AN ORDINANCE APPROVING THE FINAL PLAT OF HYDRO CONDUIT, A SUBDIVISION
OF THE CITY OF RIVERSIDE, PLATTE COUNTY, MISSOURI.
WHEREAS, Application No. PC16-06, submitted by the City of Riverside requesting
approval of the final plat of Hydro Conduit , a minor subdivision in the City of Riverside, Platte
County, Missouri, was referred to the Planning Commission; and
WHEREAS, the Planning Commission considered the application on April 14, 2016 and
rendered a report to the Board of Aldermen recommending that the final plat be approved; and
WHEREAS, that it is in the best interests of the City of Riverside, Missouri to approve the
final plat of Hydro Conduit as set forth herein;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
SECTION 1 —APPROVAL OF FINAL PLAT. That the Final Plat of Minor Plat of Hydro
Conduit, a subdivision of the City of Riverside, Platte County, Missouri, a true and correct copy of which
is attached hereto and incorporated herein, is hereby approved, platting the property legally described
in Exhibit"A" attached hereto.
SECTION 2—APPROVAL OF DEDICATION. That the City of Riverside approves dedication
of the streets, municipal uses, easement, access, and utilities shown on the plat, not heretofore dedicated
to the public on property owned by the City as shown on the plat.
SECTION 3 -ACCEPTANCE OF DEDICATION. That the City of Riverside hereby further
accepts the dedication of on the plat of all streets, municipal uses, easement, access, and utilities shown
on the plat, not heretofore dedicated to the public is hereby accepted for the purpose as therein set out.
SECTION 4— REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of
ordinances in conflict with this ordinance are hereby repealed.
SECTION 5—SEVERABILITY CLAUSE. The provisions of this ordinance are severable and if
any provision hereof is declared invalid, unconstitutional or unenforceable, such determination shall not
affect the validity of the remainder of this ordinance.
SECTION 6— EFFECTIVE DATE. This ordinance shall be in full force and effect from and
after the date of its passage and approval.
BE IT REMEMBERED that the above was read two times by heading only, PASSED AND
APPROVED by a majority of the Board of Aldermen qnd APPROVED by the Mayor of the City of
Riverside, Missouri, this 1g`" day of April, 2016.

General Information
Applicant: City of Riverside
Location: South of Missouri Highway 9, north of BNSD Railroad and on the east and west of Horizons
Parkway
Current Zoning: GP-I General Planned Industrial
Existing Land Use: Vacant
Proposed Land Use: None at this time
Site Area: 772,011.55sq.ft.
Lot Size: Proposed
Lot 1 145,000.13 sq. ft.
Lot 2 618,011.42 sq. ft.
Procedure: The plat will be reviewed by the Commission and the Board of Aldermen.
Analysis
Overview: This is the location of the old Hydro Conduit plant. When Horizons Parkway was
constructed the City acquired the property for the road project and it split the site. At this time the city is
requesting that the site be replated into two separate lots for future development.
Utilities: All roads and utilities are available to both lots.
Conformance to Comprehensive Master Plan: The proposed plat is in conformance with the
Comprehensive Master Plan as the plan identifies the area for single family homes.
Recommendation
Staff finds the application in conformance with the Comprehensive Master Plan and UDO therefore staff,
recommends approval of the Hydro Conduit Final Plat

MINUTES
REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, April 14, 2016
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Stephen King, Ray Uhl, Harold
Snoderley, Steve Kaspar,Mike Soler,Nathan Cretsinger, and Al Bowman. Also present: City Planner
Jackie Carlson and Community Development Assistant Sarah Wagner. Members absent were Mike
Lombardo, Jim Frakes and Mayor Kathy Rose.
Approval of Minutes of Commissioner Kasper moved to approve the minutes of March 24,
March 24,2016. 2016, seconded by Commissioner Uhl.
Motion passed 7-0.
Public Hearing-4600 NW The public hearing was opened at 6:36 p.m.
41" Street-SUP
City Planner Jackie Carlson gave the staff report. She explained the
history of Horizons East the approved PD requirements, and the SUP
that was approved for this property last year. She noted that at the time
of the original request there were still a lot of unknowns. That is why
the applicant is back before the Planning Commission is to modify the
existing SUP because at this time the applicant is not in compliance.
Staff is asking that the Planning Commission listen to the request of the
applicant and based on what, if any changes are made that we table this
request and make modification to the approved PD regulation and then
consider this request.
Brent Miles with Northpoint Development addressed the Commission
and went over more of the history of Horizons East as well as outdoor
storage.
Representatives from the tenant,US Farathane also gave a presentation
of their operations explaining what the outdoor storage is and why they
need it.
There was more discussion from the Commission regarding outdoor
storage and it was decided that the Commission would like to schedule
a workshop to discuss this issue in detail as well as the PD regulation.
Staff agreed to schedule one for May 12, 2016.
Chair King closed the public hearing at 7:36.

Commissioner Cretsinger moved to table the request for modification to
a special use permit for 4600 NW 4I"to May 12, 2016, seconded by
Commissioner King.
Motion passed 7-0.
Final Plat-Hydro Conduit Community Development Assistant Sarah Wagner gave a staff report to
the Commission. She explained that that applicant is the City and that
they are requesting approval for a final plat for the old Hydro Conduit
site. The City acquired the site for the construction of Horizons
Parkway. When the road was constructed it bisected the property. At
this time the City is asking to replat the property into two separate
parcels so that they can be marketed for future development. In
addition,the plat is also deeding a very small portion of the property
along Highway 9 to MoDOT.
Commissioner Bowman moved to recommend approval of the Final
Plat for Hydro Conduit tothe Board of Aldermen, seconded by
Commissioner Uhl.
Motion carried 7-0
Adjourn Commissioner Bowman moved to adjourn at 7:47 p.m.
Commissioner Cretsinger seconded and the meeting was adjourned 7-0.
