REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 5, 2016
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 5, 2016.
Mayor Rose called the regular meeting to order at 7:03 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Frank Biondo, Chet Pruett, Aaron Thatcher,
and Al Bowman.
Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid, City
Engineer Travis Hoover, Police Major Chris Skinrood, Public Works Director Tom Wooddell, and
Fire Chief Gordon Fowlston.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the Proclamation for the 2016 Start by Believing
Day, April 6"', and presented it to Becca Anderson, the
representative for the MOCSA organization.
CONSENT AGENDA Alderman Al Bowman requested Resolution R-2016-011 be pulled
from the Consent Agenda and be heard separately.
Alderman Bowman moved to approve the consent agenda with
Bill Pay Resolution R-2016-011 removed, second by Alderman
Thatcher.
Yes: Bowman, Thatcher, Super, Homer, Pruett, and Biondo.
Motion carried 6-0.
MINUTES OF 03-15-16 Alderman Bowman moved to approve the minutes of the March
15, 2016 meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Super, Homer, Pruett, and Biondo.
Motion carried 6-0.
RESOLUTION 2016-012 Alderman Bowman moved to approve Resolution 2016-012
YMCA Consolidation Agrmnt authorizing Riverside to enter into a consolidation management
and services agreement with the YMCA of Greater Kansas City,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Super, Homer, Pruett and Biondo.
Motion carried 6-0.

RESOLUTION 2016-013 Alderman Bowman moved to approve Resolution 2016-013
2016 CH Garage Re-Roof awarding the bid for the Riverside City Hall Garage Re-Roof
Project and approving the agreement with Cornell Roofing and
Sheet Metal Company, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Super, Homer, Pruett, and Biondo.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2016-011 Alderman Thatcher moved to approve Resolution 2016-011
Bill Pay authorizing the expenditure of funds for fiscal ear 2015-
2016, for weeks ending March 18th, March 25 , and April 151 in the
amount of$185,549.97, second by Alderman Biondo.
Yes: Thatcher, Biondo, Homer, Pruett, and Super.
No: None
Abstain: Bowman
Motion carried 5-0-1.

COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super asked Public Works Director Tom Wooddell
about the NW Gateway Avenue sill issue. Wooddell reported that
he has not been contacted. City Engineer Travis Hoover
explained that he has had discussions with Affinis and that an old
change order was found which changed the original design to
what is in place now. Finding this change order may eliminate the
exploratory dig. We are waiting to hear what Affinis will do.

BOARD OF ALDERMEN Alderman Homer— Nothing to report.
Alderman Pruett— Nothing to report.
Alderman Bowman — Nothing to report.
Alderman Biondo—Nothing to report.
Alderman Thatcher— Inquired about tree management of the
buffer in Gatewoods third or fourth area between the creek and
homes. Community Development Director Mike Duffy responded

that some management is allowable but the City Building Official
will look at the area.
Alderman Super—The voter turnout was very good today.
MOTION TO ENTER INTO Alderman Biondo moved that the meeting go into closed
CLOSED @ 7:13 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, second by Alderman Thatcher.
Yes: Biondo, Thatcher, Pruett, Bowman, Homer, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:25 p.m. to adjourn closed
CLOSED @ 7:25 P.M. session with action taken, second by Alderman Super.
Yes: Thatcher, Super, Pruett, Homer, Bowman, and Biondo.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:26 p.m.,
second by Alderman Biondo.
Yes: Thatcher, Biondo, Bowman, Homer, Pruett, and Super.
Motions carried 6-0.
