WORKSHOP AND REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 2, 2016
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
February 2, 2016.
Mayor Rose called the workshop session to order at 6:00 p.m. Those in attendance were
Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Aaron Thatcher, Chet
Pruett, and Al Bowman.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, and Finance Director
Donna Oliver. Also present was City Attorney Paul Campo.
WORKSHOP Finance Director Donna Oliver discussed the possibility of trying
to refund the 2007 Bonds. Market was not favorable last year,
but Stifel has approached the City and feel this might be the time
to try this process again. Carl Ramey with Stifel and Dennis
Lloyd with Columbia Capital were introduced. Reasons to move
forward now along with a few different approaches were
proposed. Mr. Ramey reviewed their qualifications and goals.
Questions were asked by the Mayor and Board. There is an
ordinance on the regular agenda to hire Stifel, Nicolaus &
Company, Inc. as bond underwriters and this is the first step in
formally pursuing the refunding of bonds. Staff will bring more to
the Board before further action is taken.
HEALTH INSURANCE Mayor Kathy Rose had a handout given to each Board member
and she led discussion on the issue of health insurance
coverage for the elected officials. There was an ordinance
prepared by our city attorney to have the Board consider.
Discussion was held among the Board, Mayor and those wishing
to speak in the audience.
Jim Frakes— Indian Hills resident stated his concerns with
health insurance coverage for the elected officials.
Terry Buller-4415 NW Pawnee— He discussed disapproval of
moving targeted funds as discussed by the bond underwriters
and reviewed his issues with the health insurance coverage for
elected officials.
Glenda Blackburn —4313 NW 52ND Street— Shared comments
against the health care coverage for elected officials.
City Attorney Paul Campo stated that there is specific state law
that authorizes elected officials to receive health insurance.
Terry Buller-4415 NW Pawnee —Added further comments
against the health insurance issue.

Judy Hubble —2001 NW Woodland Road —Added her concerns
regarding the health insurance to the elected officials.
Terry Buller—4415 NW Pawnee — gave further comments on
the insurance issue.
Leland Finley— 913 NW Valley Lane —Asked questions about
the insurance being considered income for tax purposes and
eligibility along with other concerns.
Jerry Pietsch—4519 Apache Dr. — Discussed the issue of trust
in the positions the Board holds and noted that he does not
support the health insurance issue but trusts them to do the right
thing.
Workshop ended at 7:00 p.m.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al
Bowman, Aaron Thatcher, Chet Pruett, and Ron Super.
Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon
Fowlston, City Engineer Travis Hoover, Police Major Chris Skinrood, Finance Director Donna
Oliver, and Recreation Supervisor Lori Boji. Also attending was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda
as presented, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
MINUTES OF 01-19-16 Alderman Thatcher moved to approve the minutes of the January
19, 2016 meeting, second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2016-005 City Clerk Robin Kincaid gave first reading of Bill No. 2016-005.
Amend Code - Insurance Alderman Thatcher moved to accept first reading and place Bill
No. 2016-005 on second and final reading. Bill No. 2016-005 died
for lack of second on the motion.

BILL NO. 2016-009 City Clerk Robin Kincaid gave first reading of Bill No. 2016-009.
MDA Developer Fee City Administrator Greg Mills explained that this is the bill that was
Riverside Horizons, LLC pulled from the previous meeting awaiting information from
NorthPoint Development and Riverside Horizons LLC, prior to
approval and that information has now been received.
Alderman Thatcher moved to accept first reading and place Bill
No. 2016-009 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Homer, Pruett, Bowman, and Super.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2016-009 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Super, Homer, Biondo, and Bowman.
RESOLUTION 2016-003 Alderman Thatcher moved to approve Resolution 2016-003
Bill Pay authorizing the expenditure of funds for fiscal year 2015-2016, for
weeks ending January 22nd and January 29th in the amount of
$258,421.71, second by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Super, and Pruett.
No: None
ABSTAIN: Bowman
Motion carried 5-0-1.
BILL NO. 2016-010 City Clerk Robin Kincaid gave first reading of Bill No. 2016-010.
Stifel, Nicolaus &Co Agreemnt Alderman Biondo moved to accept first reading and place Bill
No. 2016-010 on second and final reading, second by Alderman
Thatcher.
Yes: Biondo, Thatcher, Bowman, Super, Pruett, and Homer.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2016-010 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Pruett, Thatcher, Biondo, Homer, Bowman, and Super.
Motion carried 6-0.
BILL NO. 2016-011 City Clerk Robin Kincaid gave first reading of Bill No. 2016-011.
Final Plat Belgian Bottoms Community Development Director Mike Duffy reviewed the bill and
that it was heard by the Planning Commission and unanimously
voted to approve this final plat. Alderman Biondo moved to
accept first reading and place Bill No. 2016-011 on second and
final reading, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Super, Pruett, Homer, and Bowman.
Motion carried 6-0.
Alderman Pruett moved to approve Bill 2016-011 and enact said
bill as ordinance, second by Alderman Biondo.

