REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 19, 2016
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 19, 2016.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, Chet Pruett,
and Al Bowman.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Finance Director Donna Oliver, and Fire Chief Gordon Fowlston. Also present were
City Attorney Paul Campo and Special Counsel Joe Bednar (by phone).
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021 (2) Leasing, Purchase or sale of
real estate, second by Alderman Biondo.
Yes: Homer, Biondo, Bowman, Pruett, Thatcher, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Biondo moved at 6:31 p.m. to adjourn closed
CLOSED @ 6:41 P.M. session with no action taken, second by Alderman Bowman.
Yes: Biondo, Bowman, Homer, Pruett, Super, and Thatcher.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Aaron Thatcher, Chet Pruett, and Ron Super.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon
Fowlston, City Engineer Travis Hoover, Police Captain Gary McMullin, Finance Director Donna
Oliver, and Major Chris Skinrood. Also attending was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

PRESENTATION Finance Director Donna Oliver introduced Kristen Hughes with
RSM US, LLP to present their audit report for the fiscal year
ending June 30, 2015.
CONSENT AGENDA Alderman Biondo moved to approve the consent agenda
as presented, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Bowman, Super, and Homer.
Motion carried 6-0.
MINUTES OF 01-05-16 Alderman Biondo moved to approve the minutes of the January 5,
2016 meeting, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Bowman, Super, and Homer.
Motion carried 6-0.
MINUTES OF 01-11-16 Alderman Biondo moved to approve the minutes of the January
11, 2016 meeting, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Bowman, Super, and Homer.
Motion carried 6-0.
COURT REPORT Alderman Biondo moved to approve the December 2015 Court
Report, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Bowman, Super, and Homer.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2016-005 Prior to the first reading of Bill No. 2016-005, Alderman Super
Amend Code- Insurance moved to postpone Bill No. 2016-005 at this time, second by
Alderman Pruett. Alderman Thatcher moved to amend the
original motion to state that Bill No. 2016-005 would be back in
two weeks, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super.
Motion carried 6-0.
The roll was then called for the original motion by Alderman Super
moving to postpone Bill No. 2016-005 at this time, second by
Alderman Pruett.
Yes: Super, Pruett, Bowman, Homer, Thatcher, and Biondo.
Motion carried 6-0.
BILL NO.2016-006 City Clerk Robin Kincaid gave first reading of Bill No. 2016-006.
CO 11 Kissick Construction City Engineer Travis Hoover gave review of the credit on this bill
to close out the project. Alderman Thatcher moved to accept first
reading and place Bill No. 2016-006 on second and final reading,
second by Alderman Super.
Yes: Thatcher, Super, Pruett, Homer, Bowman, and Biondo.
Motion carried 6-0.
Alderman Biondo moved to approve Bill 2016-006 and enact said
bill as ordinance, second by Alderman Pruett.
Yes: Biondo, Pruett, Thatcher, Super, Bowman, and Homer.
Motion carried 6-0.

BILL NO. 2016-007 City Clerk Robin Kincaid gave first reading of Bill No. 2016-007.
Appoint Legal Counsel Alderman Thatcher moved to accept first reading and place Bill
Littler Mendelson, PC No. 2016-007 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Homer, Bowman, Super, and Pruett..
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2016-007 and enact said
bill as ordinance, second by Alderman Bowman.
Yes: Pruett, Bowman, Thatcher, Biondo, Homer, and Super.
Motion carried 6-0.
BILL NO. 2016-008 City Clerk Robin Kincaid gave first reading of Bill No. 2016-008.
Collective Bargaining Alderman Thatcher moved to accept first reading and place Bill
No. 2016-008 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Super, Bowman, Pruett, and Homer
Motion carried 6-0.
Alderman Biondo moved to approve Bill 2016-008 and enact said
bill as ordinance, second by Alderman Homer.
Yes: Biondo, Homer, Bowman, Pruett, Super, and Thatcher.
Motion carried 6-0.
RESOLUTION 2016-002 Alderman Thatcher moved to approve Resolution 2016-002
Bill Pay authorizing the expenditure of funds for fiscal year 2015-2016, for
weeks ending January 8`h and January 15th in the amount of
$382,901.16, second by Alderman Biondo.
City Administrator Greg Mills explained the reason the Bill Pay
Resolution was moved to the regular part of the agenda and the
fact there is a need to amend the amount stated in the resolution.
Due to a payment from Fund 40 that will be delayed since there
has been no response from the interested party as needed prior to
payment, it is required to be removed from the Bill Pay Resolution
No. R-2016-002 reducing the total by -$99,185.29 making the total
amount for R-2016-002 $283,715.87.
Following this discussion Alderman Thatcher stated the previous
motion be amended as stated for a total bill pay of$283,715.87,
second by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Super, and Pruett.
No: None.
ABSTAIN: Bowman.
Motion carried 5-0-1.
CITY ADMINISTRATOR City Administrator Greg Mills announced that the filing for the
2016 Municipal Election closed today. There is only one
contested race and that is for the office of Mayor, Kathy Rose and
David Hurt have filed.
He also reported the Rinker Property needs to have new plats for
two separate parcels. We got three written bids to have this work
done, if there is no objection we will have this done with the lowest

bidder to do the plat work. There was no objection from the
Board.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING City Engineer Travis Hoover explained three-phase work by
KCP&L. Discussion of electrical lines being underground or
overhead was held.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report. Mayor Rose and others gave kudos to the
Public Works Department for their efficiency and hard work on the
streets during the inclement weather today and Sunday.
Mayor Rose received praise from a resident regarding Officer
Digeronimo's handling of a situation.
LEVEE BOARD Alderman Super commented that there will be a meeting
tomorrow.
MAYOR'S DISCUSSION Mayor Rose presented to the Northland Leadership Class last
week along with several other Mayors. There is the MML West
Gate meeting on January 28th in Lee's Summit.
BOARD OF ALDERMEN Alderman Biondo — Nothing to report.
Alderman Thatcher— Nothing to report.
Alderman Super—We attended the Northland Regional Chamber
Annual Banquet Saturday night that was a very nice event.
Alderman Homer— Nothing to report.
Alderman Pruett— Nothing to report.
Alderman Bowman — Nothing to report.
MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:35 p.m.,
second by Alderman Thatcher.
Yes: Biondo, Thatcher, Bowman, Super, Pruett, and Homer.
