Regarding Jason's point 5, the city of Riverside has always told the
levee district that they are responsible for interior drainage and that
the RQLD is only responsible for the lines from the levee to the river.
The issue arose concerning construction of various "collector" lines to
bring them to a common point to go through the levee. This has nothing
to do with whether local tax or federal dollars paid for the
improvements. Let's not confuse the issue of where the city stops and
the levee district starts. I believe that what the Corps wants is to
have a definition of who will be responsible for inclusion in the O &M
manual of who will maintain those collector lines, not necessarily
wanting to pin it on RQLD.

I have attached a summary of the meeting held with John Benson,
Charlie Detrick, Don Coleman, Ben Drake and Jason Davis this morning. In
general, the meeting was held to verify/confirm the status of the
deficiencies listed in the MOA Exhibit A. The meeting did include some
discussion on O&M agreements when asked by USACE for documentation to
include within the O&M Manual.
Items Noted during meeting:
1. USACE will provide as-builts for work performed by
USACE (ex. Line Creek work, QPS outfall, etc.). USACE also intends to
send their survey crew out to capture utility crossings and associated
overbuild.
2. Relief Well at QPS. The clay liner will be a changed
condition to the design assumptions for the relief well design. Since
USACE has committed the Napoleon crew to perform the liner work Jason
Davis will request that Continental modify their calculations for the
changed condition. The liner should increase the factor of safety.
Previous discussions with Continental indicated that they would be
willing to perform this change to their calculations.
3. Cat II, Item 1. Checking for vertical gaps at
transition walls. Jason Davis will forward USACE meeting minutes and
Gary Van Riessen’s recommendation letter (2009) to all to refresh
everyone’s memory on past discussions. Everyone agreed that this item
will require additional discussion to determine the way forward.
4. Cat II, Item 5. USACE is currently working to provide
an amendment to the MOA to remove the upper Line Creek deficiency from
the MOA list.
5. During deficiency discussions USACE requested
agreements for maintenance of the 14 interior drainage structures and
Detention Pond be provided for incorporation into the O&M. This then led
into maintenance responsibility discussion. USACE will look to the Levee
District as the responsible party for maintenance of all project
improvements. The Levee District can then decide how they would like to
perform the maintenance responsibilities. USACE is defining project
improvements as any improvement that had Federal dollars spent for the
project.
6. Jason Davis will forward the Weko-Seal required
maintenance to Charlie Detrick to include within the O&M Manual.
7. USACE will forward the Burlington Creek analysis and
report to Jason Davis.
I have attached a MOA Exhibit A list provided by John Benson at
the meeting this morning summarizing USACE status of the deficiencies.
