I will attach the signature page. Thank you for your prompt responses. Don, Ron and Richie attended the meeting with the Corps yesterday to go through the results of the Periodic Inspection and the Levee Screening Assessment. Most of the items received an “Acceptable” rating, however, there were a number of items which received either a “Minimally Acceptable” or an “Unacceptable” rating. One of the main items receiving an Unacceptable rating was the absence of an Emergency Operations Plan (EOP) which would be implemented prior to and during a flood event. The City of Riverside adopted an EOP in 2009. The Corps emphasized the need for an Evacuation Plan as part of the EOP. The Levee District will need to consult and coordinate with the City of Riverside to develop an Evacuation Plan to be made part of the EOP. In addition, the Corps is also requiring the Levee District to have a Floodplain Management Plan (FMP) for the leveed areas on both the Quindaro Bend portion and the Riverside portion of the levee system. We started working on a FMP a few years ago as part of our coordination meetings with the City of Riverside. The discussion about the FMP at that time centered on areas outside the protected property as well as the area protected by the levee system. Yesterday the Corps narrowed the focus of the FMP to cover only the protected area. As you know, the City has a set of codes and ordinances relating to all building and construction within the City which covers the areas protected by the levee system. You are also aware that the Corps’ criteria applies to all construction activity located upon Levee District Right-of-Way and within the Flood Protection Levee Easement areas and within the Levee Critical Area. The preparation of a FMP should proceed in coordination with the City of Riverside. The completed FMP will need to be submitted to the Corps following approval by the Board of Supervisors. The other major items of concern relate to the work which Argosy performed when the flood door was installed. The Corps does not have much information about the work which was done by Argosy. Ben Drake and Jason Davis will provide the Corps with whatever documentation and other information they can locate with respect to the work which was done by Argosy at this location. Another major item of concern relates to the condition of the embankment along Highway 9 where the tree and vegetation removal work is being done. It appears the main problem relates to water running off the Highway down the embankment resulting in significant erosion. Action to deal with this condition will require consultation and coordination with MoDOT. The Levee District should discuss this item with John Benson to include the erosion repair as part of the work the Corps is doing to correct this deficiency. The Levee District and/or MoDOT will need to undertake some preventive work to avoid water running down the embankment and causing additional erosion problems in the future. There was an area along the BNSF track where the grass was killed because of spraying performed by the railroad. One of the corrective actions discussed at the meeting was placement of rip rap along the area rather than sodding or reseeding the area. The meeting was extremely beneficial in terms of helping the Levee District identify those areas which need attention and corrective action. The goal is to have the best federal levee system in the nation. Ultimately, the aim is to reduce the risk as much as possible in terms of loss of life and property damage.
