Gentlemen,
I am following up our meeting held earlier this week (11/20/2012) with
the action item to forward everyone the past correspondence regarding
the Cat II, Item 1, Vertical Gap deficiency. At the meeting there was
confusion on what is identified in the MOA deficiency as “Vertical Gaps”
for Cat II, Item 1. Researching past correspondence confirmed that the
“vertical gaps” are the possible voids beneath the structure’s base.
I have attached the follow correspondence to bring everyone up to speed:
· 2009-08-28 Meeting Minutes between USACE and Levee District
· 2009-08-19 Gary Van Riessen’s Report and Recommendation
· 2008-10-07 USACE water stop analysis Memorandum for Record
· 2012-11-20 MOA Exhibit A – USACE current deficiency status
· 2012-01-24 MOA Deficiency Update Memo to RQLD Board
· 2008-10-27 Letter from John Holms
Items to note:
GVR Letter:
· Recommendation to determine if vertical gaps exist below the
base of the structure. The recommendation is to perform discrete
excavations near the interface of the transition walls and the rolling
gate/stoplog structure. If excavations determine voids grouting would be
performed. The recommendations are for North and South Q1 Rolling Gate,
Q2 North Stoplog, and the north transition wall for the Line Creek
Floodwall.
· Recommendation to assess the water stop’s long term
serviceability.
USACE Water Stop Analysis and 2008-10-27 Letter from John Holms:
· USACE recommendation is to monitor the water stop for
deterioration and to provide riprap erosion protection at the transition
wall joints. USACE determined that flows through the transition wall
would not fail the levee. However, risk should be mitigated by providing
erosion protection if there is above grade seepage.
In general, after the 11/20/2012 meeting to discuss deficiencies, this
item appears to be the one still requiring a plan to address this
deficiency. To date there has not been an investigation for voids or
placement of riprap at the transition wall joints.
