Benton Drake" <ben.rqbld@gmail.com> Board Members: Attached hereto please find the minutes of the Board meeting held on October 10th and the special meeting held on October 24th. Please advise me if you have any questions or suggested revisions to either set of minutes. I suggest that you print the minutes and bring them with you to the next Board meeting on November 14th. I received a call from Wes Maxwell who works with FM Global, one of the major insurers of properties protected by the L-385 system. He has reviewed all of the information which Jason Davis provided at his request. He also personally inspected the levee with Kevin Street and Ben Drake. Mr. Maxwell had questions regarding the Levee District source of funds for operation, maintenance and flood fighting. I informed him that the sole source for funding these costs at this time was the annual maintenance tax. He was interested in how the maintenance taxes were allocated among the properties for imposing the maintenance tax. At the conclusion of our conversation, Mr. Maxwell advised me that the L-385 System was one of the best levee systems he had ever inspected. He was impressed with the condition of the levee system and the Levee District's performance of its responsibilities to operate and maintain the system. Mr. Maxwell expressed his appreciation for the cooperation he received from Affinis and the Levee District in providing the information he needed to conduct his investigation of the levee system. Mr. Maxwell requested that he be allowed to address the Board at the November 14th meeting to explain the interest of FM Global in the condition of our levee system as well as the ongoing operation and maintenance of the system. I advised Mr. Maxwell that I would check with the Board of Supervisors and would respond to him by the middle of next week. I think it would be beneficial for the Board to hear Mr. Maxwell's comments in person. If the Board agrees, I will let Mr. Maxwell know that he will be on the agenda for the November meeting. There will also be a presentation by the Executive Director of MO-ARK at the November meeting. I received an email from John Benson stating that he will not be able to attend the November 14th meeting due a conflict in his schedule. If the Corps does not have a representative at the meeting, we should have sufficient time for the presentations by Mr. Maxwell and by the MO-ARK representative.