Mayor Rose recused herself from the meeting and stepped to the
back of the room for the hearing of Bill No. 2016-012.
BILL NO. 2016-012 City Clerk Robin Kincaid gave first reading of Bill No. 2016-012.
Final Plat Burch Land Split Alderman Thatcher moved to accept first reading and place Bill
No. 2016-011 on second and final reading, second by Alderman
Biondo.
Yes: Thatcher, Biondo, Bowman, Super, and Pruett.
No: None.
ABSTAIN: Homer
Motion carried 5-0-1.
Alderman Pruett moved to approve Bill 2016-012 and enact said
bill as ordinance, second by Alderman Bowman.
Yes: Pruett, Bowman, Biondo, Thatcher, and Super.
No: None.
ABSTAIN: Homer.
Motion carried 5-0-1.
CITY ADMINISTRATOR City Administrator Greg Mills reminded the board that in January
of 2013 he brought a proposal to the Board for the Public Works
Department and the City Engineer complete office reconfiguration
of offices in city hall. That project went very well. Tonight if the
Board has no objections, we would like to approach
reconfiguration of office space at the community center in the
same manner with the City Engineer drawing up the plans and the
Public Works Department will do the demo and construction work.
This will be kept within the City Administrator's spending authority.
City Engineer Travis Hoover showed sketches to the Board.
Recreation Supervisor Lori Boji stated that this improvement is
long overdue and will be greatly appreciated.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy stated that MARC
STP has put out their call for projects for 2019 and 2020. We
have applied for these funds previously for trails and roads.
Portions of these funds were used to make improvements to the
intersection at Mattox Road and 9 Highway. Costs for signalizing
and making improvements to Mattox Road itself will be brought to
you at a future meeting and potentially apply for funds to help with
these improvements. We would be required to make a 20%
match. We are eligible for up to $500,000.
We did an analysis and determined that there are 24 structures
still in the city, after the levee was constructed that are within the
100 year flood plain or in the flood way. Fifteen structures are
residential. Alderman Homer and I met with SEMA today to
discuss potential possibility to apply for grant funds to do buy outs
of the residential properties. It helps to reduce repetitive loss
claims during flood events. Riverside is eligible for two programs
that we may apply for, if there is a flood event. It would be a 75125
grant match.

ENGINEERING City Engineer Travis Hoover discussed a contract we entered into
with Houston Excavating in May 2014 for fill dirt in the Horizons
area. We are at the point where we need another Chang Order to
continue getting more dirt at site 3, at the next regular meeting.
FINANCE Nothing to report.
PUBLIC SAFETY Fire Chief Gordon Fowlston announced that a young lady, Hanna
Morales began an internship with the Fire Department. She is a
senior at Park Hill South and will be here every weekday
afternoon until mid May.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super commented that things are proceeding in our
favor with Q1. The Corp is attempting to work with the Levee
District on designs to repair.
MAYOR'S DISCUSSION Mayor Rose reported that the hearing on the Missouri American
Water Rate Case was wonderful. There was a very good turnout
and many questions were asked. We also had many comments
from Montebella residents that have water quality issues. The
Public Service Commission heard many concerns yesterday. We
are moving forward with getting our testimony together to present
to the Public Service Commission. We will be having a town hall
meeting to gather all our information.
BOARD OF ALDERMEN Alderman Homer—We had a good turnout last night and good
conversations with our representatives. Our meeting with SEMA
this morning did seem to be very helpful for Riverside.
Alderman Super— In regards to an article in the newsletter, Mike
Duffy may help us with this, are the residents responsible for
repair of the sidewalks? No one was compensated for their
easements when the sidewalks were put in. Community
Development Director Mike Duffy responded and will double
check code information along with previous discussions and report
back to the Board at the next meeting.
Alderman Thatcher—Commented that it was good to see our new
residents participating in the Park Hill Hall of Fame dinner to see
how we partnership with Park Hill as well. I also appreciate
everyone coming out to the meeting this evening.
Mayor Rose commented that Carmen Locke (Riverside resident)
sang at the Hall of Fame opening and Alderman Thatcher's son
was honored at the dinner as well.
Alderman Biondo— I would also like to thank everyone for coming
this evening and providing your input in our discussions.

second by Alderman Thatcher.

Subject: 2. Health Insurance
Concerning Agenda 2 providing health care for the Mayor and Alderman. The Mayor and
Aldermen are not city employees, they are ELECTED.. Wouldn't this be a conflict of interest
and wouldn't your objective be lost?? Your personal gain and feelings would be lost and you
could not be objective as far as what is best for the city.
I need to know how many aldermen are covered by Medicare and how many are employed and
already have health insurance through their employers? Would this cover the family members
also? How will this affect city premiums? Why don' t you put this to a vote by the residents of
Riverside. This is s huge expense and should definitely be something residents vote on not the
board. You vote on everything concerning city residents---- we should be able to vote on this
decision for you.
Lenny and I cannot attend the meeting as he is in the hospital. Otherwise we would be there to
vote 100% AGAINST this....
In this unsettling time I do not believe the city needs additional expenses for personal gain. You
knew when you took the positions that health insurance was not provided and was not expected
to be provided. Public service is a public service job. Non gratis means no benefits. What has
happened to the alderman and Mayor that used to think about the city first rather than
themselves?

But the issue wasn't passed prior to the beginning of filing only after it was closed which gives the appearance
that the City didn't want to be transparent or give anyone else an incentive to run for office!! I would believe
that all of the elected officials who don't have corporate covered health insurance would be required to be
legally covered under AHCA???
But you have been helpful and unfortunately I have a Board meeting to attend this evening!!!
At least when Mayor Burch was covered she paid her own bill!!
I think if this passes that the City should start an exchange so that all the residents can get coverage!
I personally resent having MY tax dollars pay for the Elected Officials!
I have to pay for my own!
