Thanks for your review meeting and tightening up the draft. I did not
receive a copy with the chandes as an attachment. After reviewing the
original submittal, i thought the language regarding storage on the
levee right away or the inshore anti seep overburden (levee critical
area - land side) wasn't strong enough. I believe that it should contain
language to the effect that "regardless of the size or type of material
stored in said location, It ALL MUST BE REMOVED within 24 hours of
notice from either the RQBLD or the Corps of engineers or the city of
Riverside."

Board Members,
I reviewed the initial Response which Jason Davis
prepared and sent to you on January 28th. I spoke to Jason following my
review of the draft about adding some language at the end of the
Response relating to the use of the area east of the pump station for
staging and storage of equipment. This item was not part of the
original Concept Submittal, but it was an item which was presented to
the Levee Board at the meeting on January 15th. Jason sent out a second
draft of the Response which contained the additional language regarding
the use of the staging and storage area.
We had a meeting at the Levee District Office on
Friday, January 24th, to discuss the Levee District’s response to the
Concept Submittal and also to discuss the Corps’ response to the
Submittal. The meeting was attended by Jason Davis, Blake Madden,
Charlie Detrick, Ben Drake, Kevin Street and me. We went through the
Concept Submittal item by item and discussed each one in terms of what
the appropriate response should be to each item.
The revised draft of the Response is consistent with
all of the items we discussed on January 24th. Jason pointed out in his
email that there were some items which were “policy” positions of the
Levee District as opposed to technical in nature. The Levee District’s
position on the “policy” positions include:
1. Paragraph 5 a) – all
utilities shall cross the levee completely up and over (as opposed to
directional boring under the levee).
2. Paragraph 7 b) – all bridge
piers shall be located at least 15 feet away from the riverward and
landward toes of the levee. No piers will be allowed within 15 feet
from the stability berm toe.
Both of these items will help to ensure that the integrity of
the levee system will be maintained and will also lessen the possibility
of gapping and water channeling as a result of bridge features and
utility relocations which penetrate the surface on or in proximity to
the levee.
The final draft of the Levee District’s Response to
the Concept Submittal must be sent to MoDOT by February 4, 2014. If you
have not reviewed the revised draft of the Response, please do so and
communicate your comments to Jason Davis at your earliest convenience.
Please copy Ben Drake and me with any email responses you send to Jason.
