I thought the conversation went well. · He wants to address the comments as soon as possible. Dave said this has been going on far too long. · Dave asked if there was a formal response to the comments. I told Dave there was not, only a couple phone conversations with Mike McMillion. · He will discuss the comments with Mike McMillion this afternoon to get the ball rolling on addressing these items. · We discussed the need to get Brian Everest’s concerns. For example, will one lane of access be sufficient during construction? · We discussed providing a typical detail dealing with the storm sewer that we could submit to USACE for approval. One detail for replacement and one for leave in place · Dave asked if a survey was completed for this area. I told him there was not. Dave said he would take care of that. I do not want a fight either. Just need these items addressed in the plans. A large driver of these items is insuring Intercon’s concerns are addressed. I spoke with Mike McGinness last week. He thought it would be a good idea for him to speak to Brian to hear what has been communicated to him in regards to this project prior to sending detailed comments to MAW. My experience has been that addressing these types of items prior to construction lowers construction cost and decreases time versus costly change orders in the field. · A topographic survey was not part of Missouri American Waters design. You utilized L-385 Record drawings for design. You were allowed to utilize these drawings with the understanding that you take ownership of the drawings for your submittal. The expectation of any submittal is that you have verified the accuracy of the plans with a minimum of performing a field check of your plans. I thought you were of the understanding and realized that record drawings are no replacement for surveyed field data or a plan field check. · During the Phase 1 Pre-Bid site visit items were discovered such as: o A storm sewer running parallel to Intercon Drive that may conflict with waterline removal. The stormwater line must be replaced to pre-construction grades, has watertight joints, and no granular bedding material will be allowed. How will this be addressed in the construction documents? o Levee Toe appeared closer to Intercon than what is shown on the plans. This may require excavation of Intercon or near Intercon Drive. Has this been verified? o Limited contractor access. Has access to the site with proposed construction equipment been verified? o Exact location of the waterline was difficult to determine since the line was not marked prior to the pre-bid site visit. Has the waterline location been verified? · We discussed possibly obtaining site access from the landside access road that runs parallel to the capitol electric fence. o The landside levee slope would need to be protected from rutting. One option is placing temporary fill. o The top of levee is not allowed to be used as a haul road for heavy equipment. o The area would need to be returned to pre-construction conditions with top soil returned and the area seeded. o We did not discuss existing utilities in the area th would need to be protected (MAW’s recently constructed waterline), this should be an item for you to consider o You should verify construction equipment can access this proposed route o Allowing the access road fill to remain may be considered if properly graded to drain During our discussion you intended to: · Address the Intercon Drive excavation as a possible contingency within the bid package to remove/replace Intercon Drive. Contractor would verify excavation limits by placing slope stakes to verify excavation limits in the field prior to excavation beginning. If removal of the Intercon Drive is required, then Missouri American Water would work with Intercon to meet their standards for repairing their drive and maintaining site access. · Include a bid line item for the Contractor to remove and replace the storm sewer that may be in conflict with the waterline removal · Provide an bid line item for an access road. · Provide the revised bid package to the Levee District for review My intent is not to provide road blocks for this project.
