REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 5, 2016
6:15 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 5, 2016.
Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, Chet Pruett,
and Al Bowman.
Also present were City Administrator Greg Mills, Community Dev. Mike Duffy, City Clerk Robin
Kincaid, and City Engineer Travis Hoover. Also present were City Attorney Paul Campo and
Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected, second by Alderman Homer.
Yes: Thatcher, Homer, Super, Biondo, Bowman, and Pruett.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:41 p.m. to adjourn closed
CLOSED @ 6:41 P.M. session with no action taken, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Aaron Thatcher, Chet Pruett, and Ron Super.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Fire Chief Gordon Fowlston, City Engineer Travis Hoover,
and Police Captain Gary McMullin. Also attending were City Attorney Paul Campo and Special
Counsel Joe Bednar.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

CONSENT AGENDA Alderman Biondo moved to approve the consent agenda
as presented, second by Alderman Bowman.
Yes: Biondo, Bowman, Thatcher, Pruett, Homer, and Super.
Motion carried 6-0.
MINUTES OF 12-15-15 Alderman Biondo moved to approve the minutes of the December
15, 2015 meeting, second by Alderman Bowman.
Yes: Biondo, Bowman, Thatcher, Pruett, Homer, and Super.
Motion carried 6-0.
RESOLUTION 2016-001 Alderman Biondo moved to approve Resolution 2016-001
Bill Pay authorizing the expenditure of funds for fiscal year 2015-
2016, for weeks ending December 18th, December 25th, and
January 15' in the amount of$1,076,756.26, second by Alderman
Bowman.
Yes: Biondo, Bowman, Thatcher, Pruett, Homer, and Super.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2016-001 City Clerk Robin Kincaid gave first reading of Bill No. 2016-001.
Public Works New Hire- Darby Alderman Thatcher moved to accept first reading and place Bill
No. 2016-001 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Homer, Super, Pruett, and Bowman.
Motion carried 6-0.
Alderman Homer moved to approve Bill 2016-001 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Homer, Thatcher, Super, Pruett, Bowman, and Biondo.
Motion carried 6-0.
BILL NO. 2016-002 City Clerk Robin Kincaid gave first reading of Bill No. 2016-002.
KCATA Annual Contract Alderman Thatcher moved to accept first reading and place Bill
No. 2016-002 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Homer, and Pruett.
Motion carried 6-0.
Alderman Biondo moved to approve Bill 2016-002 and enact said
bill as ordinance, second by Alderman Pruett.
Yes: Biondo, Pruett, Thatcher, Bowman, Homer, and Super.
Motion carried 6-0.
BILL NO. 2016-003 City Clerk Robin Kincaid gave first reading of Bill No. 2016-003.
3RD Amendment GSBR Sale Alderman Thatcher moved to accept first reading and place Bill
No. 2016-003on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Pruett, Homer, Super, and Bowman.
Motion carried 6-0.
Alderman Homer moved to approve Bill 2016-003 and enact said
bill as ordinance, second by Alderman Bowman.

BILL NO. 2016-004 City Clerk Robin Kincaid gave first reading of Bill No. 2016-004.
Amend Premium Water Sale Alderman Thatcher moved to accept first reading and place Bill
No. 2016-004on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Super, Bowman, Homer, and Pruett.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2016-004 and enact said
bill as ordinance, second by Alderman Bowman.
Yes: Pruett, Bowman, Biondo, Super, Thatcher, and Homer.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Greg Mills announced that the 2016 Municipal
Election filing will close on January 19`h and those that have filed
to date.
He also reported the events in Jefferson City for legislative issues
on February 1s`, February 9 and 10 and February 29th. The Board
gave general consensus to be a Bronze sponsor for$500.00 for
the Feb. 29th event.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE City Administrator Greg Mills discussed the scheduling of the first
budget workshop. It was decided to have the first meeting on
Saturday morning, February 13th at 8:00 a.m.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super commented that the next Levee District meeting
will be the third Wednesday of the month.
MAYOR'S DISCUSSION Mayor Rose discussed the Missouri American Water Rate
Increase hearing that is scheduled for February 1, 2016. We want
to make sure that our residents are aware of this hearing. The
other topic is to offer health insurance to the elected officials. We
would like to ask staff to prepare an amendment to the city code,
making this possible for those elected this year.
BOARD OF ALDERMEN Alderman Biondo —Thanked Mike Duffy for covering as Acting
City Administrator plus his regular job for the last few months and
doing a fine job.
Alderman Thatcher— Nothing to report.

Alderman Homer— Nothing to report.
Alderman Pruett—Announced his plans to re-file for Alderman.
Alderman Bowman— Nothing to report.
MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:18 p.m.,
second by Alderman Bowman.
