HomeMy WebLinkAbout2016-03-01 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, March 1, 2016 6:15 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, March 1, 2016. Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, and Al Bowman. Aldermen Chet Pruett and Aaron Thatcher were absent. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, Finance Director Donna Oliver, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, and Police Major Chris Skinrood. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, RSMo610.021 (3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Super. Yes: Homer, Super, Bowman, and Biondo. Motion carried 4-0. MOTION TO ADJOURN Alderman Biondo moved at 6:53 p.m. to adjourn closed CLOSED @ 6:53 P.M. session with action taken, second by Alderman Bowman. Yes: Biondo, Bowman, Homer, and Super. Motion carried 4-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.M. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Frank Biondo, Al Bowman, Aaron Thatcher, and Ron Super. Alderman Chet Pruett was absent. Also present were City Administrator Greg Mills, City Clerk Robin Kincaid, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon 1 Fowlston, City Engineer Travis Hoover, Finance Director Donna Oliver, and Police Major Chris Skinrood. Also attending was City Attorney Paul Campo. Candidate Dave Hurt arrived at 7:09 p.M. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. Mayor Rose welcomed Dan Barnhart and Oren, his son, with Troop 378, attending this meeting to earn his Government badge. CONSENT AGENDA Alderman Biondo moved to approve the consent agenda as presented, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Homer, and Bowman. Motion carried 5-0. MINUTES OF 02-11-16 Alderman Biondo moved to approve the minutes of the February 11, 2016 meeting, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Homer, and Bowman. Motion carried 5-0. MINUTES OF 02-13-16 Alderman Biondo moved to approve the minutes of the February 13, 2016 meeting, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Homer, and Bowman. Motion carried 5-0. MINUTES OF 02-16-16 Alderman Biondo moved to approve the minutes of the February 16, 2016 meeting, second by Alderman Thatcher. Yes: Biondo, Thatcher, Super, Homer, and Bowman. Motion carried 5-0. RESOLUTION 2016-006 Alderman Biondo moved to approve Resolution 2016-006 Bill Pay authorizing the expenditure of funds for fiscal year 2015- 2016, for weeks ending February 19th and February 26`h in the amount of$56,286.52, second by Alderman Bowman. Yes: Biondo, Thatcher, Super, Homer, and Bowman. Motion carried 5-0. RESOLUTION 2016-007 Alderman Biondo moved to approve Resolution 2016-007 Mowing Contract Extension extending the City mowing and grounds keeping contract and Embassy Landscape agreement for 2016 with Embassy Landscape Group, in an amount not to exceed $52,980.00, second by Alderman Bowman. Yes: Biondo, Thatcher, Super, Homer, and Bowman. Motion carried 5-0. 2 REGULAR AGENDA RESOLUTION 2016-005 City Engineer Travis Hoover reviewed a PowerPoint presentation 2016 Street Maintenance showing areas that will be addressed with this project. Project Specifications Alderman Thatcher moved to approve Resolution 2016-005 approving specifications for the 2016 street maintenance project, second by Alderman Biondo. Yes: Thatcher, Biondo, Bowman, Super, and Homer. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Greg Mills announced the NRCC DC Fly-In for 2016 is scheduled for June 28—30 and asked the Board if they wish to participate this year and if they do, he needs to know who may be interested in attending. Following discussion the Board said they would like to participate. Frank Biondo and Aaron Thatcher will check their schedules and let the City Administrator know in a few days. City Administrator Mills asked the Board if they wish to move the first meeting in April since it is on Election Day. Consensus of the Board was to keep the meeting on Tuesday, April 5`h City Administrator Mills reported that the City had been approached by a Lilly Pad EV, who has contracted with KCP&L to install charging stations for electric cars in the metropolitan area. Installing three at our city parking lot will take 6 parking spaces and the City would pay fees for the first year. Following discussion of liability issues, maintenance, and other concerns, the Board gave a general consensus not to pursue charging stations at this time. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Major Chris Skinrood announced that an elective surgery on the new canine, Lynck, to tie his stomach to his rib cage will be done in the next few weeks. It will be done by laparoscopic surgery and be at a much lower fee than a regular surgery. This is common surgery for dogs with large chests. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super commented that it will be 60-90 days before the Corp of Engineers will have Q1 discussions resolved. 3 MAYOR'S DISCUSSION Mayor Rose stated concerns that many residents on High Drive and South Drive have about possible boxes being installed where the holes are located. City Engineer Travis Hoover was asked to check on this issue. The Kansas City Mayor's Prayer Breakfast was today with 27 area mayors attending. There was an outstanding speaker— Mindy Corporon. Her son and father were murdered in a hate crime in 2014. The entire event was wonderful. I have visited with Public Works Director Tom Wooddell about parks. I have a couple ideas to engage the Park Board in organizing a trail team and this would be for anyone utilizing our trails. I hope the Park Board will want to get involved in this idea. BOARD OF ALDERMEN Alderman Super—The letter from Velocity was interesting, regarding repayment of money to their company. City Administrator Greg Mills commented that he has spoken to Special Counsel Joe Bednar and he will prepare a response to the letter for Velocity. Alderman Homer— I have been invited to a meeting on Monday, for discussions regarding better access and utilization for the Missouri River. Mayor Rose asked where the City is on the Line Creek Study? Community Development Director Mike Duffy reported that it has moved up the list enough that it may be started this year and there will be no match funding required from the City. Alderman Bowman— Nothing to report. Alderman Biondo— Nothing to report. Alderman Thatcher— Reported that Time Warner is coming through his part of town putting in fiber and has come to his door talking and that is good news. City Administrator Mills is to check and see if Google is getting any closer to coming to Riverside. Alderman Super—Commented on the trip to the Northland Days at Jefferson City yesterday and that it was very well attended. MOTION TO ADJOURN Alderman Biondo moved to adjourn the meeting at 7:32 p.m., second by Alderman Thatcher. Yes: Biondo, Thatcher, Bowman, Homer, and Super. Motions carried 5-0.
