HomeMy WebLinkAbout2008-11-05 Park Board Minutes RIVERSIDE PARK BOARD MEETING MINUTES November 5, 2008 6:00 p.m. The Riverside Park Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion Road, Riverside Missouri 64150, on Wednesday, October 1, 2008. Those in attendance were: Julie Rule, Deborah Leader, Ron Carlson, Norma Parrot, Jim Frakes, Mayor Kathy Rose, Alderman Mike Fuller, Jeff Rupp, Director of Public Works, Meredith Hauck, Communications and External Affairs Coordinator and Sarah Wagner, Administrative Clerk. Approval of Julie Rule moved to approve the minutes of October 1, 2008 as corrected minutes from October 1, Jim Frakes seconded and the motion passed. 2008 NECCO Stephanie O’Dear and Anthony Simone gave a presentation to the Park Board about relocating Raiser their youth football organization to E.H. Young Park. Their current home field is in Football Claycomo. They are looking to update their facilities and were interested in Riverside as a Presentation possible location. They have three flag football teams and three tackle football teams. Norma Parrot asked if each team picked its own field. O’Dear explained that the league contracts with Kansas City, Missouri Parks for designated space in Kansas City Park, but there are teams in the league that are not in Kansas City. Alderman Mike Fuller asked how many fields they need. Simone said that they need one game field and open space to practice in. Norma Parrot asked when the games are played. Simone replied that the games are played on Saturdays and each team has four to five home games each season. Alderman Mike Fuller commented that the park is in a flood area and any infrastructure that the team needs is very costly in that area due to the flooding. O’Dear explained that they are a candidate for an NFL grant that would help with the cost of the added infrastructure for the program. Julie Rule commented that there is a list of a lot of stuff that would be needed in the park and it would be a lot to work around for all the events in the park. Meredith Hauck commented that she would talk to Mike Duffy, Director of Community Development to see what other options there are for future development of this type in Riverside. The Park Board agreed that E.H. Young was not the place to relocate the NECCO Raiders football team because of the flooding risk and limitations the needed structures would place on the multi-purpose use of the park. Renner William Fry with Fry and Associates came back to the Park board with a proposal for the Brenner playground feature they designed. He presented two options, one with the Play Matta base Playground around all the equipment and one with the Play Matta base around everything but the swings. The swings had a wood fiber base to save on cost. The Board agreed unanimously to keep the Play Matta around all of the equipment. Julie Rule commented that there is room at Renner Brenner for the equipment in the area that the Board had designated, but the planting bed would have to be eliminated. Rule said that she had spoken with Gary Brenner and he had no attachment to the planting bed. She also discussed the different mounting methods for the playground equipment. The first option is to drill holes and secure the equipment with concrete. The other method is to lay a concrete slab and mount the posts to the concrete slab. Gary Brenner said that he was more comfortable with drilling the holes which is also the less costly of the two. The Board discussed their remaining budget for this year and decided not to replace the shelter house to cover the cost of the new playground equipment. Rental Rates Meredith Hauck gave a presentation on the rental rates for Renner Brenner and E.H. Young Park. The Board decided: - EH Young Large Shelters Resident: $100 deposit; $50 rental fee o Non-Resident: $150 deposit; $150 rental fee o Commercial: $150 deposit; $150 rental fee o - EH Young Amphitheater Resident: $100 deposit; $75 rental fee o Non-Resident: $150 deposit; $150 rental fee o Commercial: $150 deposit; $150 rental fee o - Renner Brenner Rates to stay the same Adjournment The meeting was adjourned by unanimous consent.
