on fees and electricity provided and the
majority of parks provide electricity except the Mission parks.
The proposed fees are
Resident Non-Resident
EH Young large shelters: $100 deposit, $50 fee $150 deposit, $150 fee
E.H. Young Amphitheater: $100 . $75 fee $150 deposit, $150 fee
Commercial fees for both $150 deposit and $150 fee
The fees proposed are a lower deposit for residents and the fees have been cut in half
for non-residential and commercial. Alderman Darata mentioned her concern with
residents deposits, but has no problem with non-resident and commercial deposits.
When a shelter is reserved, Public Safety and Public Works gets a copy of the reservation
and it is posted at the shelter house. If anyone other than the renter is at the shelter house
at the time of the rental and they wmr't leave, Public Safety or if Public Works is
available, they are notified to take care of the situation. Alderman Super's suggestion was
for Public Safety to go through the Park at the time of a reservation and verify that is the
person that has the shelter reserved. It is a first come, fast serve for the shelters if they are
not reserved. The Park Board agreed that all day rentals are okay.
Levee Board Report Alderman Hurt said Don Coleman was appohrted as the new Chairman for the Levee
Board. Ken Millsap is a new member. Holliday Sand has donated 1,200 tons of sand.
The report out is out on the levee. There was one hail meeting and another one planned
with the Levee District, Public Safety, County Parks and things are getting taken care
of regardurg the trail system. The Black & Veatch report is out tomorrow and is being
sent to the Corps of Engineers and will be forwarded to the City of Riverside and the
levee minutes are in the board of aldermen packet.

We passed the yearly inspection held by the Corps of Engineers on the levee.
John McClelland, City Attorney gave a brief summary on the amount spent by the city as

John left a notebook with details of legal fees for the year. Alderman asked that the board
receive a cliffnotes report of the notebook of fees.
Public Safety Chief Mills presented a request to approve the Uniform & Personal Appearance Procedural
Comment Hrstmctions.
Mayor Rose polled the board asking for any objections for the Uniform & Personal
Appearance Procedural Instmction for Public Safety that Chief Mills submitted. There
were no objections from the board members.
Public Works Jeff gave the board an nhnost complete copy of the snow and ice plan. This plan
Comments is the operational plan that covers the basic plan for snow and ice conttol, but there is
additions and final mapphrg that goes in the book. The contents of the book include
the Snow and Ice Control Plan, Storm Classifications, Service description, General
Policies, Response Procedures, Contractor Operational Procedures and Manpower and
Equipment.
This information Jeff is reporting came from the National APWA Congress
that Jeff and Larry Meyer attended earlier this year. It was strongly suggested
the City have a written plan and this is the fnst skeletal document for that plan.
The other document is the National Organizations Public Works Management Director
Manual practices that will work into the operations manual. This has 25-30 points for
a Pubic Works Director to manage with. This will be a very detailed manual. The goal is to
Finish this by budget time. When this is finished, it will go to the APWA for
accreditation although this submission is costly. Alderman Darata asked how costly
and Jeff said $6,000 for a small city. If no one responds this will be brought back to
the board.
Surplus Vehicle bids were advertised (6 items) 1984 Ford 4610, 1984 blade for 4610
tractor, 1988 GMC'/< ton 4x4 pickup with spreader, 1997-T Rhino flail mower, 1984, 84"
Mins. 11/18/08 Rhino pull type brash hog mower and 1997 scag zero turn mower.
Mayor Rose suggested other departments that use the equipment. Alderman Hurt asked
how we can get the word out to surrounding communities. Jeff said we can do that
several different ways. The board prefers to see if other cities would like the equipment.
Bids tabled for Alderman Super made a motion to table the bids for the Public Works equipment, seconded

Mayor's Comments Mayor Rose said the Platte County Parks and Recreation Dept. is in the process of
having some informal meetings with different groups {sending out a card) seeking ideas
and information to Platte County residents for the P]atte County Parks and Recs. Mayor
Rose said she attended the volleyball tournament with 20 (co-eds) people per game and the
finals on Sunday.
Mayor Rose and David Blackburn attended the police awards at the Mariott and watched
as Jesse Winson receive an award. David Blackburn started the team meetings again at
City Hall. The `Quiet Zones' are being worked on and to be completed by April.
Mayor Rose attended the Tourism/Park Board meetings and it is great to have people
appointed and they're working hard. Mayor Rose attended the Transit Meeting at
MARC and summed up the recent vote. It was decided to take a more regional approach.
The Economic Development Awards Luncheon is coming up December 12's.
There is a new idea in a small town in Iowa; they took all citizens pictures in black and
white and put them away for 25 years, then they will seek those people out in 25 years.
Mayor Roses' suggestion is for us to do that and put the pictures in our time capsule.
Aldermen comments Alderman Hurt said on Tuesday he was at St. Pius High School for a Veteran's Day
Program to honor W WII Vets and terminally ill Vets. to raise funds and they will match it
to recognize American veterans for their sacrifices and achievements by flying them to
Washington, D.C to see the memorial at no cost. Anyone wanting to check this out can
log onto honorflight.org.
Alderman Super said asked about the water feature on the north side of West Platte and
Valley Lane asked what the schedule for this is. Mike said we are looking at it up and
running in the spring. The fence across the levee that was replaced with wrought
iron improved the looks.
