As you recall, during the pre-bid site visit we identified items that needed to be addressed for the Phase 2 abandonment. The 1/15/2013 email captures these items. We did discuss reasons for removal of the pipe within the levee projected slopes at the beginning of this project. You are correct in stating that the USACE guidelines require complete removal of the piping system as the preferred method. See key reasons below: · Missouri American Water is responsible for maintaining systems within the levee section. If the piping system is abandoned, then the system is no longer functional. Structures no longer maintained will deteriorate over time. Deteriorated structures negatively impact the levee section creating a seepage path that would allow a piping failure of the levee system. · USACE has reviewed this particular levee crossing and has required removal within the levee projected slopes. · The risk is great if the levee fails. The L-385 Levee System will provide protection for a few thousand lives and over $300M worth of infrastructure when developed. · Abandoned structures within the levee section negatively impact the integrity of the levee, thus are considered a deficiency. Deficiencies negatively affect the USACE provided overall rating of the levee system. A levee integrity item such as piping would degrade the current USACE provided rating. The rating has real impacts to those within the protected area such as increased insurance rates and real risk of loss of life and property. · USACE requires deficiencies be addressed. In this case, removal of the abandoned water line and vault. Feel free to contact me if you need further explanation of why removal of the pipe is required within the levee section. However, please keep in mind that expounding is performed at an hourly rate for the rehashing of these discussions. Also, what is the status of Phase 2 abandonment? Thanks, Jason Jason D. I am sure you explained it to me at the beginning of the project but I cannot find the explanation in our correspondence. The Levee Specifications for piping systems states the preferred method for abandonment is removal, but does not offer further explanation. The answer to your question is yes. The pipe (encased or not encased) will need to be removed within the levee slope projected line. During the excavation on the east/land side of the levee for the phase 1 grouting project our contractor encountered appx. 3' of concrete encasing the existing 12" water main that was grouted. I do not have record for the installation for this 12" main that was encased in concrete so I am not certain of the limits of this concrete encasement but there is a possibility that the water main crossing the levee structure is encased in concrete. If the grouted water main crossing the levee structure appx. 6' deep is encased in concrete would it be necessary to remove the pipeline?
