HomeMy WebLinkAbout2015-12-15 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, December 15, 2015 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, December 15, 2015. Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, and Al Bowman. Aldermen Chet Pruett and Aaron Thatcher were absent. Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Finance Director Donna Oliver, City Engineer Travis Hoover, Public Works Director Tom Wooddell, and City Administrator Greg Mills. City Attorney Paul Campo and Special Counsel Joe Bednar were also present. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:30 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or ail proposals are rejected, second by Alderman Super. Yes: Homer, Super, Bowman, and Biondo. Motion carried 4-0. MOTION TO ADJOURN Alderman Biondo moved at 7:00 p.m. to adjourn closed CLOSED @ 7:00 P.M. session with action taken, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, and Super. Motion carried 4-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, and Ron Super. Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, and Major Chris Skinrood. Also attending was City Attorney Paul Campo. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Biondo, Bowman, Super, and Homer. Motion carried 4-0. MINUTES OF 12-01-15 Alderman Biondo moved to approve the minutes of the December 1, 2015 meeting, second by Alderman Bowman. Yes: Biondo, Bowman, Super, and Homer. Motion carried 4-0. COURT REPORT Alderman Biondo moved to approve the Court Report for NOVEMBER 2015 November, 2015, second by Alderman Bowman. Yes: Biondo, Bowman, Super, and Homer. Motion carried 4-0. RESOLUTION 2015-080 Alderman Biondo moved to approve Resolution 2015-080 Bill Pay authorizing the expenditure of funds for fiscal year 2015- 2016, for weeks ending December 4th and December 11`h in the amount of$918,743.59, second by Alderman Bowman. Yes: Biondo, Bowman, Super, and Homer. Motion carried 4-0. RESOLUTION 2015-081 Alderman Biondo moved to authorize the purchase of auto and MoPerm Annual Renewal liability insurance from the Missouri Public Entity Risk Management Fund Insurance for 2016, in an amount not to exceed $85,592.00, second by Alderman Bowman. Yes: Biondo, Bowman, Super, and Homer. Motion carried 4-0. RESOLUTION 2015-082 Alderman Biondo moved to award the bid for the Riverside City Swimming Pool Paint Bid Swimming Pool Paint Project and approve the agreement with Award Sterling Construction, LLC, second by Alderman Bowman. Yes: Biondo, Bowman, Super, and Homer. Motion carried 4-0. RESOLUTION 2015-083 Alderman Biondo moved to approve an agreement with the Agreement with Southern Southern Platte County Ambulance District, second by Alderman Platte Co. Ambulance Dist. Bowman. Yes: Biondo, Bowman, Super, and Homer. Motion carried 4-0. 2 REGULAR AGENDA PUBLIC HEARING Mayor Rose opened the public hearing at 7:08 p.m. to consider 700 NW Argosy Parkway approval of the request at 700 NW Argosy Parkway, in the City of Riverside, Platte County, Missouri. Community Development Director Mike Duffy said that this issue went to the Planning and Zoning Commission on Thursday and gave details of the request for rezoning. The Planning and Zoning Board approved this request with conditions, unanimously. Mayor Rose asked Homer Williams with WSKF Architects to come up and provide information on the company that is making this request. Mayor Rose asked if there were any further comments or questions and seeing none, the public hearing was closed at 7:15 p.M. BILL NO. 2015-067 City Clerk Robin Kincaid gave first reading of Bill No. 2015-067. Rezone Lot 3 and Easement Alderman Biondo moved to accept first reading and place Med4Home Bill No. 2015-067 on second and final reading, second by Alderman Super. Yes: Biondo, Super, Homer, and Bowman. Motion carried 4-0. Alderman Homer moved to approve Bill 2015-067 and enact said bill as ordinance, second by Alderman Bowman. Yes: Homer, Bowman, Biondo, and Super. Motion carried 4-0. BILL NO. 2015-068 City Clerk Robin Kincaid gave first reading of Bill No. 2015-068. Fire New Hire -Schleicher Alderman Homer moved to accept first reading and place Bill No. 2015-068 on second and final reading, second by Alderman Bowman. Yes: Biondo, Bowman, Super, and Biondo. Motion carried 4-0. Alderman Bowman moved to approve Bill 2015-068 and enact said bill as ordinance, second by Alderman Biondo. Yes: Bowman, Biondo, Super, and Homer. Motion carried 4-0. CITY ADMINISTRATOR Acting City Administrator Mike Duffy explained the 2016 Municipal General Election filings opened this morning. Mayor Rose and Alderman Homer have both signed up for re-election. The annual contract with the KCATA is up for renewal. Service will remain the same and cost has increased approximately $400 for 2016. We also discussed other options with other partners to get our residents to more areas. The KCATA contract renewal will be on the January 5`h meeting agenda. COMMUNITY DEVELOPMENT Nothing t0 report. ENGINEERING Nothing to report. 3 FINANCE Finance Director Donna Oliver gave an update on the audit report. PUBLIC SAFETY Fire Chief Gordon Fowlston announced that Santa will be making his rounds to the Riverside residents on Saturday, Dec. 19th. Major Chris Skinrood reported that Saturday, Dec. 12th we held the annual Shop with a Cop and had 39 children show up for the event and 98% of them were from Riverside. The children purchased $7,800 worth of gifts. PUBLIC WORKS Nothing this evening. LEVEE BOARD Alderman Super noted that the latest news from BNSF is that they will make a change to the rolling gate at Q1. MAYOR'S DISCUSSION Mayor Rose reported that she, Alderman Super, Mike Duffy, Jackie Carlson, and Sarah Wagner all attended the PCEDC Annual Awards Banquet. Riverside businesses won six of 15 awards. Our honoree was Orange EV. Eagle Animal Hospital, Martinrea, Yanfeng, Seattle Fish, US Farathane, and Premium Waters were all received awards. It was a very nice event. BOARD OF ALDERMEN Alderman Homer— Nothing to report. Alderman Bowman — Nothing to report. Alderman Biondo— Inquired about security at YF. Major Chris Skinrood reported that Riverside is working security there again. Discussion was held by staff and Board regarding many issues there. Alderman Biondo also reported that the Tourism Commission met last night and awarded $172,000 in grant funds. Two that stood out were The Taste of Africa that received 16,000 and the Dust Bowl Jamboree doubled their grant funds from last year. Alderman Super—The Riverside Chamber of Commerce held their Annual Banquet at Argosy on Dec. 10th. Mayor Rose gave a very nice "State of the City" talk. We have accomplished a lot in the last year. Discussion regarding donation boxes was held. Acting City Administrator Mike Duffy responded that staff is looking at the options available. City Attorney Campo also added information about charitable speech and our zoning ordinances. We will begin with a parcel inventory.
